DECISION

RATIFYING THE OVERALL PLANNING FOR DRAINAGE SYSTEM OF HO CHI MINH CITY BY 2020

THE PRIME MINISTER

Pursuant to the Law on Government organization dated September 30, 1992;

Pursuant to the Practice on investment and construction management enclosed with the Decree No. 52/1999/ND-CP dated July 08, 199 and amended by the Decree No. 12/2000/ND-CP dated May 05, 2000 by the Government;

Pursuant to the Decision No. 35/1999/QD-TTg dated March 05, 1999 by the Prime Minister ratifying the orientation for the development of urban drainage in Vietnam by 2020;

Pursuant to the Decision No. 123/1998/QD-TTg dated July 10, 1998 by the Prime Minister on overall planning of Ho Chi Minh City by 2020;

At the proposal of the President of the People’s Committee of Ho Chi Minh City in the Statement No. 3167/UB-DT dated August 22, 2000 and the request of the Minister of Construction in the document No. 2405/BXD-KTQH dated December 27, 2000.

DECIDES:

Article 1. Ratify the overall planning for drainage system of Ho Chi Minh City by 2020 with the following main contents:

1. Objectives

a) Research and conduct assessment of the drainage system for rain water and waste water of Ho Chi Minh City;

b) Determine basic orientations, improve the drainage of rain water and waste water of Ho Chi Minh City, determine the plans prioritized for the 2001 - 2005 period;

c) Establish a program for investment in, renovation and upgrade of the drainage system of Ho Chi Minh City in 2001 - 2020 period, foresee the total investment and determine the capital for construction of drainage system to eliminate the permanent water logging in the city and the urban environment pollution, establish the program of increase of capability of management and operation of the drainage system.

2. Scope of research

The scope of research of the drainage system shall be suitable for the general planning of the City by 2020, including the current inner city areas with an area of 140 km2 and the adjacent area with an area of 510 km2.

3. Planning contents

a) Planning stages:

The general planning for drainage system of Ho Chi Minh city is established for the period of from now to 2020;

b) General principles:

- The drainage system of Ho Chi Minh City shall be established and developed depending on the actual conditions and the planning in accordance with the orientation of development of urban drainage in Vietnam by 2020 which has been ratified by the Prime Minister;

- The current drainage system shall be used thoroughly and upgraded and developed according to the development of the City;

- In current urban areas where there are common drainage systems (for rain water and domestic waste water), interceptor sewer system shall be constructed to bring dirty water to treatment zones;

- In new urban areas, common drainage systems shall be constructed; spaces for construction of specific drainage systems shall be made during the construction of the urban areas if possible;

- Dirty water from production facilities and public service providers shall be locally treated to meet the standards according to applicable regulations before being brought to the common drainage systems.

c) Overall planning for drainage of rain water:

- Drainage basin:

The whole City shall be divided into 6 drainage basins (depending on the elevation of land and the urban planning), including:

+ The center area includes districts 1, 3, 4, 5, 7, 10 and 11 and Phu Nhuan district and a part of Go Vap district, Binh Chanh district, Binh Thanh district and Tan Binh district. Main watercourses in the basins are Nhieu Loc - Thi Nghe, Tan Hoa - Lo Gom, Tau Hu Ben Nghe;

+ The Northern area includes a part of district 12, Go Vap district, Binh Thanh district, Tan Binh district and Hoc Mon district. Main watercourses in the basin include Tham Luong - Ben Cat, Ben Da - Ba Hong ditch;

+ The Western area includes a part of district 6, district 8, Tan Binh district and Binh Chanh district. Main watercourses include Chua ditch, Nuoc Len ditch;

+ The Southern area includes a part of district 7, district 8, Binh Chanh district and Nha Be district. Main watercourses include Kenh Doi  - Kenh Te;

+ The Northeast area includes a part of district 9, Thu Duc district;

+ The Southeast area includes a part of district 2, district 9, Thu Duc district.

- Basic calculating parameters:

+ Calculation frequency:

Flooding cycle of grades 3 and 4 sewers is 2 year;

Flooding cycle of grade 2 sewers is 3 year;

Flooding cycle of watercourses is 5 year;

Flooding cycle of local pump stations is 5 year.

Foundation leveling construction ≥ 2 m

Designed flooding level at estuaries of Sai Gon river is 1.32 m.

- Construction of local pump stations:

Local pump stations shall be constructed at several low-land areas near to center valley. Pump stations to be constructed:

+ Thanh Da, with a capacity of 1.12 m3/s;

+ Me Coc 1, with a capacity of 1.5 m3/s;

+ Me Coc 2, with a capacity of 1.0 m3/s;

- Construction of detention basin:

A detention basin with a capacity of 100,000 m3 and an area of 40,000 m2 shall be constructed in Northeast area in Thu Duc district.

+ Length of sewers and ditches:

Total length of sewers and ditches is approximately 6,000,000 m, where current common sewer is 15,200 m long, main sewer is 1,400,000 m long, grades 2 and 3 common sewer is 602,600 m long, sewer for rain-water collection is 207,400 m long, open ditch is 3,770,000 m long.

Basic norms:

Common sewer: 111m/ha;

Grades 2 and 3 sewer: 48 m/ha;

Sewer for rain-water collection: 11m/ha;

Open ditch: 100 m/ha.

d) Planning for drainage of dirty water:

The area using the system of drainage of dirty water by 2020 shall have an area of 189,78 km2, with the population of 5,775,000 people including current inner-city area and new districts like Thu Duc district and districts 2, 7, 9 and 12.

- Arrangement of dirty-water drainage basins:

The city is divided into 9 areas as follows:

+ Tham Luong - Ben Cat basin including Binh Thanh district and Go Vap district;

+ Nhieu Loc - Thi Nghe basin including district 1, 3 and 10, Binh Thanh district, Go Vap district, Phu Nhuan district and Tan Binh district;

+ Tan Hoa - Lo Gom basin including district 6, 8 and 11 and Tan Binh district;

+ Tau Hu - Ben Nghe - Kenh Doi - Kenh Te basin including districts 1, 3, 4, 5, 6, 8, 10 and 11 and Tan Binh district;

+ Sai Gon’s Western basin including district 12;

+ Sai Gon’s Southern basin including district 7;

+ Sai Gon’s Northern 1 basin including Thu Duc district;

+ Sai Gon’s Northern 2 basin including district 9;

+ Sai Gon’s Eastern basin including district 2;

dd) Standards for discharge of dirty water: (including all the domestic waste water, public services, handicraft services and 10% of water absorbing into the sewer):

- Inner city: 345 liter per person per day and night,

- New urban areas: 265 liter per person per day and night,

- Outskirts: 141 liter per person per day and night,

- Industrial zones: 55 m3/ha.

e) Amount of dirty water discharged from households:

Amount of dirty water calculated by BOD5:

- Inner city: 60 g per person per day and night;

- New urban areas: 45 g per person per day and night;

- Outskirts: 35 g per person per day and night.

g) Treatment requirement:

Pursuant to standard B of standard B of TCVN 5942 - 1995 providing that quality of surface water according to use purpose for tap water is 25 mg/l and TCVN 5945 - 1995 providing that industrial wastewater must satisfy the acceptable level before being discharged to rivers or ditches applicable to concentrated industrial zones being 50 mg/l.

h) Collection system:

In old urban areas: common, rain water and waste water drainage systems; interceptor sewer systems shall be constructed along ditches for collecting and bringing dirty water to treatment zones. Regarding new urban areas, common drainage systems shall be priorly constructed; spaces for construction of specific drainage systems shall be made during the construction of the urban areas if possible.

i) Wastewater treatment lines:

On the basis of the capacity of site clearance and the financial resources, the waste water treatment lines for specific basin shall be decided in the feasibility study.

k) Locations of treatment stations:

Basin at treatment zones encroaching land (in ha)

- Tau Hu - Ben Nghe in Binh Hung commune, Binh Chanh district 50 ha Kenh Doi - Kenh Te.

- Nhieu Long - Thi Nghe, Phuoc Loc commune, Nha Be district: 50 ha

- Tan Hoa - Lo Gom, Tan Kien commune, Binh Chanh district: 20 ha

- Tham Luong - Ben Cat, An Phu Dong ward, District 12: 11 ha

- Sai Gon’s Western area adjacent to 19/5 canal, provincial road No. 13: 11 ha

- Sai Gon’s Southern area, Phuoc Kien commune, Nha Be district: 8 ha

- Sai Gon’s Northern 1, green-tree zone adjacent to Hanoi Highway: 10 ha

- Sai Gon’s Northern 2, green-tree zone adjacent to Rach Con: 7 ha

- Sai Gon’s Eastern area adjacent to Giong Ong To area, Ca Tre Nho ditch: 12 ha (Cat Lai industrial zone).

4. Management and operation

Ho Chi Minh Urban Drainage Company is responsible for managing, operating and maintaining the whole drainage system of rain water and waste water of the city, establishing plans on training of officials and employees in operation of the system, establishing plans on purchase of equipment and materials, plans on construction of urban drainage system.

5. Total investment

To conduct the overall planning for drainage system of rain water and waste water of Ho Chi Minh City by 2020, an investment of VND 40,380 billion shall be made.

6. Policy mechanism and priority plans

Mobilize resources according to the orientation of development of urban drainage of Vietnam by 2020 ratified by the Prime Minister in the Decision No. 35/1999/QD-TTg dated March 05, 1999 by the Prime Minister.

Forbid strictly any discharge of waste water unconformable to the Law on Water resources, the Law on Environment protection and establish handling measures therefor.

Innovate the management system, increase the capacity of Ho Chi Minh Urban Drainage Company in the management and operation of the drainage system; collect drainage charges to provide the Drainage Company with capitals for maintenance of the drainage system.

Focus on the enhancement of priority plans approved by the Prime Minister like Nhieu Loc - Thi Nghe, Kenh Doi - Kenh Te, Hang Bang ditch, Tan Hoa - Lo Gom, Tham Luong - Ben Cat to eliminate the water logging as well as urban environment pollution.

Article 2: Implementation:

- People’s Committee of Ho Chi Minh City shall preside over and cooperate with relevant Ministries and authorities in implementing this overall planning;

- The Ministry of Construction shall direct the implementation of projects on investment in drainage system in accordance with the common planning for the development of Ho Chi Minh City by 2020, conduct inspection of technical designs of projects on construction of drainage system under current regulations, provide instructions in the management of drainage profession according to applicable regulations;

- The Ministry of Planning and Investment, the Ministry of Finance and the People’s Committee of Ho Chi Minh City shall propose the consistency of the financial mechanism and policies on investment and mobilization of resources for implementing this planning;

- Ministry of Science, Technology and Environment and the Ministry of Health shall inspect and propose standards and measures for drainage of waste water into watercourse system of the city to ensure the environment safety;

The Ministry of Agriculture and Rural development and the Ministry of Transport shall cooperate with the People’s Committee of Ho Chi Minh City and the Ministry of Construction in conducting inspection of project on development of transport and irrigation in accordance with the drainage planning of the City;

- General Department of cadastre shall consider processing the allocation of land for site clearance, serving the development of drainage system.

Article 3. This decision comes into force after 15 days from the day on which it is signed.

The President of the People’s Committee of Ho Chi Minh City, the Minister of Construction, the Minister of Planning and Investment, the Minister of Finance, the Minister of Agriculture and Rural Development, the Minister of Health, the Minister of Science, Technology and Environment, the Governor of the State bank of Vietnam and the Director of General Department of cadastre and Heads of relevant agencies are responsible for implementing this Decision./.
