CIRCULAR

REGULATIONS ON TELECOMMUNICATION SERVICES SUBJECT TO QUALITY CONTROL

Pursuant to the Law on telecommunication dated November 23, 2009;

Pursuant to the Law on Product and goods quality dated November 21, 2007;

Pursuant to the Law on Technical regulations and standards dated June 29, 2006;

Pursuant to the Government’s Decree No. 25/2011/NĐ-CP dated April 06, 2011 providing instructions on the implementation of a number of articles of the Law on telecommunication;

Pursuant to the Government's Decree No. 132/2008/NĐ-CP dated December 31, 2008, detailing the implementation of a number of articles of the Law on Product and goods quality;

Pursuant to the Government's Decree No. 127/2007/NĐ-CP dated August 01, 2007 detailing the implementation of a number of articles of the Law on Technical regulations and standards;

Pursuant to the Government’s Decree No. 132/2013/NĐ-CP dated October 16, 2013 defining the functions, tasks, entitlements and organizational structure of the Ministry of Information and Communications;

At the request of the Director of the Vietnam Telecommunications Authority,

The Minister of Information and Communications promulgates the Circular regulating the lists of telecommunication services subject to quality control;

Article 1. List of telecommunication services subject to quality control and corresponding National technical regulations applied 

In case the National technical regulation corresponding to the abovementioned service is replaced with the new technical regulation, the former shall prevail.

Article 2. This Circular takes effect since February 15, 2016 and supersedes the Minister of Information and Communications’ Circular No. 02/2013/TT-BTTTT dated January 22, 2013 defining lists of telecommunication services subject to quality control.

Article 3. Chief Officer, the Director of the Vietnam Telecommunications Authority, heads of agencies, units affiliated to the Ministry, director of the Service of Information and Communications of central-affiliated cities and provinces, general directors, directors of telecommunication enterprises and relevant organizations and individuals shall be responsible for executing this Circular.

Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Information and Communications (Vietnam Telecommunications Authority) for consideration and handling. /.
