CIRCULAR

PROVIDING FOR SAMPLE OF CITIZEN IDENTITY CARD

Pursuant to the Law on citizen identification dated 20/11/2014

Pursuant to the Decree No. 106/2014/ND-CP dated 17/11/2014 defining the functions, duties, power and organizational structure of the Ministry of Public Security;

At the request of Director General of Police General Department;

The Minister of Police issues this Circular providing for the sample of Citizen Identity Card.

Article 1. Scope of regulation

This Circular provides for the shape, size, specification, other language, material, content of identity card and responsibility of Police of all units in production and management of sample of Citizen Identity Card.

Article 2. Subjects of application

1. All Vietnamese citizens from the age of 14 or older go through the procedures for issue, change or re-issue of Citizen Identity Card;

2. Police of units and localities;

3. Bodies, organizations and individuals related to the production and management of Citizen Identity Card.

Article 3. Shape, size, content, specification and material of Citizen Identity Card

1. Shape and size

The Citizen Identity Card is rectangular, four corners are rounded, 85.6 mm long, 53.98 mm wide and 0.76 mm thick.

2. Content

a) The front side of Citizen Identity Card has the following information:

- On the left, from top to bottom: the national emblem of the Socialist Republic of Vietnam, 14 mm in diameter; photo of Citizen Identity Card holder 20 mm x 30 mm in size; valid until;

- On the right, from top to bottom: Socialist Republic of Vietnam, Independence - Freedom – Happiness; the words “CITIZEN IDENTITY CARD” ; number, full name, date of birth; sex, nationality; native place; permanent residence;

b) The back side of Citizen Identity Card has the following information:

- At the top is the two-dimensional barcode;

- On the left, there are 02 boxes: the higher one: fingerprint of left forefinger; the lower one: fingerprint of right forefinger of the Citizen Identity Card holder;

- On the right, from top to bottom: The identification features of the card holder; date of issue; full name, title and signature of person with authority to issue the card and the seal with the national emblem of the body issuing the Citizen Identity Card.

3. Specification

a) Both sides of Citizen Identity Card have the light blue patterns. The background of front side of card is printed with image of drum, map of Vietnam, lotus and other patterns and decorative motives. The background of back side of card has patterns combined with interlaced and crossed curve motives

b) The national emblem and photo of citizen are printed in color directly on the Citizen Identity Card;

c) Color of words on the Citizen Identity Card

- The words “SOCIALIST REPUBLIC OF VIETNAM”, Independence - Freedom – Happiness; personal information of Citizen Identity Card holder; image of fingerprint of left forefinger, date of issue; expiry date; information about identification features of the Citizen Identity Card holder; full name and signature of the person with authority to issue the Citizen Identity Card are in black color.

- The words “CITIZEN IDENTITY CARD” and its number are in red color;

- The words: Number; full name; date of birth; sex; nationality; native place; permanent residence; valid until; identification feature; left forefinger, right forefinger; date; title of the person with authority to issue the Citizen Identity Card are in blue color.

d) The security chip is attached on the back side of Citizen Identity Card;

dd) The two-dimension barcode stores the basic information of citizen issued with the Citizen Identity Card;

4. Material

The Citizen Identity Card is produced with plastic material and the outer sides are coated with a transparent thin plastic membrane.

5. The other language on the Citizen Identity Card shall be stipulated when Vietnam signs the international treaty or agreement to permit the citizen of signatory country to use the Citizen Identity Card in stead of Passport in each other's territory.

Article 4. Seal on the Citizen Identity Card

The seal on the Citizen Identity Card in red ink is the one with the miniature national emblem of the Police Department of residence registration and management and national database on population of the Police General Department, Ministry of Public Security.

Article 5.  Useful life of Citizen Identity Card

The useful life of Citizen Identity Card is specified by the age of change of Citizen Identity Card specified in Article 21 of the Law on citizen identification.

Article 6. Effect and transitional provision

1. This Circular takes effect from 01/01/2016 and supersedes the Circular No. 57/2013/TT-BCA dated 13/11/2013 of the Minister of Public Security providing for the sample of Identity Card

2. The sample of Citizen Identity Card specified in Article 3 of this Circular is applied from 01/01/2016. Any locality which has not yet the conditions for issue, change or re-issue of Citizen Identity Card under the sample specified in this Circular shall continue to comply with the Decision No. 998/2001/QD-BCA(C11) dated 10/10/2001 of the Minister of Public Security on issuing forms to be used in the administrative management of social order for issue, change or re-issue of Citizen Identity Card and no later than 01/01/20120, the Citizen Identity Card under the sample specified in this Circular must be used uniformly.

Article 7. Responsibility for implementation

1. The Police General Department must:

a) Guide, inspect and urge the implementation of this Circular;

b) In October annually, make estimate of demand for use of Citizen Identity Card nationwide for the following year and send it to the General Department of

Logistics – Engineering for production of sample of Citizen Identity Card.

c) Receive the sample of Citizen Identity Card handed over by the General Department of Logistics – Engineering for production of Citizen Identity Card; closely manage the sample of Citizen Identity Card under regulation on technical documents of Police sector;

d) Uniformly manage and inspect the Citizen Identity Card nationwide;

dd) If the sample of Citizen Identity Card is damaged during the production and storage, count the amount and make  annual destruction record.

2. The General Department of Logistics – Engineering must:

a) Produce the sample of Citizen Identity Card at the request from the Police General Department to ensure the techniques and quality in accordance with shape, size, content, specification, material and language specified in Article 3 of this Circular.

b) Closely manage the sample of Citizen Identity Card under regulation on technical documents of Police sector;

c) Promptly hand over the sample of Citizen Identity Card to the Police General Department.

d) If the sample of Citizen Identity Card is damaged during the production and storage, count the amount and make  annual destruction record.

3. Responsible of Police of provinces and centrally-run cities

In September annually, make estimate of demand for use of Citizen Identity Card of their localities for the following year and send it to the Police Department of residence registration and management and national database on population for summary and report to the Police General Department.

4. The Directors General, Heads of units directly under the Ministry of Public Security, Directors of police of fire prevention and fighting of provinces and centrally-run cities and other relevant bodies, organizations and individuals are liable to execute this Circular.

Any problem arising during the implementation should be promptly reported to the Ministry of Public Security (through the Police General Department) for timely guidelines./.
