DECISION

CRITERIA FOR DETERMINING HI-TECH AND CLEAN AGRICULTURE PROGRAMS AND PROJECTS AND THE LIST OF HIGH TECHNOLOGIES APPLIED TO AGRICULTURE

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Law on High Technologies No. 21/2008/QH11 dated 13 November 2008;

Pursuant to the Government’s Decree No.15/2017/ND-CP dated February 17, 2017 on defining functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Decision No. 1895/QD-TTg dated December 17, 2012 of the Prime Minister on approving the High-tech agriculture development program of the National hi-tech development program through 2020;

Pursuant to the Government’s Resolution No. 30/NQ-CP dated March 07, 2017 on the Government’s regular meeting - February 2017;

At the request of the General Director of Department of Science, Technology and Environment, and General Director of Planning Department,

DECIDES:

Article 1. Scope

This Decision prescribes the criteria for determining hi-tech and clean agriculture programs and projects and the list of high technologies applied to agriculture in order to promote the application of high technologies to the agricultural production.

Article 2. Regulated entities

Organizations and individuals engaged in hi-tech agriculture or clean agricultural production and business.

Article 3. Criteria for determining programs and projects

1. Hi-tech agriculture programs

Hi-tech agriculture program is an overall program which aims to address a series of issues concerning the agricultural production and business and includes hi-tech agriculture projects.

2. Hi-tech agriculture projects

Hi-tech agriculture project is an agricultural production project that must satisfy one of the following criteria:

a) An investment project implemented in the hi-tech agricultural park that is established according to decision of a competent authority;

b) A project in a hi-tech agricultural zone that is recognized by People’s Committee of central-affiliated city and province;

c) A project established by an enterprise that possesses a Certificate of recognition as a hi-tech agricultural enterprise granted by the Ministry of Agriculture and Rural Development;

d) Other hi-tech agriculture projects which are not defined in Points a, b, c of this Clause and apply technologies that are integrated from modern scientific and technological achievements, thereby creating high-quality and eco-friendly products with outstanding features and high value added, and included in the list prescribed in the Appendix enclosed herewith.

3. Clean agriculture projects

Clean agriculture project is a project that develops agricultural products and must satisfy one of the following criteria:

a) A project carried out at a production and business establishment that is issued with a Certificate of eligibility for food safety as prescribed in the Circular No. 48/2013/TT-BNNPTNT dated November 12, 2013 of the Ministry of Agriculture and Rural Development on the inspection and certification of food safety for exported aquatic products;

a) A project carried out at a production and business establishment that is issued with a Certificate for an agro-forestry-fishery product production and business establishment eligible for food safety as prescribed in the Circular No. 48/2013/TT-BNNPTNT dated November 12, 2013 of the Minister of Agriculture and Rural Development on the inspection of agricultural material  production and business establishments and inspection, certification of agro-forestry-fishery production/ business establishments eligible for food safety;

c) A project of the enterprise issued with a Certificate of recognition as a hi-tech agricultural enterprise as prescribed in the Circular No. 50/2011/TT-BNNPTNT dated July 15, 2011, guiding the implementation of Decision No. 69/2010/QD-TTg dated November 03, 2010 of the Prime Minister on the competence, order and procedures for recognizing hi-tech agricultural enterprises;

d) A agricultural production project issued with a VietGAP certificate in accordance with the Circular No. 48/2012/TT-BNNPTNT dated September 26, 2012 of the Ministry of Agriculture and Rural Development on the recognition of aquatic, cultivation and husbandry products that are produced and preliminarily processed in accordance with Good Agricultural Practices;

dd) A new investment project in clean agriculture applying national or international equivalent good agricultural practices (VietGAP, GlobalGAP, ASC, IMC, etc.)

Article 4. In the course of implementation, the Ministry of Agriculture and Rural Development shall periodically review and adjust the criteria for determining hi-tech agriculture and clean agriculture programs and projects and make amendments to the list of high technologies applied to agriculture to satisfy practical production requirements.

Article 5. This Decision comes into force from March 15, 2017. Chief of the Ministry Office, General Directors of  Department of Science, Technology and Environment, Planning Department, Enterprise Management Department, Heads of relevant units, and relevant organizations and individuals shall be responsible for implementing this Decision./.

APPENDIX

LIST OF HIGH TECHNOLOGIES APPLIED TO AGRICULTURE
(Enclosed with the Decision No. 738/QD-BNN-KHCN dated March 14, 2017 of the Minister of Agriculture and Rural Development)

1. Biotechnology in agriculture

- Technology for hybridization of plant, domestic animal and aquatic breeds using molecular biology techniques to create new plant and animal species with superior characteristics (high-yield, good quality, disease resistance and adaptation to climate change);

- Biotechnology for the production of agricultural and environmental biological products such as organic fertilizers, micro fertilizers, pesticides, plant growth regulators, and environmental treatment products;

- Biotechnology for the plant and domestic animal disease diagnosis and prognosis; technology for production and application of rapid diagnostic kits for plant and animal diseases; reagents, test strips, primers, antibodies;

- Technology for propagation via tissue culture and radioactive mutation;

- Technology for cryopreservation of domestic animal sperm cells, embryo transfer and zygote transfer, sex differentiation, in-vitro fertilization for production of domestic animal breeds;

- Microbiological, enzyme and protein technology for industrial production of biological products used in plant and domestic animal nutrition and protection;

- Biotechnology and remote sensing technology for the management and control of pests and diseases in agro-forestry plants;

- Technology for production of veterinary vaccines to prevent domestic animal diseases;

- Molecular biology and immunology, and microbiology technology for the prevention and treatment of some dangerous diseases for fisheries.

2. Cultivation, culture and preservation techniques

- Application of farming techniques without soil: hydroponic cultivation, aerial cultivation, planting on substrate, nutrient film;

- Application of sprinkler and drip irrigation technology with automatic or semi-automatic control system;

- Application of greenhouse, net house and membrane house technology with automatic or semi-automatic control system;

- Application of irradiation technology, vapor heat treatment technology, hot water treatment technology, freeze-drying and fast drying technology to agricultural product preservation;

- Application of new technology to agricultural product preservation and processing: controlled atmosphere packaging technology, rapid cold storage technology with ethylene absorber to preserve fresh vegetables, flowers and fruits; membrane-forming technology for the preservation of vegetables, fruits, meat and eggs, fermentation technology, deep-processing technology, biotechnology and microbiology for the production of biological products and pigments and natural additives in agricultural product preservation and processing;

- Application of intensive farming and integrated crop management (ICM) technology; plant, domestic animal and aquatic production technology in accordance with VietGAP standards;

- Application of intensive and super-intensive aquaculture technology;

- Application of environmental treatment technology to aquaculture;

3. Automation technology

- Synchronized mechanization technology for production, harvesting, processing and post-harvest preservation of agricultural products;

- Automation technology for irrigation in combination with nutrition in crop production;

- Automation and semi-automation technology for industrial husbandry-scale, intensive aquaculture and agricultural production;

- Automation and semi-automation technology for fishing.

4. Technology for production of agricultural materials

- Nanotechnology for production of nanotechnology-based products such as fertilizers, pesticides, nutritional products for plants and domestic animals;

- Technology for production of substrates, agricultural materials, preservatives, fruit films, agricultural films, auxiliary materials for membrane house, greenhouse and irrigation systems;

- Wood modification technology, ecological drying technology, impregnation technology for wood preservation; biotechnology for the production of new generation of preservatives, antifungal products for wood products; technology for the production of eco-friendly coatings for wood products;

- Information technology, automation technology for saving of raw materials and time and improvement of efficiency of wood use;

- Technologies for forecast, storage and extraction of water resources; water storage technology for provision of stable and efficient water supply for multiple purposes;

- Technology for the construction of irrigation works; technology for the purification and supply of fresh water to saline, coastal and island areas;

- New materials technology, new structural solutions, new equipment for irrigation works construction;

- Technology for wastewater treatment and rural environmental sanitation;

- Remote sensing technology and geographic information system in service of the management and operation of irrigation works, extraction of marine resources, aquaculture areas, monitoring and evaluation of crops./.
