CIRCULAR
ON THE PROMULGATION OF THE REGULATION ON MAXIMUM LIMITS ON RESIDUES OF VETERINARY MEDICINES IN FOOD
Pursuant to the Law of Food safety dated June 17, 2010;
Pursuant to the Government's Decree No. 38/2012/NĐ-CP dated April 25th 2012, detailing the implementation of a number of articles of the Law of Food safety;
Pursuant to the Government's Decree No. 63/2012/NĐ-CP dated August 31, 2012 defining the functions, tasks, powers and organizational structure of the Ministry of Health;
The Minister of Health promulgates a Circular on the promulgation of the Regulation on Maximum limits on residues of veterinary medicines in food
Article 1. Promulgating together with this Circular the Regulation on maximum limits on residues of veterinary medicines in food
Article 2. This Circular takes effect on October 01, 2013.
When corresponding National Technical Regulations are promulgated, the maximum limits on residues of veterinary medicines in food in such National Technical Regulations shall apply.
Part 2 of “Maximum limits on residues of veterinary medicines in food” promulgated together with the Decision No. 46/2007/QĐ-BYT dated December 19, 2007 of the Minister of Health on “Maximum limits on biological and chemical contaminations in food” is annulled from the effective date of this Circular.
Article 3. This Circular shall be amended to management requirements. Organizations and individuals are recommended to report the difficulties that arise during the implementation to the Ministry of Health (Vietnam Food Administration) for consideration and settlement.
Article 4. Vietnam Food Administration, specialized state management authorities, and relevant units are responsible for the implementation of this Circular./.

REGULATION
MAXIMUM LIMITS ON RESIDUES OF VETERINARY MEDICINE IN FOOD
(promulgated together with the Circular No. 24/2013/TT-BYT dated August 14, 2013 of the Minister of Health)
Article 1. Scope of regulation
This Circular provides for the maximum limits on veterinary medicine residues in food that are produced at home or imported.
Article 2. Subjects of application
This Circular is applicable to the organizations and individuals that produce, prepare, process, sell, and import foods.
Article 3. Interpretation of terms
In this Circular, the terms below are construed as follows:
1. ADI stands for acceptable daily intake.
2. MRL stands for maximum residue limits.
3. UNS stands for unspecified.

Article 5. Implementation
1. Responsibilities of organizations and individuals
Organizations and individuals may only produce, sell foods in Vietnam, or import foods into Vietnam after satisfying the requirements in Article 4 of this Regulation.
2. Responsibility of managing authorities
Vietnam Food Administration shall cooperate with specialized state management authorities, in organizing the implementation of this Circular.
