CIRCULAR
PROVIDING ON LIST OF TELECOMMUNICATIONS SERVICES SUBJECT TO QUALITY MANAGEMENT
Pursuant to the Law on telecommunication, of November 23, 2009;
Pursuant to the Law on Product and goods quality, of November 21, 2007;
Pursuant to the Law on Technical regulations and standards, of June 29, 2006;
Pursuant to the Government’s Decree No. 25/2011/ND-CP of April 06, 2011 detailing and guiding implementation of a number of articles of the Law on telecommunication;
Pursuant to the Government’s Decree No. 127/2007/ND-CP of August 01, 2007 detailing and guiding implementation of a number of articles of the Law on Technical regulations and standards;
Pursuant to the Government’s Decree No. 187/2007/ND-CP of December 25, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications; the Government’s Decree No. 50/2011/ND-CP of June 24, 2011 amending the Decree No. 187/2007/ND-CP of December 25, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
At the proposal of the Director of the Vietnam Telecommunications Authority;
The Minister of Information And Communications promulgates the Circular providing on List of telecommunications services subject to quality management,
Article 1. To provide List of telecommunications services subject to quality management, as follows:

Article 2. This Circular takes effect after 45 days since the day of its signing and the “List of telecommunications services subject to quality management” promulgated together with the Decision No. 27/2008/QD-BTTTT of April 22, 2008 of The Minister of Information And Communications is annulled.
Article 3. The Chief of offic; the Director of the Vietnam Telecommunications Authority; heads of Ministerial agencies and units; Directors of the Service of Information and Communications of central-affiliated cities and provinces; Directors General, Directors of telecommunication enterprises and relevant organizations and individuals shall implement this Circular.
In the course of implementation, any arising problems should be reported timely to the Ministry of Information and Communications for consideration and settlement.
