CIRCULAR
ISSUING AND IMPLEMENTING OF "NATIONAL TECHNICAL REGULATIONS OF RADIATION SAFETY - CATEGORIZATION AND CLASSIFYING RADIOACTIVE SOURCE"
Pursuant to the Atomic Energy Law of June 3, 2008;
Pursuant to the Law on Standards and Technical Regulations of June 29, 2006 and Decree No. 127/2007/ND-CP of August 1, 2007 of the Government detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 28/2008/ND-CP of March 14, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;,
At the proposal of the Director of Vietnam Agency for Radiation and Nuclear Safety & Control;
Minister of Science and Technology hereby stipulates:
Article 1. Issuing together with this Circular, "National Technical Regulation on Radiation Safety - Categorization and classifying radioactive source".
Article 2. This Circular takes effect after 45 days from its signing date and annuls Decision No. 17/2007/QD-BKHCN of August 31, 2007 of the Minister of Science and Technology on the issuance of regulation on categorization of radioactive source as required ensuring security.
Article 3. Director of VARANS, the heads of agencies, organizations and individuals concerned shall implement this Circular.
Any difficulties arising during the course of implementation should be promptly reported to the Ministry of Science and Technology for study, amendment and supplementation.

ON RADIATION SAFETY - CATEGORIZATION AND CLASSIFICATION OF RADIOACTIVE SOURCE
Introduction
QCVN 6: 2010/BKHCN was written by Vietnam Agency for Radiation and Nuclear Safety & Control and issued by the Ministry of Science and Technology under Circular No. 24/2010/TT-BKHCN dated December 29, 2010.

ON RADIATION SAFETY - CATEGORIZATION AND CLASSIFICATION OF RADIOACTIVE SOURCE
1. GENERAL REGULATION
1.1. Scope of adjustment
1.1.1. This Regulation specifies the categorization and classification of radioactive source.
1.1.2. This Regulation does not specify the categorization and classification of radioactive source in the management of radioactive waste.
1.2. Subject of application
This regulation applies to organizations and individuals having radioactive source or conducting activities related to radioactive source.
2. TECHNICAL REGULATION
2.1. Categorization of radioactive source
2.1.1. The radioactive sources are categorized based on the activity of the radioactive sources, the dangerous characteristics of the radioactive isotopes of radioactive sources and situations of use of radioactive sources. The radioactive sources are categorized into five groups from group 1 to 5 as by way of categorization specified at Point 2.1.2 or 2.1.3.
2.1.2. For radioactive source used in conventional radiation work, the way of categorization shall be based on the provisions of Annex I to this Regulation.
2.1.3. For radioactive source which is not listed in Annex I to this Regulation, the categorization shall be based on the value called the ratio of radioactivity determined in accordance with the guidance in Clause 2.2 as follows:
2.1.3.1. Group 1 consists of a radioactive source or combination of radioactive sources with the ratio of radioactivity greater than or equal to 1000.
2.1.3.2. Group 2 consists of radioactive source or combination of radioactive sources with the ratio of radioactivity greater than or equal to 10 and less than 1000.
2.1.3.3. Group 3 consists of radioactive source or combination of radioactive sources with the ratio of radioactivity greater than or equal to 1 and less than 10.
2.1.3.4. Group 4 consists of radioactive source or combination of radioactive sources with the ratio of radioactivity greater than or equal to 0.01 and less than 1.
2.1.3.5. Group 5 consists of radioactive source or combination of radioactive sources with the ratio of radioactivity less than 0.01.

Combination of radioactive sources is a combination of many single radioactive sources used simultaneously in one device; stored in a warehouse; transported, imported and exported in a shipment; existing at a place of production and processing of radioactive substance.
2.2. Tỷ số hoạt độ phóng xạ Ratio of radioactivity

2.2.1. For a single radioactive source
Ratio of radioactivity =
In which:
- A is the activity of the radioactive source at the time of review calculated in TBq.
- D is the characteristic value for dangerous levels of radioactive isotope of radioactive source, calculated in TBq. D value is specified in Annex II to this Regulation.
2.2.2. For the combination of radioactive sources:

In which:
- n is the number of radioactive isotopes in the radioactive source.
- Ai,n is the activity of a single radioactive source i generated from the radioactive isotope n in the combination of radioactive sources under review calculated in TBq.
- Dn is the characteristic value D for dangerous levels of radioactive isotope n, calculated in TBq. Value D is specified in Annex II to this Regulation.
2.3. Categorization of radioactive source
2.3.1. Radioactive source is categorized into three types including the above average dangerous level, average dangerous level and below average dangerous level as prescribed at Points 2.3.2, 2.3.3 and 2.3.4.
2.3.2. Radioactive source of the type with above average dangerous level includes the source of group 1 and group 2 specified in Clause 2.1.
2.3.3. Radioactive source of the type with average dangerous level include the source of group 3 specified in Clause 2.1.
2.3.4. Radioactive source of the type with below average dangerous level include the source of group 4 and group 5 specified in Clause 2.1.
3. REGULATION ON MANAGEMENT AND ORGANIZATION OF IMPLEMENTATION
3.1. Organizations and individuals having radioactive source or conducting activities related to radioactive source must apply the provisions of this Technical Regulation to specify group and type of the radioactive source as a basis for implementation of regulations of the law on safety and security respectively.
3.2. Vietnam Agency for Radiation and Nuclear Safety & Control shall guide and inspect the implementation of this technical Regulation.

- TBq: Symbol of Teta Becquerel, is the derivatives of the Becquerel (Bq). Bq is the unit for measuring the activity of radioactive source and 1 Bq = 1 disintegration / 1 second. TBq is related to the unit of measurement of other radioactivity as follows:
1TBq = 1012 Bq = 109 kBq = 106 MBq = 103 GBq
In which:
kBq is the symbol for kilo Becquerel.
MBq is the symbol of mega Becquerel
GBq is the symbol of Giga Becquerel.

In which:
