CIRCULAR

PROMULGATION OF NATIONAL TECHNICAL REGULATIONS ON VETERINARY MEDICINE

Pursuant to the Government's Decree No. 01/2008/ND-CP dated January 03, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural development; the Government's Decree No. 75/2009/ND-CP dated September 10, 2009, amending Article 3 of the Government's Decree No. 01/2008/ND-CP dated January 03, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture;

Pursuant to the Law on Technical regulations and standards dated June 29, 2006;

Pursuant to the Ordinance on Veterinary Medicine dated April 29, 2004;

At the request of the Director of the Department of Science, Technology, and Environment and Director of Department of Animal Health, the Ministry of Agriculture and Rural Development hereby decides that:

Article 1. 05 National Technical Regulations on veterinary medicine are promulgated together with this Circular, including:

1. National Technical Regulation: Cattle and poultry farm - Hygiene inspection and evaluation procedure.

2. National Technical Regulation: Establishment of aquaculture for human consumption - Condition for veterinary hygiene.

Article 2. This Circular takes effect after 06 months from its effective date.

Article 3. Director of Department of Animal Health, heads of relevant organizations and individuals concerned are responsible for the implementation of this Circular.

Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Agriculture and Rural Development for consideration./.

CATTLE AND POULTRY FARM - HYGIENE INSPECTION AND FEVALUATION PROCEDURE

Preface:

QCVN 01 - 79: 2011/BNNPTNT is compiled by the Departments of Animal Health, Departments of Science and Departments of Environment and issued together with the Circular No.71/2011/TT-BNNPTNT dated October 25, 2011 by the Ministry of Agriculture and Rural Development.

1. GENERAL PROVISIONS

1.1. Scope

This Regulation stipulates procedures for inspection, assessment and certification of hygienic conditions applicable to cattle, pig and poultry (chickens and quails) farms registered for business operation under the administration of the Ministry of Agriculture and Rural Development.

1.2. Regulated entities

1.2.1. This Regulation applies to authorities participating in assessing hygienic conditions of cattle, pig and poultry (chicken and quails) farms.

1.2.2. This Regulation applies to both domestic and overseas cattle and poultry farms.

1.4. Interpretation

For the purpose of this Regulation, terms herein shall be construed as follows:

1.4.1. Hygienic conditions in cattle and poultry farms

The hygienic condition in cattle and poultry farms includes hygienic conditions of premises, equipment, water sources, animal feed, breeding stock management, practices for cattle or poultry farming, disinfection, insect and pest and epidemic control; farmworker health and hygiene; livestock manure management; surveillance of livestock growth to produce healthy and safe products and prevent people health damage and environmental pollution.

1.4.2. Inspection for assessment and classification

Inspection for assessment and classification refers to a form of inspection that is noticed to inspected farms’ owners in advance and covers all aspects of veterinary hygiene conditions of such farms. This form of inspection is applied to:

1.4.2.1. Farms undergoing first inspection;

1.4.2.2. Farms that are renovated or expanded after being recognized.

1.4.2.3. Farms that fail to satisfy veterinary hygiene requirements but rectify their shortcomings thereafter

1.4.3. First inspection

First inspection is applied to every farm going through the first registration for hygiene inspection.

1.4.4. Periodic inspection

Periodic inspection is not noticed to the inspected farms in advance and applied to those satisfying veterinary hygiene requirements for the purpose of hygiene supervision.

1.4.5. Surprise inspection

Surprise inspection is conducted if:

1.4.5.1.Any violation against veterinary hygiene regulations is committed

1.4.5.2. Any complaint about the contravention of veterinary hygiene requirements is filed.

1.4.5.3. It is requested by State competent regulatory authorities specialized in veterinary hygiene inspection.

2.2.1. General information

2.2.1.1. Interpretation of rating: prescribed in section A.1 of the Annex A hereof

2.2.1.2. Use of inspection forms: instructed in A.1 of Annex A hereof

2.2.2. Detailed assessment: question sheets and instructions on evaluation

2.2.2.1. Inspection and assessment of pig farms: prescribed in Section A.3.1 and table A1 of Annex A hereof.

2.2.2.2. Inspection and assessment of poultry farms: prescribed in Section A.3.2 and table A2 of Annex A hereof.

2.2.2.3. Inspection and basement of cattle farms: prescribed in Section A.3.3 and table A3 of Annex A hereof.

2.2.3. Inspection is carried out in forms of physical inspection (premises, equipment....), documentary inspection, and interview (if any). In case of sampling for veterinary hygiene tests, the sample shall be taken in accordance with relevant standards or documents.

2.3. Ratings

2.3.1. It shall be ranked A (good), B (acceptable) and C (fail). To be specific:

2.3.1.1. A (good): for farms satisfying all veterinary hygiene requirements, minor shortcomings may be acceptable.

2.3.1.2. B (acceptable): for farms satisfying veterinary hygiene requirements, minor and major shortcomings that will be rectified within 30 days from the date of inspection may be acceptable.

2.3.1.3. C (Fail): for farms failing to satisfy veterinary hygiene requirements. Major and serious shortcomings are not rectified by the deadline while the operation is still being carried out.

2.3.2. Forms for veterinary hygiene inspection records are presented in the Annex B and rectification report is prescribed in Annex C hereof.

2.3.3. Wastewater hygiene requirements are prescribed in table D1 of Annex D, requirements for air quality in cattle and poultry houses is prescribed in table D2 of Annex D hereof.

2.3.4. Guidance on farm evaluation is prescribed in section A.4, Annex A hereof.

2.4. Assessment result processing

2.4.1. For farms applying for hygiene certificates

Only farms ranked A are granted the hygiene certificate.

2.4.2. For farms subject to periodic or Surprise inspection

2.4.2.1. Only farms ranked A are granted the extension of the hygiene certificate.

2.4.2.2. Farms ranked B are permitted to continue to use their existing hygiene certificate or granted the extension of hygiene certificate but they come under criticism from inspecting authorities.

2.4.2.3. Farms ranked C shall have their hygiene certificate suspended by inspecting authorities

II. MANAGEMENT

3.1. Periodic inspection

3.1.1. The assessing authorities or inspecting management authorities shall supervise farm veterinary hygiene conditions.

3.1.2. The surveillance shall be carried out in accordance with item 2.1 hereof.

3.1.3. The inspection result shall be a well-founded conclusion to make decisions on criticism, suspension, cancellation or grant of hygiene certificates.

3.2. Penalties for shortcomings

3.2.1. Warning

Assessing authorities shall send a warning issue to the farm ranked B. Such farm shall submit a rectification report to the assessing authority after all shortcomings are rectified.

3.2.2. Suspension of hygiene certificates

A farm may have their hygiene certificate suspended by the assessing authority if:

3.2.2.1. It is ranked C (according to the inspection result of the management authority or assessing authority);

3.2.2.2. It fails to rectify shortcomings punctually.

3.2.2.3. The assessing authority issues a decision on suspension of the hygiene certificate set a deadline for rectification.

3.2.3. Withdrawal of hygiene certificates

A farm shall have their hygiene certificate withdrawn by the assessing authority if:

3.2.3.1. No remedial measure is taken by the deadline after the hygiene certificate is suspended.

3.2.3.2. It refuses to undergo inspections by the assessing authority;

3.2.3.3. It delays to undergo two consecutive inspections without acceptable explanation;

3.2.3.4. Within 01 year from the effective date of the decision on withdrawal of hygiene certificate, the farm shall not be granted any other hygiene certificate.

IV. IMPLEMENTATION ORGANIZATION

4.1. Assessing authorities prescribed in item 1.2 shall comply with this Regulation.

4.2. Departments of Animal Health shall take charge of and cooperate with relevant affiliates of the Ministry of Agriculture and Rural Development and Departments of Agriculture and Rural Development of provinces to supervise, inspect and provide guidance on the implementation of this Regulation in Vietnam and carry out periodic inspections, assessment of the implementation of this Regulation and grant of Certificate of conformity.

4.3. In case of adjustments or amendments to this Regulations, the new one issued by the Ministry of Agriculture and Rural Development shall prevail.

 

ANNEX A

(Compulsory)

Guidance on inspection and assessment of veterinary hygiene in pig farms

A.1. Definition of veterinary hygiene ratings

A.1.1. Acceptable/Ac: Completely satisfy requirements

A.1.2. Fail /F: classified into 04 degrees:

A.1.2.1. Serious: Fail to satisfy requirements and probably cause food poisoning/diseases spread/environmental pollution but it is less severe than consequences of critical shortcomings.

A.1.2.2. Major :Fail to satisfy requirements and might cause food poisoning/diseases spread/environmental pollution but it is less severe than consequences of serious shortcomings.

A.1.2.3. Minor: Fail to satisfy requirements and might contain potential risks that affect food safety/environment/health/hygiene control but it is less severe than consequences of minor shortcomings.

A.2. Use of inspection forms

A.2.1.Do not add or remove any single prescribed element/indicator/rating .

A.2.2. Tick “[ ]” for shortcomings degree.

A.2.3.Tick (û orü) defined ratings (each indicator is ticked once)

A.2.4.Detail shortcomings and deadline for rectification.

A.2.5.Detail shortcomings and deadline for rectification.

A.3. Guidance on inspection and assessment of veterinary hygiene conditions in cattle and poultry farms

A.3.1. Guidance on veterinary hygiene assessment of pig farms

A.3.1.1. Premises and equipment

A.3.1.1.1. Indicator 1: The farm location is conformable to local authorities' land use plans or approved by a competent authority (Failure of such is deemed a serious shortcoming).

A.3.1.1.1.1. Requirement: The location of the farm must be conformable to the land use plan or approved by a competent authority.

A.3.1.1.1.2. Methods of inspection: Examining planning documents

A.3.1.1.1.3. Assessment

A.3.1.1.1.3.1. If the indicator 1 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.1.3.2. If the indicator 1 is not satisfied, it is deemed a serious shortcoming (Se)

A.3.1.1.2. Indicator 2: The distance from the farm to residential areas, other construction works and water sources is conformable to current regulations of laws (Failure of such is deemed a major shortcoming)

A.3.1.1.2.1. Requirements

- The distance from the farm to residential areas, other construction works and water sources must be conformable to current regulations of laws (refer to item 1.1.1 and 1.1.2, Chapter II of VietGAHP)

- The farm must be situated at least 100 m away from above mentioned places, and 1km away from to pig slaughter houses, processing plants or pig markets (refer to item 2.1.2 QCVN 01 - 14: 2010/BNNPTNT)

A.3.1.1.2.2. Methods of inspection: Conducting physical inspection and interview (where necessary)

A.3.1.1.2.3. Assessment

A.3.1.1.1.3.1. If the indicator 2 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.1.2.3.2. if the indicator 2 is not satisfied, it is deemed a major shortcoming

A.3.1.1.3. Indicator 3: The farm is properly designed by scale and is arranged and separated to prevent disease transmission. (Failure of such is deemed major and serious shortcomings).

A.3.1.1.3.1. Requirements The farm must be properly designed and arranged according to the scale, shall have a main rearing house, newly-arrived pig house, quarantine zone for sick pigs (hereinafter referred to as “quarantine zone”), manure and carcass treatment facilities, pig sale area, administrative offices and warehouses or plants. Each zone shall be fenced.

A.3.1.1.3.2. Methods of inspection: Examining layout plans and carrying out physical inspections.

A.3.1.1.3.3. Assessment:

A.3.1.1.3.3.1. If the indicator 3 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.3.3.2. In case the indicator 3 is not satisfied

a) Failure to meet the following requirements is deemed a major shortcoming :

+ There are no warehouses or plants, or particular alleys for transport of pigs for sale, or newly-arrived pig houses.

+ Houses for piglets, gilts and breeding pigs are separated.

+ There are no fences separating administrative offices from warehouses or plants; or between rearing houses and carcasses and manure treatment facilities.

+ The main rearing house, newly-arrived pig house, quarantine zone for sick pigs and carcass and manure treatment facility are orderly located downwind.

+The area or capacity of such aforesaid facilities is designed according to the capacity of rearing houses.

b) Failure to meet the following requirements is deemed a serious shortcoming : There are no quarantine zones or carcass and manure treatment facilities in the farm.

A.3.1.1.4. Indictor 4: Pig housing directions, dimensions, design, walls, roofs, doors and distance between rows of pig houses are convenient for the farming. (Failure of such is deemed minor and serious shortcomings)

A.3.1.1.4.1. Requirements Housing directions, dimensions, design, walls, roofs, doors and distance between rows of pig houses shall conform to provisions in items 2.2.3 through 2.2.7, Part 2 of QCVN 01 - 14: 2010/BNNPTNT.

A.3.1.1.4.2. Methods of inspection: carrying out physical inspection.

A.3.1.1.4.3. Assessment:

A.3.1.1.1.3.1. If the indicator 4 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.3.3.2. In case the indicator 4 is not satisfied

a) It is deemed a minor shortcoming if: No more than 02 elements are unfulfilled (Housing directions, ventilation, design, walls, roofs, doors or distance between rows of pig houses)

b) It is deemed a major shortcoming if: More than 02 elements of aforesaid requirements are unfulfilled (Housing directions, ventilation, design, walls, roofs, doors or distance between rows of pig houses)

A.3.1.1.5. Indicator 5: Farming equipment and tools (troughs and farming tools) are adequately provided and made of easy-to-clean materials. (Failure of such is deemed minor and major shortcomings)

A.3.1.1.5.1. Requirements All farming equipment and tools (troughs and farming tools) must be adequately provided and made of easy-to-clean and harmless materials.

A.3.1.1.5.2. Methods of inspection: conducting physical inspections.

A.3.1.1.5.3. Assessment

A.3.1.1.5.3.1. If the indicator 5 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.5.3.2. In case the indicator 5 is not satisfied

a)It is deemed a minor shortcoming if only one farming tool or trough is unsatisfactory.

b) It is deemed a major shortcoming if more than 01 troughs are unsatisfactory.

A.3.1.1.6. Indicator 6: Warehouses for storage of pig feed, veterinary medicines, chemicals and disinfectants are properly designed (Failure of such is deemed minor and major shortcomings)

A.3.1.1.6.1. Requirements: Warehouses for storage of pig feed, veterinary medicines, chemicals and disinfectants must be properly designed to ensure that the warehouse is damp-proof, well-ventilated and easy-to-clean and disinfect .

A.3.1.1.6.2. Methods of inspection: conducting physical inspection.

A.3.1.1.6.3. Assessment:

A.3.1.1.6.3.1. If the indicator 6 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.6.3.2. In case the indicator 6 is not satisfied

a)It is deemed a minor shortcoming if the warehouse is not well-ventilated; or there are lack of shelves.

b) It is deemed a major shortcoming if pig feed and materials are stored in the same warehouse; or pig feed is not totally separated from other materials such as motor oil, rodenticides, disinfectants, etc.; or the warehouse is permeated with water or stormwater or attacked by harmful insects or animals; or the warehouse capacity is not big enough.

A.3.1.2. Water sources for farming purposes

A.3.1.2.1. Indicator 7.The water quality is biannually tested. (Failure of such is deemed a minor shortcoming)

A.3.1.2.1.1. Requirements: Water quality must be tested twice a year.

A.3.1.2.1.2. Methods of inspection: Examining testing results

A.3.1.2.1.3. Assessment:

A.3.1.2.1.3.1. If the indicator 7 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.2.1.3.2. If the indicator 7 is not satisfied, It is deemed a minor shortcoming.

A.3.1.2.2. Indicator 8.The water supply system is periodically disinfected; disinfectants and chemicals are available. (Failure of such is deemed minor and major shortcomings)

A.3.1.2.2.1. Requirements: The water supply system must be periodically disinfected. Disinfectants and chemicals for water supply system disinfection must be available.

A.3.1.2.2.2. Methods of inspection: Examining documents on water quality control and conducting physical inspection.

A.3.1.2.2.3. Assessment:

A.3.1.2.2.3.1. If the indicator 8 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.2.2.3.2. In case the indicator 4 is not satisfied

a)It is deemed a minor shortcoming if it used overdue disinfectants.

b) It is deemed a major shortcoming if the water treatment process is not available; or its water treatment process is unconformable to regulations of laws; or the water supply system is not periodically disinfected.

A.3.1.2.3. Indicator 9. Water supply meets the farm demand (Failure of such is deemed major shortcomings).

A.3.1.2.3.1. Requirements: There must be sufficient water provided to meet the farm demand.

A.3.1.2.3.2. Methods of inspection: carrying out physical inspections and interviews.

A.3.1.2.3.3. Assessment:

A.3.1.2.3.3.1. If the indicator 9 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.2.2.3.2. If the indicator 9 is not satisfied, it is deemed a major shortcoming

A.3.1.2.4. Indicator 1.The water sources meet water hygiene requirements in QCVN 01-39:2011/ BNNPTNT (Failure of such is deemed minor and major shortcomings).

A.3.1.2.4.1. Requirements: The water sources for livestock husbandry must meet water hygiene requirements in QCVN 01-39:2011/ BNNPTNT.

A.3.1.2.4.2. Methods of inspection: examining water testing results, sampling for water quality tests if the farm’s owner do not carry out the water quality testing or do not carry out such testing twice a year.

A.3.1.2.4.3. Assessment

A.3.1.2.4.3.1. If the indicator 1 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.2.4.3.2. In case the indicator 4 is not satisfied:

a) It is deemed a minor shortcoming if only one testing indicator fails to satisfy requirements in QCVN 01-39:2011/ BNNPTNT.

b) It is deemed a major shortcoming if more than one testing indicator fail to satisfy requirements in QCVN 01-39:2011/ BNNPTNT.

A.3.1.3. Management of pig feed and prohibited substances in farms

A.3.1.3.1. Indicator 11. Records of medications administered, dosage, duration of medication, date of medication ended exist (failure of such is deemed minor and major shortcomings).

A.3.1.3.1.1. Requirements: Medications administered, dosage, duration medication, date of medication ended must be recorded in writing.

A.3.1.3.1.2. Methods of inspection: Carrying out documentary inspections and interviews.

A.3.1.3.1.3. Assessment:

A.3.1.3.1.3.1. If the indicator 11 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.3.1.3.2. In case the indicator 11 is not satisfied:

a)It is deemed a minor shortcoming if medication instructions are provided but not fully updated on the medication record.

b) It is deemed a major shortcoming if medication instructions are not provided and medication records do not exist.

A.3.1.3.2. Indicator 12. Prohibited substances are not mixed with pig feed and water (failure of such is deemed a serious shortcoming)

A.3.1.3.2.1. Requirements: Prohibited substances must not be mixed with pig feed and water.

A.3.1.3.2.2. Methods of inspection: Carrying out physical inspections (sampling pig feed and water from silos, nozzles distributing water for pigs and testing such samples thereafter).

A.3.1.3.2.3. Assessment:

A.3.1.1.1.3.1. If the indicator 12 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.3.2.3.2. If the indicator 12 is not satisfied, it is deemed a critical shortcoming (Cr)

A.3.1.3.3. Indicator 13. Pig feed and materials are stored in accordance with regulations of laws (Failure of such is deemed minor and major shortcomings)

A.3.1.3.3.1. Requirements: Pig feed and materials must be stored in accordance with requirements in items 2.4.1. through 2.4.3, Part 2 of QCVN 01 - 14: 2010/BNNPTNT

A.3.1.3.3.2. Methods of inspection: Carrying out physical inspections

A.3.1.3.3.3. Assessment:

A.3.1.1.1.3.1. If the indicator 13 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.3.3.3.2. In case the indicator 13 is not satisfied

a)It is deemed a minor shortcoming if stored pig feed and materials are not kept tidy and clean and well-ventilated.

b) It is deemed a major shortcoming if pig feed and materials are on the floor ; or identification information on pig feed or material lot is not available.

A.3.1.4. Breeding stock management

A.3.1.4.1. Indicator 12. The origin of breeding stock is reliable (Failure of such is deemed a serious shortcoming)

A.3.1.4.1.1. Requirements: Breeding stock must be bought from breeding suppliers licensed by State competent authorities (refer to item 2.3.1 through 2.3.3, Part 2 of QCVN 01 - 14: 2010/BNNPTNT).

A.3.1.4.1.2. Methods of inspection: Carrying out documentary inspections and examining quarantine certificates.

A.3.1.4.1.3. Assessment:

A.3.1.4.1.3.1. If the indicator 14 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.4.1.3.2. If the indicator 14 is not satisfied, It is deemed a serious shortcoming (Se)

A.3.1.4.2. Indicator 15.New arrival introduction practices including isolation, vaccination and disinfection of pig houses for newly-arrived pigs are applied. (Failure of such is deemed a serious shortcoming)

A.3.1.4.2.1. Requirements: New arrival introduction practices including isolation, vaccination and disinfection of pig pens for newly-arrived pigs must be strictly applied and the isolation and introduction of newly-arrived pigs must be recorded.

A.3.1.5. Pig farming processes

A.3.1.5.1. Indicator 17. The farming processes are suitable for each pig breed and their growth stage. (Failure of such is deemed a minor shortcoming).

A.3.1.5.1.1. Requirements: The farm must apply proper farming processes by pig breed and their growth stage.

A.3.1.5.1.2. Methods of assessment: Inspecting farming processes

A.3.1.5.1.3. Assessment:

A.3.1.5.1.3.1. If the indicator 17 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.5.1.3.2. If the indicator 17 is not satisfied, It is deemed a major shortcoming.

A.3.1.5.2. Indictor 18. Air quality in pig houses meets air requirements under regulations of laws.(Failure of such is deemed minor and major shortcomings)

A.3.1.5.2.1. Requirements: The air quality in pig houses must meet requirements in Table D2 of the Annex D hereof.

A.3.1.5.2.2. Methods of inspection: Sampling for testing and comparing testing results with indicators in table D2, Annex D hereof.

A.3.1.5.2.3. Assessment

A.3.1.5.2.3.1. If the indicator 18 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.5.2.3.2. In case the indicator 18 is not satisfied:

a) It is deemed a minor shortcoming if only two testing indicators are unsatisfactory.

b) It is deemed to commit a major shortcoming if more than two testing indicators are unsatisfactory.

A.3.1.6. Farm disinfection

A.3.1.6.1. Indicator 19. Disinfectants are daily renewed or added to disinfectant footbaths at the main entrance and both ends of pig houses; the depth of disinfectant footbaths is at least 15cm and the disinfectant concentration is high enough to kill bacteria (Failure of such is deemed minor and major shortcomings)

A.3.1.6.1.1. Requirements: disinfectants must be renewed or added to disinfectant footbaths at the main entrance and both ends of pig houses every day; the depth of disinfectant footbaths is at least 15cm and the disinfectant concentration must be high enough to kill bacteria (refer to item 2.6.1, Part 2 of QCVN 01-14: 2010).

A.3.1.6.1.2. Methods of inspection: Examining disinfection processes, carrying out documentary and physical inspections.

A.3.1.6.1.3. Assessment

A.3.1.6.1.3.1. If the indicator 19 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.6.1.3.2. In case the indicator 19 is not satisfied:

a) It is deemed a minor shortcoming if the footbaths and disinfectant sprayer are not well-maintained.

b) It is deemed a major shortcoming if there are no disinfectants in the footbath and sprayer; or the sprayer is out of work.

A.3.1.6.2. Indicator 20. All means of transport are cleaned before entering or leaving the farm. (Failure of such is deemed minor and major shortcomings)

A.3.1.6.2.1. Requirements: All means of transport must be cleaned before and after entering the farm (refer to item 2.6.2, Part 2 of QCVN 01-14: 2010/BNNPTNT).

A.3.1.6.2.2. Methods of inspection: Carrying out documentary and physical inspections.

A.3.1.6.2.3. Assessment

A.3.1.6.2.3.1. If the indicator 20 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.6.2.3.2. In case the indicator 20 is not satisfied:

a) It is deemed a minor shortcoming if any means of transport is still dusty after being cleaned.

b) It is deemed a major shortcoming if any means of transport is not cleaned.

A.3.1.6.3. Indicator 21. All visitors to the farm must be disinfected and wear proper protective clothing and footwear (Failure of such is deemed minor and major shortcomings)

A.3.1.6.3.1. Requirements: Regulations on disinfection, clothes and footwear for visitors must be introduced.

A.3.1.6.3.2. Methods of inspection: Carrying out documentary and physical inspections.

A.3.1.6.3.3. Assessment:

A.3.1.6.3.3.1. If the indicator 21 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.6.3.3.2. In case the indicator 21 is not satisfied

a) It is deemed a minor shortcoming if the regulation on such issues is vague; or overdue chemicals are used.

b) It is deemed a major shortcoming if no regulation on disinfection is released or the regulation on disinfection does not include all required subjects and objects needing disinfecting or does not specify methods of disinfection, chemicals, concentrations of disinfectants and frequency of disinfection; Or the farm does not follow methods, prescribed chemical concentration and date of disinfection or the disinfection is not carried out .

A.3.1.6.4. Indicator 22. Pig houses are disinfected before and after each re-stocking or replacement.(Failure of such is deemed minor and major shortcomings)

A.3.1.6.4.1. Requirements: Regulations on disinfection of pig houses before and after re-stocking and replacement.

A.3.1.6.4.2. Methods of inspection: Carrying out documentary and physical inspections.

A.3.1.6.4.3. Assessment:

A.3.1.6.4.3.1. If the indicator 22 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.6.4.3.2. In case the indicator 22 is not satisfied:

a)It is deemed a minor shortcoming if the regulation on such issues is vague; or overdue chemicals are used.

b) It is deemed a major shortcoming if no regulation on disinfection is released; or the regulation on disinfection does not include all required subjects and object needing disinfecting or does not specify methods of disinfection, chemicals, concentrations of disinfectants and frequency of disinfection; Or Prescribed methods, chemical concentration and date of disinfection are not followed or the disinfection is not carried out.

A.3.1.6.5. Indicator 23. Regulations on disinfection of pig houses and their periphery are released; and pig houses and the periphery of pig houses are disinfected twice per week. (Failure of such is deemed minor and major shortcomings)

A.3.1.6.5.1. Requirements: Regulations on disinfection of pig houses and their periphery must be issued; and pig houses and the periphery of pig houses must be disinfected twice per week (refer to item 2.6.3, Part 2 of QCVN 01-14: 2010/BNNPTNT.

A.3.1.6.5.2. Methods of inspection: Carrying out documentary and physical inspections.

A.3.1.6.5.3. Assessment:

A.3.1.1.1.3.1. If the indicator 23 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.1.3.3.2. In case the indicator 23 is not satisfied:

a)It is deemed a minor shortcoming if the regulation on such issues is vague; or overdue chemicals are used.

b) It is deemed a major shortcoming if no regulation on disinfection is released; or the regulation on disinfection does not include all required subjects and object needing disinfecting or does not specify methods of disinfection, chemicals, concentrations of disinfectants and frequency of disinfection; Or prescribed methods, chemical concentration and date of disinfection are not followed or the disinfection is not carried out .

A.3.1.6.6. Indicator 24. Every pig house is disinfected once a week and completely emptied for 07 days after every re-stocking or replacement. In case of outbreak of diseases, every pig house is disinfected every day and emptied for 21 days. (failure of such is deemed minor and major shortcomings)

A.3.1.6.6.2. Methods of inspection: Carrying out documentary inspections.

A.3.1.6.6.3.1. If the indicator 24 is satisfied, the farm is assessed as “Acceptable” (Ac)

A.3.1.6.6.3.2. In case the indicator 24 is not satisfied:

a)It is deemed a minor shortcoming if the regulation on pig house disinfection and emptiness are vague; or records or documents on such issues are incomplete.

b) It is deemed a major shortcoming if the pig house is not cleansed and disinfected; or the disinfection is not recorded.

A.3.1.6.7. Indicator 25. Vehicles for transport of pigs, pig feed and manure is segregated from each other and are disinfected after use. (Failure of such is deemed a major shortcoming)

A.3.1.6.7.1. Requirements: Vehicles for transport of pigs, pig feed and manure must be segregated from each other and shall be disinfected after use (refer to 2.6., Part 2 of QCVN 01-14:2010/BNNPTNT).

A.3.1.6.7.2. Methods of inspection: Carrying out physical inspections.

A.3.1.6.7.3. Assessment

A.3.1.6.7.3.1. If the indicator 25 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.6.7.3.2. If the indicator 25 is not satisfied, it is deemed a major shortcoming.

A.3.1.6.8. Indicator 26. Pig troughs are cleaned every day. (Failure of such is deemed a minor shortcoming)

A.3.1.6.8.1. Requirements: Regulations on pig troughs cleaning must be introduced and pig troughs must be cleaned every day (refer to 2.6.6, Part 2 of QCVN 01-14:2010/BNNPTNT).

A.3.1.6.8.2. Methods of inspection: Carrying out documentary and physical inspections.

A.3.1.6.8.3. Assessment:

A.3.1.6.8.3.1. If the indicator 26 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.6.8.3.2. If the indicator 26 is not satisfied, it is deemed a minor shortcoming.

A.3.1.7. Insect and pest control

A.3.1.7.1. Indicator 27. Insect and pest and rodent control programs are released and applied, bait trap positions are mapped and regularly checked. (Failure of such is deemed minor and major shortcomings)

A.3.1.7.1.1. Requirements: Insect and pest and rodent control programs and bait trap position map must be available and effectively applied (refer to in 2.6.7, Part 2 of QCVN 01-14:2010/BNNPTNT.

A.3.1.7.1.2. Methods of inspection: Examining bait trap position maps, insect and pest and rodent control programs and carrying out physical inspections and interviews where necessary.

A.3.1.7.1.3. Assessment:

A.3.1.7.1.3.1. It is assessed as "Acceptable” (Ac) if the farm :

a) Have regulations on chemicals, insect and rodent control measures available; and

b) Have insect and rodent control plans and trap position maps available; and

c) Execute the insect and rodent control plans; and

d) Have proper treatment measures for killed rodents (burn or burry); and

e) Have adequate chemicals and tools available for rodent control.

A.3.1.1.3.3.2. In case the indicator 27 is not satisfied:

a) It is deemed a minor shortcoming if insect and pests are ineffectively control ; or records or documents on insect and pest control are incompletely updated.

b) It is deemed a major shortcoming if there are no insect and pest control plans/ bait trap position maps/regulations on chemical or methods of insect and pest control; or the insect and pest control plan does not specify methods, chemicals, chemical concentrations and frequency of insect and pest killing; or the insect and pest control plan is not executed or executed in wrong method, different chemical concentration and date.

A.3.1.7.2. Indicator 28. Bushes and drains surrounding pig houses are periodically cleared and unblocked . (Failure of such is deemed minor and major shortcomings)

A.3.1.7.2.1. Requirements: Bush clearing and drains unblocking must be periodical carried out (refer to item 2.6.4, Part 2 of QCVN 01-14:2010/BNNPTNT) .

A.3.1.7.2.2. Methods of inspection: Carrying out physical and documentary inspections.

A.3.1.7.2.3. Assessment:

A.3.1.7.2.3.1. If the indicator 28 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.7.2.3.2. In case the indicator 28 is not satisfied:

a)It is deemed a minor shortcoming if bush clearing or drain unblocking is not effectively carried out or carried out at a wrong frequency.

b) It is deemed a major shortcoming if bushes or drains are not cleared or unblocked.

A.3.1.8. Epidemic control

A.3.1.8.1. Indicator 29. The schedule of vaccination is introduced and pig herds are vaccinated against common diseases (Failure of such is deemed minor and major shortcomings)

A.3.1.8.1.1. Requirements: The schedule and procedure for vaccination against common diseases such as scrapie, foot and mouth disease, classic swine fever, PRRS, hemorrhagic septicemia and other diseases must be introduced (refer to item 2.6.8, part 2 of QCVN 01-14:2010/BNNPTNT; Decision No.63/2005/QĐ-BNN 64/2005/QĐ-BNN 38/2006/QĐ-BNN and 80/2008/QĐ-BNN).

A.3.1.8.1.2. Methods of inspection: Carrying out documentary inspections of vaccination plans/schedule and records.

A.3.1.8.1.3. Assessment:

A.3.1.8.1.3.1. If the indicator 29 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.8.1.3.2. In case the indicator 29 is not satisfied:

a)It is deemed a minor shortcoming if the vaccination plan is not included all required aspects or the vaccination does not conform to the plan .

b) It is deemed a major shortcoming if the vaccination plan does not exist or the vaccination plan is not executed.

A.3.1.8.2. Indicator 30. “ All-in – all-out” management system is applied. All sick pigs are isolated from healthy pigs to prevent disease spread. (Failure of such is deemed a serious shortcoming)

A.3.1.8.2.1. Requirements: “ all-in – all-out” management system must be applied to control disease. All sick pigs must be immediately isolated from healthy pigs to prevent disease spread (refer to item 2.6.9, Part 2 of QCVN 01-14:2010, Decisions No.63/2005/QĐ-BNN 64/2005/QĐ-BNN 38/2006/QĐ-BNN and 80/2008/QĐ-BNN)

A.3.1.8.2.2. Methods of inspection: Carrying out documentary and physical inspections, and interviews where necessary.

A.3.1.8.2.3. Assessment:

A.3.1.1.1.3.1. If the indicator 30 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.1.3.2. If the indicator 30 is not satisfied, it is deemed a serious shortcoming (Se)

A.3.1.8.3. Indicator 31. The treatment is administered in accordance with regulations on medication, duration of medication and dosage. Name of diseases and medications, dosage, duration of medication, pig weight, treatment veterinarians and date of medication ended are fully recorded. (Failure of such is deemed a major shortcoming)

A.3.1.8.3.1. Requirements: There must be veterinarians giving diagnosis and preparing examination and treatment regimen. The treatment must conform to the regimen and prescription and fully recorded.

A.3.1.8.3.2. Methods of inspection: Carrying out documentary and physical inspections, and interviews where necessary.

A.3.1.8.3.3. Assessment:

A.3.1.1.1.3.1. If the indicator 31 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.2.3.2. It is deemed a major shortcoming if there are no regimens; or the regimen or regulation on medication is not applied; or the examination and treatment is not fully recorded .

A.3.1.8.4. Indicator 32. Any dead pig found is promptly reported to technicians/veterinarians. Carcasses of pigs died of diseases or unknown causes are properly handle or disposed of in an environmentally-sound manner. (Failure of such is deemed a serious shortcoming)

A.3.1.8.4.1. Requirements: Any dead pig found must be promptly reported to technicians/ veterinarians and must be properly handled or disposed of ( refer to the official Dispatch No.561/TY-KH dated April 16, 2008).

A.3.1.8.4.2. Methods of inspection: Carrying out documentary inspections, and interviews where necessary.

A.3.1.8.4.3. Assessment:

A.3.1.8.4.3.1. If the indicator 32 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.8.4.3.2. If the indicator 32 is not satisfied, it is deemed a serious shortcoming (Se)

A.3.1.9. Farmworker health and hygiene

A.3.1.9.1. Indicator 33.Workers’ personal health records are retained and all farmworkers undergo a health checkup once a year (Failure of such is deemed a minor shortcoming)

A.3.1.9.1.1. Requirements: Personal health records must be retained and all farm farmworker must undergo a health checkup once a year

A.3.1.9.1.2. Methods of inspection: Examining farmworker’s personal health records.

A.3.1.9.1.3. Assessment:

A.3.1.1.1.3.1. It is assessed as "Acceptable” (Ac) if :

a) All farmworkers undergo health check up once a year.

b) Lists of farmworkers satisfying health requirements are made.

A.3.1.1.2.3.2. If the indicator 33 is not satisfied, it is deemed a minor shortcoming.

A.3.1.9.2.Indicator 34. All farmworkers is provided with protective clothes, masks, gloves, hats and rubber boots. (Failure of such is deemed minor and major shortcomings)

A.3.1.9.2.1. Requirements: All farmworkers is provided with protective clothes, masks, gloves, hats and rubber boots (hereinafter referred to as “protective clothing”). Such protective clothing must be cleansed and washed every day.

A.3.1.9.2.2. Methods of inspection: Carrying out physical inspections.

A.3.1.9.2.3. Assessment:

A.3.1.1.1.3.1. If the indicator 34 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.1.3.3.2. In case the indicator 34 is not satisfied:

a) It is deemed a minor shortcoming if there are not enough protective clothing for farmworkers.

b) It is deemed a major shortcoming if farmworkers are not provided with protective clothing or their protective clothing are not cleansed and washed every day .

A.3.1.9.3. Indicator 35. A regulation on farmworker health and hygiene is introduced. (Failure of such is deemed a minor shortcoming)

A.3.1.9.3.1. Requirements: Regulations on farmworker health and hygiene (taking shower, changing protective clothes or boots) before and after entry the farm must be introduced. Every farmworker must comply with such regulation.

A.3.1.9.3.2. Methods of inspection: Examining the regulation and instructions and carrying out physical inspections.

A.3.1.9.3.3. Assessment:

A.3.1.9.3.3.1. If the indicator 35 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.9.3.3.2. if the indicator 35 is not satisfied, It is deemed a minor shortcoming.

A.3.1.10. Manure management

A.3.1.10.1. Indicator 36. Solid Manure is daily collected and transported to treatment facilities to prevent environmental pollution. (Failure of such is deemed major and serious shortcomings)

A.3.1.10.1.1. Requirements: Pig solid manure must be daily collected and transported to treatment facilities (refer to item 2.7.2, part 2 QCVN 01-14:2010).

A.3.1.10.1.2. Methods of inspection: Examining records of assessment of solid manure treatment system carried out by State competent authorities and conducting a physical inspections and interviews where necessary.

A.3.1.10.1.3. Assessment:

A.3.1.10.1.3.1. If the indicator 36 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.10.1.3.2. In case the indicator 36 is not satisfied:

a) It is deemed a major shortcoming if the manure treatment system is not covered with a cap or roof or leaks out; or manure is ineffectively treated causing fouling odor and attracting flies.

b) It is deemed a serious shortcoming if solid manure is directly disposed of into outside environment without treatment; or the manure treatment system is unsatisfactory according to the assessment by the State competent authority.

A.3.1.10.2. Indicator 37.There are filtration systems or sedimentation systems to manure from urine.(Failure of such is deemed a minor shortcoming)

A.3.1.10.2.1. Requirements: There are filtration systems or sedimentation systems to separate solid manure from liquid manure (refer to 2.7.3, part 2 of QCVN 01-14:2010 and Decision No.23/2006/QĐ-BTNMT)

A.3.1.10.2.2. Methods of inspection: Carrying out physical inspections.

A.3.1.10.2.3. Assessment:

A.3.1.10.2.3.1. If the indicator 37 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.10.2.3.2. If the indicator 37 is not satisfied, it is deemed to commit a minor shortcoming.

A.3.1.10.3. Indicator 38.Liquid manure is not discharged to flow through other zones, and the waste drain system is separated from stormwater drain system.(Failure of such is deemed a minor shortcoming)

A.3.1.10.3.1. Requirements: Liquid manure must not discharge to flow through other zones, and the waste drain system must be separated from stormwater drain system (refer to item 2.7.3, part 2 of QCVN 01-14:2010 and Decision No.23/2006/QĐ-BTNMT)

A.3.1.10.3.2. Methods of inspection: Examining design documents and conducting physical inspections.

A.3.1.10.3.3. Assessment:

A.3.1.10.3.3.1. If the indicator 38 is satisfied, it is assessed as “Acceptable” (Ac)

A.3.1.10.3.3.2. In case the indicator 38 is not satisfied:

a) It is deemed a minor shortcoming if liquid manure drains are not separated from stormwater drains.

b) It is deemed a major shortcoming if liquid manure flows through other farming zones; or waste drain system is not separated from stormwater drain system.

A.3.1.10.4. Indicator 39. Treated wastewater meet standards stipulated in Table D1 of Annex Article hereof (Failure of such is deemed minor, major and serious shortcomings)

A.3.1.10.4.1. Requirements: Treated wastewater must meet current standards

A.3.1.10.4.2. Methods of inspection: Inspecting testing results and compare them to testing indicators in Table D1 of Annex D hereof.

A.3.1.10.4.3. Assessment:

A.3.1.10.4.3.1. If the indicator 39 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.10.4.3.2. In case the indicator 39 is not satisfied

a) It is deemed a minor shortcoming if only 02 testing indicators fail to meet the current standard.

b) It is deemed a major shortcoming if 02 to 04 testing indicators fails to meet the current standard.

c) It is deemed a serious shortcoming if more than 05 testing indicators fails to meet the current standard.

A.3.1.10.5. Indicator 40.There are carcass treatment facilities such as crematoria or burial ground for carcass handling and disposal available in accordance with current regulations on veterinary hygiene and epidemiology.(Failure of such is deemed a serious shortcoming)

A.3.1.10.5.1. Requirements: Carcasses must be treated to ensure the hygiene and epidemiology under the official dispatch No.561/TY-KH dated April 16, 2008 and to prevent environmental protection.

A.3.1.10.5.2. Methods of inspection: Carrying out physical inspections.

A.3.1.10.5.3. Assessment:

A.3.1.10.5.3.1. If the indicator 40 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.1.10.5.3.2. it is deemed a serious shortcoming (Se) if there are no carcass treatment facilities such as crematoria or burial ground; or carcasses are not handled in accordance with regulations and guidance on carcasses treatment; it is not immediately treated as pigs are dead.

A.3.1.11. Human resource management

A.3.1.11.1. Indicator 41: All farmworkers are provided with harmful chemical manuals and training courses in occupational safety, farming skills and note-taking skills. (Failure of such is deemed major and serious shortcomings)

A.3.1.11.1.1. Requirements: All farmworkers must be provided with harmful chemical manuals and training courses in occupational safety, farming skills and note-taking skills (refer to items 8.2, 14.1.1; 14.2.5; 14.4, chapter II of VietGAHP).

A.3.1.11.1.2. Methods of inspection: Examining training documents and carrying out interviews where necessary.

A.3.1.11.1.3. Assessment:

A.3.2.11.1.3.1. If the indicator 41 is satisfied, it is assessed as "Acceptable” (Ac)

A.3.2.11.1.3.2. In case the indicator 41 is not satisfied:

a) It is deemed a major shortcoming if farmworkers are not trained in heavy load carrying; or they are only trained in several farming skills, chemical storage and usage; or they are not updated on new regulations or guidance.

b) It is deemed a serious shortcoming if farmworkers are not trained in chemical storage and use; or farming skills.

A.3.1.11.2. Indicator 42. All farmworkers are provided with instructions on first aid administration. (Failure of such is deemed minor and major shortcomings)A.3.1.11.2.1. Requirements: All farmworkers are provided with written instructions on basic first aid administration ( refer to items 14.1.2 and 14.1.3, chapter II of VietGAHP).

A.3.1.11.2.2. Methods of inspection: Examining training documents and carrying out interviews where necessary.

A.3.1.11.2.3. Assessment:
