DECISION

APPROVAL FOR “MASTER PLAN FOR DEVELOPMENT OF CHAN MAY – LANG CO ECONOMIC ZONE IN THUA THIEN HUE PROVINCE TO 2020"

PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Decision No.39-NQ/TW on socio-economic development and national defense and security of the North Central Coast and Central Coast of Vietnam to the year 2010 dated August 16, 2004 by the Politburo;

Pursuant to the Decision No.148/2004/QD-TTg on master plan for socio-economic the development of key economic regions of the Central Coast of Vietnam to the year 2010 and visions to the year 2020;

At the request of the Minister of Planning and Investment and the President of the People’s Committee of Thua Thien Hue province;

DECISION

Article 1. Approval for “the master plan for the development of Chan May-Lang Co economic zone in Hue Province to the year 2020" includes the following items:

1. Standpoints and directions for development of Chan May-Lang Co economic zone:

The Chan May-Lang Co economic zone (hereinafter referred to as “Chan May-Lang Co EZ”) with the area of 27,108 hectares covers Lang Co town, Loc Thuy, Loc Tien and Loc Vinh affiliated to Phu Loc district, Thua Thien Hue; Chan May-Lang Co EZ is adjacent to the South China Sea to the North and Southeast,  Danang City to the South, Loc Binh and Loc Tri wards of Phu Loc district to the West. The orientations to the development of Chan May-Lang Co EZ shall follow below directions:

a) Turn Chan May-Lang Co EZ into one of the biggest and most modern international trade centers in the Central Coast of Vietnam and into a world-class resort; Give priority to the development of commerce, tourism, urbanization and other sectors regarding to Chan May deepwater port; ensure the sustainable development of Chan May-Lang Co EZ , focus on the economy and protect the ecological environment. 

b) Develop Chan May-Lang Co EZ in accordance with policies on open market and international economic  integration, promote economic cooperation and attract domestic and overseas resources for the purposes of enhancement of the adaptability and competitiveness of Chan May-Lang Co EZ .

c) Cooperate with Hue and Danang cities, provinces within the key economic region  of the Central Coast of Vietnam and Greater Mekong Subregion (GMS) countries  to expand the West-East economic corridor, especially with neighboring countries namely Laos, Cambodia and Thailand, in order to develop Chan May –Lang Co EZ into an economic pole of the Central of Vietnam and play a role as a focal point and bridge between Hue-Danang.

d) Take use of existing advantages to create Chan May-Lang Co EZ as a special economic zone with multiple subzones such as resorts with tourism specialties, large-scale industrial parks with hi-tech products, non-tariff areas.

In the first stage: focusing on establishing Chan May deepwater port  as an integrated deepwater port with industrial parks, export-processing zones and non-tariff zones; and concurrently taking full advantage of Chan May deepwater port to promote trade, tourism, import and export.

In next stages: Improving quality of port services and tourism and developing Chan May-Lang Co EZ into regional trade centers.

dd) Modernize and synchronize the facilities and infrastructures of Chan May-Lang Co EZ ; apply the architecture style that presents Hue traditions to the urban chain of Hue – Chan May – Lang Co – Danang – Chu Lai – Dung Quat – Nhon Hoi – Van Phong and apply incentives to promote the development of all types of businesses and investment in infrastructure. 

e) Uphold, promote and increase the effectiveness of sectors of trade, import, export, services and tourism.

g) Ensure the effectiveness of Chan May-Lang Co EZ in respect of economics, politics, national defense and security, environmental friendliness and accelerate regional and international foreign affairs.

h) Provide sustainable and incentive policies to Chan May-Lang Co EZ, encourage  both domestic and foreign investment within the legislation of Vietnam. Basically, policies applying to Chan May-Lang Co EZ must be consistent with that applying to Chu Lai open economic zone, Nhon Hoi economic zone, export-processing zones and checkpoint economic zones .

i) Apply centralized management methods, simplify administrative procedures and create a favourable investment climate for businesses, production and services at the economic zone.

2. Features of Chan May-Lang Co EZ :

a) The Chan May-Lang Co EZ is an integrated economic zone located in Thua Thien Hue province – one of centers of trade, tourism and urban development and other economic sectors linking with the key economic region of the Central Coast of Vietnam, and has a significant impact on both nation and the world.

b) Chan May-Lang Co EZ is located within a defined geographical boundaries and within the territory  and sovereignty of Vietnam and is supported with a favorable and fair investment climate including functional subzones, social infrastructures,  service facilities and public utilities, sustainable incentives and open management policies that facilitate the investment of both domestic and foreign investors in business and production of products and services under the applicable legislation.

c) Chan May-Lang Co EZ is governed by a separate policy and is eligible for incentives under applicable laws and policies and extra privileges .

3. Primary objectives:

a) To take full use of natural conditions, geographic, economic and political advantages in international and domestic trade; to enhance the socio-economic development of Thua Thien Hue, the North Central Coast and Central Coast of Vietnam and to fill the gap of economic status between this area and other areas in Vietnam.

b) To develop Chan May new Urban center and The Lang Co resort; to give priority to the development of Son Cha – Hai van – Bach Ma in respect of ecotourism and  adventure tourism by taking the advantages of lagoons, beaches and mountains in Chan May-Lang Co EZ  as one of primary tourism –services area of the key economic regions and the nation.

c) To step up the production and foundation of services and key industries that may produce high-quality and competitive products; to foster import-export; to expand and integrate into regional and international markets;to construct and trade in container transshipment warehouses for the purposes of increase in the effectiveness of Chan May deepwater port that is expected to be together with the national highway 49, checkpoints S10 ( A Dot – Ta Vang), S3 (Hong Van – Cutai); Lao Bao, Bo Y and street 14B, may create a key gateway to the South China Sea of Southern Laos, Northeastern Cambodia, Northeastern Thailand and GMS.

d) To create 73,000 -74,000 employments (accounting for 62% of the total number of residents) and provide training courses to improve personnel qualifications.

dd) To establish Chan May-Lang Co EZ  which is eligible for open policies, complete regional and interregional trunk roads, do detailed planning on functional zones, initially launch deepwater ports, non-tariff areas, resorts, industrial parks and export-processing zones into operation ;to accelerate the investment in Chan May-Lang Co EZ, Chu Lai, Dung Quat and Nhon Hoi EZ in order to create an economic zone chain along the Central coast as a nuclear of the key economic region of the Central Coast and  a bridge of Northeastern Thailand , South Central Laos and Northeastern Cambodia by the year 2020.

e)  From 2011 – 2020: to construct and invest in the infrastructures; and to launch  industrial parks, resorts, recreation centers and non-tariff areas into operation in accordance with the detailed planning.

4. Resolutions and responsibilities  for the development of key sectors in the Chan May-Lang Co EZ

a) Orientation to the development of key sectors:

- Tourism:

+ To exploit natural-based tourism potentials and humanism tourism resources, historical and cultural remains and develop tourism into a fundamental sector of the Chan May-Lang Co EZ.

+ To diversify types of tourism on the basis of full exploitation of tourism potentials and advantages; to logically and effectively promote the development of tourism in connection to the protection of environment, ecology and landscape and in consistent with the tourism climate of Thua Thien Hue-Danang according to the tourism development strategies during the period of 2001-2010 (Decision No. 97/2002/QD-TTg dated July 22, 2002 by the Government).

- Types of tourism:

+ Health tourism: resorts, healthcare service centers, etc.

+ Marine ecotourism: water sports, sea life adventures, etc.

+ Adventure travels:  hiking, gliding, diving, etc.

+ Recreation activities: golfing, enjoying ecotourism and traditional arts. Etc.

+ Business tourism

To keep renovating and constructing transport systems,  water supply and electricity  networks in consistent with the infrastructure planning; to construct a chain of hotels, motels, restaurants and recreation centers providing diversified services with the aim of attracting tourists, especially international tourists.

To create a favorable investment climate for tourism and focus on joint tourism projects and foreign-invested projects; to encourage the investment in tourism including renovation and construction of  high-quality tourism works.

 To continuously improve service quality,  communication manners and awareness to impress tourists; to provide training courses in tourism management and operations  to tourism officers and workers; to encourage local community to participate in tourism in order to create employments; to improve people’s awareness of tourism resources protection.- - To promote trade and services and create non-tariff areas.

+ Overall orientations:

With regard to the development of services:

Take advantage of the geographic location, landscape and transport to provide transport services, port services, bonded warehouses, postal telecommunications, finance, banking, insurance, technology consultancy and marketing, etc., and focus on services in organization of international and national convention and seminars.

With regard to the development of commerce:

Promote the commercial development of Chan May-Lang Co EZ along with the development  of exported goods processing and ancillary services of goods trading and packaging, etc.

+ Orientations to development of non-tariff areas:

The non-tariff area is a integrated part of Chan May deepwater port that serves the purposes of trading and production of exported goods and on-site products( including production, processing, recycling, import, export, transit, temporary import for re-export, distribution channels and retail supermarkets), services( categorizing, packaging, banking and transport services, insurance, entertainment services and restaurants), trade promotion (product launch, trade fairs, establishment of branches and representative offices of foreign and domestic companies including financial institutions and banks) and other trading activities.

Facilities of non-tariff areas:

+ Shopping malls, transaction offices, representative offices and branches;

+ Areas for manufacturing, processing, recycling, resembling and maintenance, etc.

+ Convention and exhibition centers, supermarkets and services centers;

+ Transshipment warehouse, bonded warehouse and others;

- Industrial development:

The Chan May-Lang Co EZ shall focus on developing the following sectors:

+ Manufacturing, processing and assembly of automobiles and motorcycle

+ Manufacturing and processing of hi-tech products in respect of biotechnology and building materials.

+ Manufacturing, processing, assembly of office stationery .

+ Manufacturing, processing and designing products and packages.

+ Manufacturing and processing of high-quality products: gold, silver, and gemstones and cosmetics, etc.

+ Manufacturing, processing and assembly of high-quality electrical equipment, products in electro-refrigeration, electrical appliances, electric generators.

+ Manufacturing, processing of accurate machines and assembly of digital equipment.

+ Manufacturing, processing and maintenance of ships, manufacturing of containers.

+ Manufacturing of information technology –electronic products.

+ Processing of dry rubber latex and products made from rubber and manufacturing of strong wine.

+Manufacturing and processing of stone slabs; autoclaved aerated concrete; hi-class building materials, precast concrete, tuynel bricks.

+ Manufacturing of  exported footwear and leathers .

+Manufacturing of electric cables, and high-voltage mercury-vapor lamps.

+ Small-seized petrochemistry and refineries.

+ Manufacturing of high-class plastic-based products.

+ Manufacturing and processing of detergents and cosmetics.

+ Manufacturing and processing of glass of all kind.

+ Production and processing of exported  fruits and canned foods.

+ Manufacturing of packages goods labels, papers and paper-based products.

+Processing of  agro-forestry- aquatic products |(products made of timber).

+ Manufacturing of yarns and textile products.

+ Manufacturing home appliances, sport equipment and office stationery .

The establishment and development of Chan May industrial park:

Establish  and grow Chan May industrial park along with the establishment of ports and Chan May new urban center, deepwater ports and marine services such as shipbuilding and ship repairs, repair and maintenance of means of transport of waterways and roads; mini refineries, hi-tech and green industries, namely software industry, materials  and accurate machinery development, manufacture and processing and assembly of electrical equipment , electronics, automobiles and motorcycles; textile, footwear and plastic industry; agro-forestry-aquatic product processing, tec.

- Orientation to agro-fishery industry development:

Promote the development of agricultural industry by applying  eco- friendly and hi-technologies . Cultivate and grow economically valuable crops and domestic animals, and integrate agro products production into tourism.

Enhance the application of technical science and biotechnology, and improve plant and domestic animal variety to increase productivity and quality.

Create intensive areas  for the culture of fishery specialties, freshwater and brackishwater fisheries; create  intensive areas for culture of clams applying ecological farming of Lap An lagoon; expand the scale of culture of aquatic specialties such as lobsters, abalones and pearls in Chan May West, Son Cha, Bai Chuoi, Chan May Bay, Tu Hien, Cau Hai and Lap An lagoons.- Orientation to the development of social sectors:

Population and employments:

Chan May new urban center is founded on the basis of the establishment and development of Chan May deepwater port and port logistics services, industrial parks, hi-tech parks, free-trade areas, focal areas of technical infrastructure, resorts, training institutions and facilities, businesses, urban services, capital construction works and external roads and part of agro-forestry-aquatic farms. The population is projected to increase to approximately 120,000 – 150,000 person with the rate of urbanization of 50-85%, the total people under the working age is estimated to approximately 73,400,000, accounting for 61.2% of the total number of residents.

Orientations to the development of education and training:

Execute development strategies defined in the planning on socio-economic development of Phu Loc district with Chan May-Lang Co EZ as follows:

+ Focus on improving public literacy; enlarge the scale of education in all levels, especially training institutions.

+ Socialize education; intensify training and education, step up to improve public literacy and qualifications to meet the requirements for socio-economic development. Accomplish objectives and indicators in training and education with the best results in comparison with that of the area and the nation.

Orientation to development of medical and community healthcare.

Execute development strategies defined in the planning on socio-economic development of Phu Loc  district located within Chan May-Lang Co EZ as follows:

+ Combine between modern and traditional medicine to meet the increasing needs of healthcare of residents, domestic and international tourists.

+Consolidate and expand the local health integration networks. Build Chan May hospital that satisfies international standards with 300-600 sickbeds and specialty hospitals.

+Establish rescue agencies.

- Pay attention to culture-information and sports.

Establish sporting and cultural institutions, step up sport –culture- art activities to lift people spirits and health. Create sports and cultural activities in compliance with the socialization.

+Foster the community solidarity and civilization.

+ Keep protecting and restoring historical remains, cultures and scenic beauties. Propagate information and  improve public awareness of history, culture and healthy customs.

+Prevent depraved cultures and debauchery such as drug addiction, prostitution and gambling.

+Intensify the state management of information and culture, especially cultural services. Focus on training qualified officers.

+Invest in high quality postal and telecommunications networks, domestic and international radio and television broadcasting networks to meet the needs of communication, entertainment of residents and socio-economic organizations within Chan May-Lang Co EZ.

+ Invest in advanced broadcasting network development that satisfies the demand of a dynamic urban center.

- Advance science - technology and environment.

Intensively apply technological advances to the reality. Initially apply information technology and software advances into the construction of socio-economic infrastructure with the industrialization and modernization; and computerize the state management, production and business.

Pay intensive intention to environmental issues, step up the propagation of environmental protection and synchronously  apply eco-environmental protection measures. Focus on preventing water pollution and environmental pollution at tourist attractions. Plan and construct solid waste treatment plants serving Chan May-Lang Co EZ step by step .

b) Orientation to the development and investment in infrastructures:

- Transport:

+ Upgrade and extend a section of the National highway 1A that crosses over the Phuoc Tuong – Phu Gia pass, and renovate the remaining section of the national highway 1A.

+ Construct railways joining Chan May deepwater port, and upgrade Lang Co station to the tourist station.

+ Construct a highway crossing over Chan May-Lang Co EZ under the planning promulgated in the Decision No.148/2004/QD-TTg  on the socio-economic development of the key economic region in the Central of Vietnam.

+ Construct road routes as designed in the Chan May-Lang Co EZ route planning. The routes in Chan May-Lang Co EZ are planned as chessboard-shaped networks including main roads, regional and internal roads:

. The trunk road the access to residential areas and functional areas.

. Regional roads (roads connecting the trunk roads with functional areas). 

. The distance from the centerline of the internal road to its pavements is 16 m and 13 m.

+ Infrastructures inside The Lang Co resort

. Study to make detailed planning and invest in monorails with dual roads that have 2 -3 central stations and one pickup station for every 300m. .

. Cable-car routes: one-way road with the length of approximately 10 km.

+ Establish 02 inter-provincial bus stations with the area of each station of 03-05 hectares in Chan May new urban center. Chan May deepwater port shall be developed into one of key commercial and cruise ports in the Central of Vietnam  and into the port serving the industry, and goods import- export of the key economic region of the Central of Vietnam, Northeastern Thailand , South Central Laos and Northeastern Cambodia, etc. 

By the year 2010, the port is projected to serve the transport of 2.2 -2.4 MT of goods, the length of dock is approximately 720m (2-3 wharfs) and is designed to withstand a heavy of 50,000 DWT . By the year 2020, the port is projected to serve above 6 MT of goods, the length of dock  is approximately 1350m (6-7 wharfs).  The cruise ports, docks and wharfs will be separately constructed  to serve approximately 150,000-170,000 tourists by 2020.

On the basis of Chan May deepwater port, the industrial parks, trade centers, resorts, port logistics area and Chan May new Urban center shall be established along with Hue city and the tourism center Bach Ma-Canh Duong-Lap An lagoon  .

- Water supply:

Water supplied to Chan May-Lang Co EZ is mainly abstracted from surface water,  the Bulu river, Chu Moi, Thua Luu rivers and Thuy Tien –Thuy Cam reservoirs. Water is distributed to Chan May-Lang Co EZ through Boghe damp that has a capacity of 6000 m3/day and Thuy Tien with the capacity of 100,000 m3/day.

The water supply system of Chan May Lang Co EZ, water supply plant with the capacity of 83,000m3 /day  located in Hon Voi mountain shall be constructed. The water distribution networks and pressure pipeline shall be 5km long..

- Electricity supply:

Complete the electricity grid in Chan May-Lang Co EZ  (the electricity is delivered from the national electricity grid through 500/220 KV Cau Do substations with the capacity of 2 x 450 MVA).

+ Complete the electrical grid and the  four  following 110 KV transmission lines :

. The first  dual-circuit 110KV transmission line distributing power to three 110/22KV substations that are substations  in the hi-tech area, industrial park and non-tariff area and the substation 02 in the industrial park.

. The second dual-circuit 110KV transmission line distributing power to two 110/22KV substations that are the substation 01 in the industrial park and the substation in Chan May new urban center.

. The third  dual-circuit 110KV transmission line distributing power to the deepwater port.

. The fourth dual-circuit 110 KV transmission line  from Danang to Chan May (replacing the 110KV transmission line crossing over Lang Co).

. Complete 22KV power grids, low-voltage power grids and lighting grids

- Drainage system and environmental sanitation:

- Construct drainage systems, waste water treatment plants and solid waste treatment plants that satisfy Vietnam and international standards in Chan May-Lang Co EZ .

+ Industrial wastewater drainage system: each plant shall have an internal wastewater treatment system to treat industrial wastewater before being discharged into the centralized wastewater treatment system. There are 02 wastewater drainage basins namely Western and Southeastern basins.

+The wastewater drainage system and wastewater purification plant are included in the Chan May deepwater port project.

+Wastewater from resorts and tourism clusters is discharged into separate sewers and shall be separately treated to meet the hygiene standards stipulated in the Law on Environment protection before being discharged into Lap An lagoon. The wastewater in Lap An lagoon shall be strictly treated.

+ Municipal domestic wastewater:

. Basins at the right of the Bulu river: wastewater will be transported to the wastewater treatment station No.1 with the capacity of 15,000 m3/day through 04 pumping stations.

. Basins at the left of the Bulu river: wastewater will be transported to the wastewater treatment station No.2 with the capacity of 10,000 m3/day through 03 pumping stations.

. Industrial solid wastes: industrial solid wastes will be recycled and transported to the centralized treatment plant that is expected to be located in the Eastern Phuoc Tuong pass. Environment protection measures shall be applied.

The cemetery of Chan May-Lang Co EZ is predicted to be located in a suitable location and its area is estimated to be about 12 hectares.

5. The layout of Chan May-Lang Co EZ :

a) Land use:

According to the purposes, natural conditions and status quo of Chan May-Lang Co EZ, it is expected to stretch from the peripheral area of Chan May deepwater port to the West and South.

Strictly manage and fully exploit coastal sand dunes, hills, abandoned land along the beach. Reserve part of farmland for agriculture.

Protect, restore and take use of natural landscape.

b) Construction:

- The national highway 1A, the route from the national highway 1A to Chan May deepwater port is expected to be the external trunk road of Chan May-Lang Co EZ. 

- Chan May deepwater port is forecasted to be located in the West of Chan May South cape.

- Non-tariff areas are projected to be located in the Northwest of the Chan May deepwater port.

- Chan May industrial park includes: machinery and shipbuilding industry clusters next to Container warehouses of the Chan May deepwater port, agro-forestry-aquatic processing clusters, textile-leathers and exported machines and electronics manufacturing clusters located at the center of the Chan May industrial park; and the hi-tech industry cluster situated in the West of the Chan May industrial park.

- Training institutions and labs used for bio-industry study are expected to be located next to the West of the hi-tech industry cluster. - Recreation centers are projected to stretch from the Bulu banks to the Canh Duong Coast. The urban development zone is expected to be located in Southern national highway 1A.

- Each deepwater port and industrial park, especially hi-tech parks having training institutions or labs shall have a residence for specialists that is expected to be located in the Southern Gion and Phu Gia mountain.

- Tourism subzones include: the whole of Chan May West (including Canh Duong Coast); Lang Co and Lap An lagoon and sand dunes along Hai Van and Son Cha.- The wildlife sanctuary covers the Bulu river, Chan May West cape, Chan May South, Lang Co, Canh Duong, Hai Van pass, Son Cha island, etc.

c) Functional subzones:

- A non-tariff area is a center for services, manufacture ( including trading, import-export, import for re-export, communication centers, convention and exhibition centers, supermarkets; hotels; representative offices, conference rooms, trade fairs, warehouses, duty-free zones, etc.)

The total area of non-tariff area is 962 hectares including the following functional subzones:

+Export-processing subzones

+ Hi-tech parks  .

+ Trade and services centers;

+ Subzones used for manufacturing, processing, recycling, resembling and repairing, etc.

+ Transshipment warehouses.

Transshipment warehouses will be fenced and the access will be interdisciplinary controlled.

- Tariff areas

+ Industrial parks: the area of approximately 560 hectares including

+ Centralized industrial parks with the area of 400 hectares. Expected sectors: machinery and manufacturing of equipment used for automobile and motorcycle assembly; manufacturing of packages and hi-class packages made from papers, metals, plastics; exported textiles, electronics and home appliances; and green industries applying state-of-the art technologies.

+ Centralized industrial parks with the area of 160 hectares. Expected sectors: agro-forestry-aquatic product processing, food processing, manufacturing of handicrafts, hi-class building materials, home appliances, non-metals, gold, silver, and gemstones , cosmetics and stationery; textile-footwear-leathers industries; manufacturing of sport and travel equipment, packages and labels; and hi-tech industries such as informatics, electronics, mechatronics and biotechnology, etc.

+ Resorts: Lang Co international ecotourism resort is one of tourism resorts in the province and is the key tourist attraction in the Mid-Central of Vietnam with the total area of 4,250 hectares ( 1350 hectares in the first stage). The Lang Co resort that stretches from the Lang Co peninsula and the eastern bank of Lap An lagoon to the Western bank of Lap An lagoon resort includes:

. Golf courses, golf clubs, luxury villas, a beech forest sanctuary and a buffer zone with the area of 339.5 hectares.

The golf course is expected to be located near the foot of the Phu Gia mountain and adjacent to the buffer zone with the area of 500m to the West and the beech forest to the South. The golf club is expected to be located between the beach and golf course; and the luxury villas will be located near streams or rivers.

. The A resort with the area of 120 hectares next to the golf course and along the Lang Co beach.

Low-rise coastal villas for long-term or short-term lease.

 . Hotel chains near the foot of the Phu Gia Mountain with the average of 7-9 storey, some is expected to reach the height of 10 storey and is recognized as 3-5 star hotels.

. Canh Duong resort. Parks and recreation centers.

+ The center has an area of 59 hectares; the central axis stretching from the junction of the national highway 1A to the coast has office buildings, hotels, condos, banks, financial offices, customs authorities, insurance companies, squares with fountains and waterfalls, trade centers specialized in production and trade in handicrafts; art and cultural centers, exhibition centers, tourism services centers in the North that are also tourist pickup locations in Lang Co and have parking lots, wharfs.

 + The Urban center with the area of 45 hectares including: a relocation area at the Phu Gia pass with the estimates capacity of 1,000 households, multifunctional complexes used for businesses, career orientation centers and training institutions.

+ An arts and cultural center with the area of 34 hectares including, ASEAN village, theatres for cultural exchanges and festivals, ASEAN hotels,  ASEAN gardens, heritage centers and theaters. 

+A coastal resort chain B with the area of 60 hectares stretching from the central axis to the South and crossing along the Lang Co coast and including low-rise coastal villas and 6-8 storey hotels.

+The Lap An peninsula with the area of 36 hectares including detached houses such as therapy centers, sports and fitness centers, villas around the swamp and public parks. +

 Lang Co town with the area of 100.5 hectares including the entire existing Lang Co town and hotels, motels and fishing villages.

 The planning shall include the appearance of the fishing villages and the re-arrangement, ensure the  step-by-step relocation of approximately 200-300 households and construct seafood restaurant chains.

+ A Lang Co flower village with the area of 21.5 hectares including the existing Lang Co flower village, relocation area in Southern Lang Co bridge, and southern tourist services centers having parking lots and wharfs.

 + Hoi Dua-Hoi Mit urban center with the area of 76 hectares including the expressway at western Lap An lagoon, a relocation area and mini cemetery.

+The complex of tennis academies, ecopark sand maritime museums with the total area of 215 hectares including: oceanic museums, tennis academies, bird parks, zoos, mini cemeteries. Reserved land shall be used for establishing the following works: butterfly conservatories, orchid parks and equestrian facilities…

 +The complex of lagoon and hillside houses with the area of 79 hectares that are expected to be constructed after finishing the expressway passing along Western Lap An lagoon. + Medical tourism resorts.

+Adventure tourism resorts: Son Cha island-Hai Van pass-Bach Ma

+ Land for transport purpose : 174.5 hectares

- Port area: the total area of 684.3 hectares where landlocked area accounts for 227 hectares. The integrated port includes 6 wharfs with the total length of 1,350 m. The port No.1 with the length of 300 m has been constructed. 05 additional wharfs with the length of 300-500m and the tide gate with the length of 500-700 m is projected to be constructed thereafter. - New urban center: Chan May new urban center and Lang Co town  will be founded, besides the functional subzones such as industrial parks, non-tariff areas and tariff areas and resorts.

+ Chan May urban center: the new urban of the key urban corridor Hue-Chan May-Danang-Chu Lai-Dung Quat-Nhon Hoi in the Central of Vietnam. Chan May urban  is founded on the basis of Chan May deepwater port and located in the most favorable area of the East-West economic corridor of GMS countries. During 2006-2010, it is essential to focus on development infrastructures of the Chan May deepwater port and Chan May new urban center, non-tariff area, industrial park. The total area of the Chan May new urban center is approximately 6,000 hectares. The population is estimated to 12,000,000 -15,000,000 by the year 2020.

The urban spatial planning :

. The central area of Chan May urban center: Thanks to the adjacency to the southern national highway 1A and Northeast Canh Duong resort (parallel to the Bulu river), the city center is constructed with a chain of high-rise buildings for offices, commercial services, banks, finance, post offices and apartment buildings, etc.

. Residential areas : According to  the location and transport network, Chan May urban center is divided into 05 primary residential areas specified as follows:

The residential area 1 and 2: adjacent to the city center and facing the Bulu river and being filled with high-rise buildings.

The residential area 3:  facing the west of the Bulu river; adjacent to the wildlife sanctuary. The residential area 4: facing southern residential area 3 next to 1A national highway 1A and being filled with low-rise buildings located in the expected expressway.

The residential area 5: being reserved areas for 2020 afterwards, adjacent  to the residential area 4 to the West and the residential area 1 and 2 to the North.

. Public parks and sport areas: public parks and sport and fitness centers that are planned to be located in the buffer zone placed between the residential 1 and 2, next to the Bulu bank. . Training institutions: adjacent to the Canh Duong cape.

. Hospitals: regional general hospitals located in the residential area 3, adjacent to the wildlife sanctuary.

. Resorts: Lang Co, Canh Duong resorts and Chan May West cape.

. Chan May deepwater port, industrial parks and non-tariff area.

Urban layout: Chan May Urban center is constructed according to the following primary spatial axes:

. Southeast axis: the primary axis of the urban and stretching from the national highway 1A towards the Chan May Bay, crossing the riverside wildlife sanctuary to Canh Duong resort. . Southwest axis (parallel to the national highway 1A): one of the primary axes of the city, the architecture shall be logically designed to present the modernized and industrialized city and facility the accommodation of residents and functional areas. 

. South-north axis: linking between ports, industrial parks  with the  technical corridor, national highway 1A, expected expressway. Deepwater ports and industrial parks therein will be developed as a driving force of socio-eco development of Chan May city and adjacent areas. +Lang Co town .

The town will be built along the national highway 1A, extended to the North and linked with Chan May new urban center. Internal transport networks shall be urbanized step by step to suit the tourism-like city. Lang Co town functions as a tourism and services center directly supporting the Lang Co resort. The town is divided into the following functional subzones:

Town center: including administrative authorities, cultural centers, commercial services and tourism centers, hotels, restaurants, training institutions and medical facilities, etc.

Parks, cultural centers, sport and fitness centers including plantation areas, cultural and sport works that are expected to be alternately placed.

- Planning -architecture:

The Phu Gia pass: “Phu Gia Quan" located in the highest location as a tourist attraction. Other works shall be descendingly arranged; green trees will be grown long the two sides of the pass linking with the central square.  Coastal areas: low-rise villas (07-10 m) with low building density will be constructed and green trees and parks are expected to be located along the coast.

The urban center: stretching from the foot of Phu Gia pass to the coast with the combination of the mountain, sea and lagoon. Construction works are expected to be descendingly placed from the foot of the Phu Gia pass to the Lap An lagoon and Lang Co sea. Roads, fountains, plantation and central parks are expected to be available. All construction works are expected to be designed with an average height and connect the urban center with the Lang Co coast and Lap An lagoon. The northern Lang Co peninsula: diversified terrains  including wetlands and hills and beech forests that should be conserved and reasonably exploit for tourism. The golf courses will be constructed in the beech forest and buffer zones enclosed with golf academies, villas, golf hotels, golf clubs, hillside or riverside houses.

The Lap An lagoon area: sport clubs, therapy centers, villas around the swamp. The northern Lap An lagoon: trade centers that express the impressions of Hue and Hoi An ancient town. The western Lap An lagoon: residential areas, tennis academies and bird or butterfly parks.

The Hai Van pass – Lap An lagoon gate and Son Cha island: surrounding with the Lang Co flower village, garden houses, lagoon gate, peninsular cape, sand dunes, fishing villages, the Lang Co resort, beaches and Lap An lagoon.6. Stages of development of the Chan May-Lang Co EZ:

a) From now to 2010:

- Establish Chan May-Lang Co EZ which is eligible for open policies, complete regional and interregional trunk roads and functional zones to attract domestic and foreign investments in the development of Chan May-Lang Co EZ.

- Complete the master plan and request the Prime Minister to consider approving and issuing  the decision on establishment and operation regulations of Chan May-Lang Co EZ. - Compensate for site clearance and arrange the relocation  area for the entire Chan May-Lang Co EZ.

- Formulate detailed planning for each functional subzone with the scale of 1/2000.

- Focus on constructing primary infrastructures, water supply networks and social infrastructures for the purposes of construction of Chan May deepwater port, tax suspension zones and industrial parks and the step-by-step establishment of urban infrastructures .

- Propose, execute tourism development projects and call for investments in such projects.

- Build resorts, recreation centers, trade centers, financial services centers; ships, marine and customs  offices and entry-exit areas

b)  For the period 2011-2020:

From 2011 – 2020, keep constructing and investing in the infrastructures of the Chan May-Lang co EZ. Execute the detailed planning and promote the development of the industrial parks, resorts, recreation centers and non-tariff areas.

- Complete Chan May-Lang Co EZ that is conformable with the master plan.

- Complete important components of Chan May city and Lang Co town.

- Complete deepwater ports, water supply network and high-class public services works

- Complete high-class resorts, industrial parks and international trade centers.

Article 2. Implementation organizations

Responsibilities of the People’s Committee of Thu Thien Hue province:

- Take charge of and cooperation with the Ministry of Home Affairs to request the Prime Minister to execute the master plan for the establishment of Chan May-Lang Co EZ .

- Direct the People’s Committee of Phu Loc district to exercise administrative management of Chan May-Lang Co EZ and cooperate with the Management Board to execute duties assigned by the People’s Committee of the province, relevant Ministries and regulatory bodies. - Take charge of and cooperate with relevant Ministries and regulatory bodies to adjust the province’s master plan for the socio-economic development according to the development objective of Chan May – Lang Co EZ to 2020; and allow overseas qualified consulting firms to submit proposal for Chan May – Lang Co EZ development planning to the Prime Minister- Cooperate with central departments to execute the master plan for development of May – Lang Co EZ.2. The Ministry of Planning and Investment, Ministry of Finance, Ministry of Home Affairs, Ministry of Public Security, Ministry of Labor - Invalids and Social Affairs, Commerce, Construction, Transport, Environment and Natural Resources and regulatory bodies shall cooperate with the People’s Committee of Thua Thien Hue province to authorize and direct the Management Board of Chan May - Lang Co EZ to execute state management duties on construction investment , planning, environment and natural resources management, urban development and management, land management and management  of labors, import-export, exit-entry and other fields within their administration, under applicable laws and operation regulations of the Chan May-Lang Co EZ that complies with “one-solution and on-site” regulations; and accomplish necessary  plans, mechanism and policies that suits the socio-economic development models of Chan May-Lang Co EZ. The Ministry of Planning and Investment shall cooperate with the People’s Committee of Thua Thien Hue province to request the Prime Minister to issue the decision on establishment and regulations of The Ministry of Investment and Planning.

Article 3. This Decision comes into effect from the date of signature and issue.

The People’s Committee of Thua Thien Hue province, Ministers and Heads of ministerial level authorities, Heads of authorities affiliated to the Government shall be responsible for the implementation of this Decision./.
