DECISION

APPROVING THE MASTER PLAN FOR THE INDUSTRIAL DEVELOPMENT OF THE KEY ECONOMIC REGIONS IN THE MEKONG DELTA BY 2020, AND THE ORIENTATION TOWARDS 2030

THE MINISTER OF INDUSTRY AND TRADE

Pursuant to Pursuant to the Government's Decree No. 189/2007/NĐ-CP dated December 27th 2007 on defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade, and the Government's Decree No. 44/2011/NĐ-CP dated June 14th 2011 amending and supplementing Article 3 of the Decree No. 189/2007/NĐ-CP dated December 27th 2007 on defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade ;

Pursuant to the Government's Decree No. 92/2006/NĐ-CP dated September 07th 2006, and the Government's Decree No. 04/2008/NĐ-CP DATED January 11TH 2008, amending and supplementing a number of articles of the Government's Decree No. 92/2006/NĐ-CP dated September 07th 2006 on the establishment, approval, and management of the master plan for socio-economic development;

At the proposal of the Director of the Department of Planning,

DECIDES:

Article 1. Approving the Master plan for industrial development of key economic regions in the Mekong Delta by 2020, and the orientation towards 2030. In particular:

1. The development viewpoints

- The industrial development of key economic regions in the Mekong Delta must be put in a tight relationship with the industrial development of the whole country, the Mekong Delta, and the southern key economic regions; develop the capability of each province in the region, support each other on the basis of the reasonable distribution of spatial area and the structures of the industries, play a leading role in the development, and promote the socio-economic development in the southwest area.

- Concentrate on the investment in competitive industries that have abundant sources of raw materials; step by step develop the industries with high proportion of science and technology.

- Develop the industry efficiently and sustainably; ensure the National defense and security, social security, and environment protection.

2. Targets of development

- The speed of growth of industrial added value reaches 15.12% during 2011 – 2015, and reaches 14.18% during 2016 – 2020;

- The speed of growth of industrial production value reaches 17.55% during 2011 – 2015; and reaches 15.86% during 2016 – 2020.

- The industry and construction make up 38.79% of the economic structure in 2015, and 42.61% in 2020. The industry makes up 31.79% in 2015 and 37.10% in 2020.

3. The development orientation

- Take advantage of the abundant human resources, land, and local raw materials, especially the agricultural and aquicultural materials serving the processing industry. Concentrate on the development of some industries and products having competitive advantages in local raw materials such as agricultural and aquicultural processing, and the competitive advantages in labor and premises compared to the southern key economic regions such as textile, garment, and footwear industries; utilize the investment attraction to develop some industries that have higher technology content such as mechanics, electricity, and electronics.

- Enhance the cooperation among the industries and industrial enterprises in the region with other localities in order to efficiently and frugally use the resources, raise the quality and competitiveness of industrial products. Form a specialization in the production.

3. The development plan

3.1. The processing of agricultural products, aquicultural products, and food.

3.1.1. By 2020

a) Seafood processing

- Keep reforming the state-owned enterprises that engage in seafood processing towards the equitization; support the enterprises in modernizing equipment and technologies, expanding the processing capacity; encourage the development of private enterprises that engage in the export processing, and step by step invest in some more processing factories of which the freezing capacity reaches at least 5 tonnes per day with modern technologies, together with the concentrated material production areas in Ca Mau, Kien Giang, and An Giang province. Invest in the construction of canned food factories in Can Tho province.

- Build the food and seafood processing factories using advanced technologies in areas that have advantages in raw materials; invest in the construction of frozen seafood factory, and factories that process fish oil, exported catfish, canned dried anchovies, instant refined seafood, canned food, dried seafood…

b) Rice processing

Reorganize the system of rice processing by encouraging the modernization of equipment in order to raise the ratio of rice harvest; establish the large processing centers having closed uninterruptible technologies from drying, preservation, loading, and processing, with synchronous equipment, including: husking, hulling, classifying, applicable to factories that process high-quality rice for export. Rearrange the system of warehouses to suit the amount of rice of each province. Invest in the new silo system for the preservation of agricultural products in An Giang and Kien Giang province. Develop the hulling and polishing complexes in An Giang and Kien Giang, starch and nutritious powder complexes in An Giang.

c) Processing vegetable and beverage

Step by step modernize the existing vegetable processing factories, improve the capacity of factories that processess vegetable for export in Kien Giang and An Giang. Improve the technologies and raise the quality of the preparation and preservation on a medium and small scale.

Invest in condensed fruit juices factories and factories that process fresh vegetables for export, factories that dry or fry fruits and tubers, beer factories, soft drink factories, mineral water factories, sparkling soft drink factories, milk processing factories, the cold storages in Can Tho, Kien Giang, An Giang, and Ca Mau province.

d) Slaughtering and meat processing

- Rearrange the slaughterhouse system towards limiting and eradicating the scattered manual slaughterhouses at households, and building concentrated slaughterhouses away from residential areas that are equipped with a quarantine system and environmental processing system. Encourage the breeding farms to invest in closed technological lines from breeding to slaughtering and selling.

- Enable the major breeding farms to equip the slaughtering lines with medium and small capacity from 10 – 20 tonnes per day; build the modern processing factories with capacity of 10,000 – 20,000 tonnes per year. Build medium-scale canned food factories in industrial parks with modern devices and advanced technologies to meet the demand for export, capable of processing approximately 20,000 tonnes of meat and fish per year.

- Invest in the factories that process suckling pigs, frozen cut pork, pâté, sausage, canned meat, and smoked meat.

dd) Processing animal feed for breeding and aquiculture

Develop a network of animal feed factories in each concentrated areas of production; encourage the animal feed factories invest in medium-scale and small-scale processing lines (0.5 – 1 tonne per hour); build some fishmeal factories using advanced technologies and devices in order to reduce the import of fishmeal and feed prices, encourage the economic sectors to build large-scale factories with high product quality. Invest in cold storages capable of 10,000 tonnes per year.

e) Production of furniture and handicrafts

- Concentrate on developing the carpentry shop that produce furniture (cabinets, beds, chairs, building timber, furnishing articles). Invest in factories that produce artificial planks, Okal plywood; MDP plank.

- Encourage the development of the production of traditional handicrafts such as artistic furniture, bamboo and rattan products, sedge products serving the tourism.

3.1.2. The orientation towards 2030

- Modernize the technologies of material cultivation, processing the products for developing the concentrated areas of production from the materials to the process of products in order to meet the strict requirements of food safety and hygiene, the international standards and regulations.

- Diversity the structure of processed products, develop the production of some major products that are distinctive and competitive to capture the export market.

3.2. The mechanical engineering, electricity, and electronics

3.2.1. By 2020

a) The mechanical engineering

- Steel and steel structure production: execute the projects of tole, steel, and aluminum rolling factories, the mechanical projects serving the petroleum industry that make the steel structure for oil rigs.

- The production of electrical appliances: invest in factories that produce household and ancillary electrical appliances.

- The production of machinery and equipment: execute the projects of production of and assembling building machinery, agricultural machinery, machinery for processing agricultural, silvicultural, and aquacultural products. Concentrate on the maintenance and warranty of the working devices in the beginning, and provide new devices for the localities.

- Medical equipment: Attract the investment in factories that produce medical equipment, initially the common medical equipment for hospitals and health stations

- The watercraft building and repairing: Execute the projects of building and repairing ships up to 10,000 tonnes in Can Tho and Ca Mau; the projects of improving the capacity of building new and repairing small and medium watercraft.

b) Electrical and electronic devices: execute the projects: electronic and electromechanic measurement centers, the information technology application centers; computers and office equipment

3.2.2. The orientation towards 2030

- Expand and invest in some new projects that require higher technologies and production level, the product quality that meet the stricter requirement of the market. Prioritize the mechanical projects serving the petroleum industry with higher technical requirements; ensure the need for maintaining the energy and petroleum devices, hi-tech medical equipment; the building and repairing of specialized building ship and fishing ship; the production of computers and assemble high-class electronic devices; enhance the ability of electromechanic and electronic measurement centers, and information technology application centers.

- Keep investing in some new projects that have modern technologies to produce the devices that satisfy the requirement of clean production that consume little materials and energy, and have high added value such as clean energy equipment, equipment of hi-speed watercraft and road vehicles, etc. made of light materials; produce high-quality household appliances made of new materials, produce measurement devices and sophisticated medical equipment…

3.3. The chemical industry

3.3.1. By 2020

a) Petrochemical and plastic products:

- Develop the package industry such as soft monolayer and multiplayer packages serving the packaging of the export of seafood, shopping bags, in accordance with the national and international standards.

- Encourage the projects of production of plastic shuttering and profiles, the projects of expanding the capacity and accessories of traditional plastic tubes, ceiling boards, wallboards, and accessories. Invest in the development of large HDPE plastic tubes capable of high pressure use for water supply and drainage in residential areas and industrial parks…

b) Pharmachemical products: invest in the development of pharmachemical products to meet the demand for medicines. Diversify the products, improve the quality and appearance to compete in the domestic and foreign market.

c) Detergents: keep investing in innovating technologies and devices to sustain the production of some high-quality products; invest in the production of new products demanded by the market such as liquid detergent serving the local use.

d) Fertilizers: Develop the nitrogenous fertilizer factories, ammonia gas factories, and liquefied nitrogen factories in Ca Mau. Encourage the development of specialized NPK fertilizer for each kind of plants. Invest in the quality improvement, price reduction, and diversification (especially specialized fertilizers having high nutrient content) and the production of unwashable products that cause little pollution… Invest in the production of micro-organic fertilizers produced from household garbage and local peat.

3.3.2. The orientation towards 2030

Consider the expansion of some projects on the basis of the application of new technologies, depending on the demand and investment ability in 2020, satisfy the higher requirements of economic, social, and environmental efficiency. The orientation is producing nitrogenous fertilizers, pharmachemical products, household and technical plastic products.

3.4. Building materials production

3.4.1. By 2020

a) Cement production

- Implement the plan for cement services approved by the Prime Minister. Build the local cement grinding stations. Do not build cement furnaces using obsolete technologies that cause environmental pollution. The cement factories shall be invested towards the application of modern technologies with high proportion of mechanization and automation, less fuel, material consumption, and reducing the environmental pollution.

- Complete the renovation and expansion of the existing grinding stations to satisfy the local cement demand. The cement factories shall study the use of excess heat for producing electricity, reducing cost of thermal energy, and study the use of slag for materials, together with the environmental treatment.

b) The production of building and roofing materials

- Keep investing in the completion of technologies and the stabilization of hollow brick factories to ensure the production, quality, and cost reduction. Limit and eradicate manual brick kilns.

- Invest in new small-scale and medium-scale brick and tile production lines using advanced technologies that combine burning and drying in tunnel furnaces, Vacuum kneading extrusion equipment for producing solid and hollow bricks that meet the construction standards.

- Encourage the development of the production of interlocking bricks and light concrete from cement and sand for building noise and heat insulating floors, walls, and ceilings; hear-proofing materials and erosion-proofing materials fro irrigation works and road foundation…

- Invest in insolating tole factories.

c) Concrete production

Invest in the construction of concrete component factories; fresh concrete factories, pre-stressed concrete pile factories, precast concrete factories that produce the centrifugal concrete pole, civil concrete, reinforced concrete for water supply and drainage…

d) The production of paving stones and building stones

- Make in-depth investment in the existing quarries, synchronize the lines, utilize the capacity of devices. Rearrange the production, reduce the focal points of extraction.

- Concentrate on the quarrying in Kien Giang and An Giang. The quarries must have advance technologies that satisfy the product quality standards and ensure the environmental standards.

dd) Mining and processing building sand and leveling sand.

- Rearrange the production of the sand-mining facilities on the basis of the reasonable planning for protecting the natural resources, traffic works and irrigation works along the rivers and the coast as prescribed in the Prime Minister’s Directive No. 29/2008/CT-TTg dated October 02nd 2008 on enhancing the State management of the survey, extraction, transportation, and sale of river sand and gravel.

- Attract investment in the production line of artificial sand for partly substituting natural sand and saving natural resources.

e) The production of other building materials

- Invest in the production line of paving color bricks of high quality, and terrazzo bricks;

- Invest in the expansion of ceramic villages;

- Attract the investment in factories that produce wallboards made of light materials, and noise-blocking ceiling boards.

3.4.2. The orientation towards 2030

- Keep executing the projects of expansion – phase 2 - and some new projects in accordance with the master plan of the building material industry that has been approved. Produce the high-class building materials such as the production used for the decoration and finish of the civil constructions, and the constructions serving the industry and National defense.

- Consider the expansion of some projects on the basis of the application of new technologies, satisfy the requirements of economic, social, and environmental efficiency, such as: producing internal tiles able to prevent condensation, dirt accumulation, and eliminate odor…; producing the external tiles made of compounds that are waterproofing, anti-adhesion, washable, and prevent the development of mould.

3.5. The textile, garment, and footwear industry

3.5.1. By 2020

- Build a fashion and design center as the major supplier in Can Tho. Apply automation technologies to the design and product development;

- Invest in some industrial complexes specialized in textile, garment, and footwear of which the infrastructures are able to supply electricity, water, treat sewage, and satisfy the environmental standards as prescribed;

- Invest in a high-class garment center in Can Tho. Produce plastic materials for the garment industry in An Giang.

- The clothing are mainly compact and thin design, suitable for the warm and wet climate. Select the footwear products that are waterproofing, protective shoes and specialized shoes; study the production of shoes using local materials such as constrictor’s skin and crocodile’s skin…

3.5.1. The orientation towards 2030

- Study the extensive and in-depth investment in efficient projects based on the invested projects in the previous stages. The footwear industry shall invest in the projects of production of plastic materials and human resources training centers.

- Make extensive and in-depth investment in the efficient projects; concentrate on the product designs to form distinctive trademarks.

3.6. Electricity

3.6.1. By 2020

- Complete the power supply projects approved by the Prime Minister in the Decision No. 1208/QĐ-TTg dated July 21st 2011 (hereinafter referred to as 7th Electricity planning) and the thermoelectricity centers approved by the Prime Minister.

- Develop the electrical grids of all voltages, ensure the consistency with the power supply projects, improve the stability and reliability of electricity supply according to the criterion N-1: minimize electrical loss, improve the electrical efficiency.

3.6.2. The orientation towards 2030

Build and start operating on schedule the power supply projects approved by the Prime Minister in the Decision No. 1208/QĐ-TTg dated July 21st 2011, and the thermoelectricity center approved by the Prime Minister.

Develop the electrical grids of all voltages, ensure the consistency with the power supply projects, improve the stability and reliability of electricity supply according to the criterion N-1: minimize electrical loss, improve the electrical efficiency.

4. Spatial planning

4.1. The processing of agricultural products, aquicultural products, and food.

- Seafood processing: build centers in Ca Mau and Kien Giang; establish concentrated material production areas in Ca Mau, Kien Giang, An Giang;

- Rice processing: build a center in Can Tho; establish material supply areas in Kien Giang and An Giang;

- Vegetable and beverage processing: build centers in An Giang and Can Tho, the local provinces shall supply materials;

- Slaughtering and meat processing for export: build centers Can Tho and Kien Giang, the local provinces shall supply materials;

- Processing animal feed for breeding and aquiculture: in all provinces in the region, concentrate on Ca Mau, Kien Giang.

4.2. The mechanical engineering, electricity, and electronics

- In Can Tho: develop the production of machinery serving the agricultural production, agricultural processing machinery, produce components, household appliances, traffic mechanics, ship building, and mechanical repair services serving the Mekong Delta.

- In An Giang: concentrate on agricultural machinery (combine harvesters, huskers, passive and active driers… ), watercraft; the assembly and maintenance of office machinery.

- In Ca Mau and Kien Giang: concentrate on ship building, ancillary accessories and components serving the energy industry and maritime industry.

4.3. The chemical industry

- Can Tho: pharmaceuticals, household plastic, packages, washing powder.

- An Giang: micro-organic fertilizers, pharmachemistry; packages, and plastic boxes.

- Kien Giang: micro-organic fertilizers, composite products, and composite products serving the tourism, children’s toys.

- Ca Mau: micro-organic fertilizers, gasoline, and petrochemical products.

4.4. Building materials production, mineral extraction and processing.

- Can Tho: produce decorative materials, galvanized tole, concrete and concrete components.

- An Giang: produce bricks, tiles, paving b=stones, artificial granite bricks, black ceramic, concrete and concrete components.

- Kien Giang: produce cement, building stones, bricks, tiles, concrete and concrete components, finishing decorative materials…

- Ca Mau: produce bricks, tiles, okal plywood from agricultural by-products; concrete, steel components.

4.5. The textile, garment, and footwear industry

The textile, garment, and footwear industries are developed in Can Tho and An Giang, and shall take the advantage of the market and labor to expand the branches and factories in industrial parks and industrial complexes in Kien Giang and Ca Mau. In Can Tho: build a designing center, accessory factories to lead the development of the adjacent localities.

5. Solutions

5.1. Immediate solutions

- Concentrate on the technical infrastructures, industrial development and sustainable growth.

The State shall concentrate on the investment in inter-provincial roads, international ports, and airports according to the traffic planning approved by the Prime Minister; attract all kinds of investment, encourage and enable the economic sectors, including foreign investors to participate in the development of infrastructure; ensure the connection of method of transportation; build the local roads that meet the international technical standards, form a foundation for the industrial development. Make plans and solutions for ensuring the adequate electricity supply for the production based on the plan for electricity development, especially for the crucial factories in the key economic regions in Mekong Delta.

- Attract the investment in the inter-regional projects, projects towards the export, and large-scale projects in order to make a breakthrough which is the core of the growth, the projects of material, energy saving, and environment protection.

During 2011-2020: keep attracting investment in large-scale inter-regional projects, raise the quality of projects of investment in the industrial parks; keep improving the investment environment, create favorable conditions for attracting external capital sources and major investors that hold modern technologies, the technology transfer projects.

- Encourage and facilitate the development of the industries serving the agriculture, prioritize the industries that create products with high added value.

Concentrate on the investment in establishing industrial – agricultural zones, Hi-tech zones specialized in biotechnologies for increasing the productivity of plants and livestock, the ancillary industrial parks serving the processing industry, and the industries that serve the agriculture.

5.2. Long-term solutions

- Concentrate on the development of human resources together with the reform of the industries in the key economic regions in the Mekong Delta towards the efficiency and sustainability.

Form a force of technicians, researchers, and managers that are proficient and understand Vietnam’s law, capable of international integration; form a professional and committed force of workers. Enhance the vocational training for workers, especially workers in rural areas and hi-tech workers. Reform the industry towards the development of the comparative industries and the industries that have high added value, the industries of strategic important to the fast, efficient, and sustainable development; step by step participate deeply and efficiently in global distribution network and production lines.

- Concentrate on the development of agricultural services, banking credit, transportation and storage, and communication in order to satisfy the demand for finance, goods transportation and communication of enterprises.

Attract the investment in industrial services, efficiently satisfying the demand for capital, communication, telecommunications services, export and import services, technology transfer intermediary services, investment intermediary services, and other relevant services.

Study the establishment of the Fund for supporting the development of medium and small enterprises, environment protection funds, … in order to support the enterprises in developing their business.

- Focus on the development of clean industrial enterprises, medium and small industrial enterprises that apply efficient and sustainable models of economic association and management in rural areas; implement the 7th Central Resolution on the services of agricultural, rural areas, and farmers.

Encourage and facilitate the development of clean industries that consume little energy and minimize environmental pollution. Complete the mechanism for encouraging the development of medium and small industrial enterprises, and enterprises in rural areas in order to make a shift during the industrialization and modernization of the agriculture and rural areas.

Article 2. Implementation organization

1. The Ministry of Industry and Trade shall lead and cooperate with relevant Ministries, sectors, and People’s Committees of central-affiliated cities and provinces of the key economic regions in the Mekong Delta in directing the industrial development in accordance the approved planning. In particular:

- Instruct and cooperate with local authorities to implement the master plan, supervise the implementation of the master plan.

- Request the Government to adjust the mechanism to suit the reality for the purpose of boosting the development of industry in key economic regions in the Mekong Delta.

2. The Ministry of Planning and Investment, the Ministry of Science and Technology, the Ministry of Agriculture and Rural development, the Ministry of Natural Resources and Environment, the Ministry of Transport, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Education and Training, the Ministry of Finance, and the State bank shall cooperate with the Ministry of Industry and Trade in attracting foreign investment in the industrial development; support the investment credit for industrial enterprise in key economic regions in the Mekong Delta; support the running enterprises, study the innovation, receive technology transfers, enhance vocational training to improve the quality of human resources for the industry.

3. People’s Committees of central-affiliated cities and provinces in the key economic regions in the Mekong Delta shall review and adjust the plan for local industrial development to suit the master plan for the industrial development in key economic regions in the Mekong Delta; integrate the implementation of the master plan in their annual plans and 5-year plans for local industrial development; cooperate with the Ministry of Industry and Trade and relevant Ministries in inspecting and supervising the implementation of the master plan.

Article 3. This Decision takes effect on the date on which it is signed.

Article 4. The Ministers, Heads of ministerial-level agencies, the Presidents of People’s Committees of central-affiliated cities and provinces of key economic regions in the Mekong Delta, relevant organizations and individuals are responsible for the implementation of this Decision./.
