DECISION

APPROVING NATIONAL TARGET PROGRAM ON JOBS AND VOCATIONAL TRAINING IN THE PERIOD OF 2012-2015

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Labor Code (amended and supplemented in 2002, 2006 and 2007);

Pursuant to the Law on Vocational Training dated November 29, 2006;

Pursuant to the Law on Vietnamese Guest Workers dated November 29, 2006;

Pursuant to the Resolution No. 13/2011/QH13 dated November 09, 2011 of the 13^th National Assembly, 2^nd Session on the National Target Program (2011 – 2015);

Pursuant to the Prime Minister’s Decision No. 135/2009/QĐ-TTg dated November 04, 2009 promulgating regulations on the management of the national target programs;

Pursuant to the Prime Minister’s Decision No. 2406/QĐ-TTg dated December 18, 2011 promulgating the lists of national target programs in 2012 - 2015;

At the request of the Minister of Planning and Investment and the Minister of Labor, Invalids and Social Affairs;

HEREBY DECIDE:

Article 1. Approve the National Target Program on Jobs and Vocational Training (2012-2015)

1. Name of the Program management agency

a) Name of the program: The National Target Program on Jobs and Vocational Training (2012-2015) (Hereinafter referred to as the Program)

b) Program management agency: the Ministry of Labor, Invalids and Social Affairs;

2. Objective of the Program:

a) General objectives: Support the development of vocational training, job creation; enhance labor export and labor market development to meet the construction and development of the country and integration into the world economy, especially in rural areas in the period 2012 - 2015.

b) Specific objectives:

- Support comprehensive development of 130 key trades at national, regional and international level, establish 26 high-quality schools (five of which achieve international standard); make contribution to achieving 40% of labor via vocational training in 2015;

- Increase the proportion of labor looking for employment via job centers by approximately 30%;

- Provide training in trades, foreign languages and necessary expertise for 80-120 thousand workers as detailed below to be able to work abroad: workers from poor households, nearly poor households, ethnic communities, as relatives of contributors to the Revolution or from households who have their agricultural land expropriated by the state (Not including workers from 62 poor districts as defined in the Prime Minister’s Decision No. 71/2009/QĐ-TTg dated April 29, 2009 approving the project on supporting poor districts in promoting the sending of workers abroad for sustainable poverty reduction in the period of 2009-2020); provide higher-level vocational training for approximately 5,000 workers to meet requirements by a host country; 60% of the labor are provided with vocational training and 100% of the labor are equipped with necessary expertise for working abroad;

- Support to create 0.7 – 0.8 million jobs via job creation loan projects from the National Fund on Jobs;

- Provide training in professional competence and studies of experiences in foreign countries to approximately 20,000 turns of officials in charge of job and training tasks from central to local level.

3. Subjects and scope of the Program:

a) Subjects: the ministries, sectors and localities and organizations allocated with capital and expenditure for implementing projects of the Program.

b) Scope: the Program is implemented throughout the country.

4. Period of the Program: from 2012 to 2015

5. Capital:

Total capital of the Program is VND 30,656 billion expected to be mobilized from sources;

- Central budget: VND 18,106 billion (in which VND 3,580 billion is the investment and development capital and VND 14,526 is non-business capital);

- Local budget: VND 5,907 billion;

- Foreign aid: VND 4,779 billion;

- Other legal mobilization: VND 2,416 billion

6. Component projects of the Program:

a) Project 1: Renewal and development of vocational training

- Objectives of the project: Support development of vocational training system and gradually create a breakthrough in vocational training quality; support comprehensive development of 130 key trades at national, regional and international level, establish 26 high-quality schools (five of which achieve international standard); make contribution to achieving 40% of labor via vocational training in 2015;

- Key tasks:

+ Construct information and database management system in vocational training for ministries, sectors, localities and vocational training institutions across the country;

+ Invest in training facilities and equipment for key trades at national, regional and international level and high-quality schools;

+ Construct a team of highly-qualified instructors and vocational management officials at all levels, ensuring quality and quantity throughout the country;

+ Develop vocational training programs and courses for key trades at national, regional and international level applied commonly to all vocational training institutions across the country;

+ Develop vocational quality assessment by constructing three vocational assessment centers;

+ Develop an assessment system and grant national occupational skills certificates to national occupational skill assessment centers and to employees who desire to join in the assessment of occupational skills.

- Expenditure: Total capital for the implementation of the project is VND 18,946 billion expected to be mobilized from sources;

+ Central budget: VND 8,986 billion;

+ Local budget, foreign aid and other legal mobilization: VND 9,960 billion

Assignments: the Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with relevant ministries, sectors and localities in the implementation of the project.

b) Project 2: Provide vocational training to rural workers

- Objectives:

+ Provide vocational training to 2.45 million rural workers of which 115.3 thousand workers are from poor households, households with maximum income equaling 130% of poor households’ income, as contributors to the Revolution or children of the contributors (to the Revolution), disabled, from households with agricultural land being expropriated, ethnic communities…and provided with vocational training by order; continue development of some vocational training models.  Proportion of the workers being employed and adhering to occupations after vocational training reaches a minimum of 70%; provide additional expertise and occupational skills to 1.8 million people for satisfaction of requirements for occupational skills according to national vocational skills standard at level 1;

+ Provide training to enhance knowledge and capabilities in administrative management and socio-economic management by position, title for approximately 300,000 turns of officials and public servants in communes.

- Key tasks:

+ Vocational training for rural workers: Investigate, study and predict demand for vocational training in rural areas; intensify facilities, equipment for public vocational training institutions with more priority placed on model vocational training establishment of district level; develop programs, courses and school materials, construct lists of vocational training equipment for 200 trades at primary level; develop a team of instructors and vocational staff; provide vocational training to approximately 2.45 million rural workers;

+ Training for officials and public servants in communes: Construct training programs; construct a team of instructors, educators; Construct policies on training for officials and public servants in communes.

- Expenditure: Total capital for the implementation of the project is VND 6,959 billion expected to be mobilized from sources;

+ Central budget: VND 5,779 billion;

+ Local budget, foreign aid and other legal mobilization: VND 1,180 billion

- Assignments: the Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with relevant ministries, sectors and localities in the implementation of the project.

c) Project 3: Loans for job creation from the National Fund on Jobs

- Objectives: Provide concessional loans with low interest rate from the National Fund on Jobs to create from 0.7 - 0.8 jobs in the period of 2012 - 2015.

- Key tasks:

+ Provide loans with preferential interest rate from the National Fund on Jobs to businesses and employees;

+ Provide loans with preferential interest rate to employees as disabled and ethnics.

+ Provide loans to business start-up and development projects owned by young people

+ Provide loans for the implementation of programs and projects creating jobs to young people discharged from military service, workers from households with agricultural land expropriated and rural female workers;

+ Provide entrusted loans to political – social organizations and social organizations via Vietnam Bank for Social Policies;

- Expenditure: Total capital for the implementation of the project is VND 1,795.5 billion expected to be mobilized from sources;

+ Central budget: VND 995.5 billion;

+ Local budget, foreign aid and other legal mobilization: VND 800 billion

- Assignments: the Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with relevant ministries, sectors and localities in the implementation of the project.

d) Project 4: Arrange sending workers abroad to work by contract

- Objectives: Arrange sending abroad to work for 80-120 thousand workers who are from poor households, nearly poor households, as ethnics, main relatives of contributors to the Revolution and from households with agricultural land expropriated (not including workers from 62 poor districts under the Prime Minister’s Decision No. 71/2009/QĐ-TTg); provide higher-level vocational training in occupational skills, foreign languages for approximately 5,000 workers to meet labor requirements by a host country; Until 2015, approximately 60% of labor are provided with vocational training and 100% of labor are equipped with necessary expertise for working abroad.

- Key tasks:

+ Support workers in vocational training, foreign languages, learning customs, practices and legislation of Vietnam and host countries before going abroad to work;

+ Support high-level vocational training in occupational skills and foreign languages to meet labor requirements by a host country;

+ Invest in labor export, vocational training institutions, construct one (01) labor export, vocational training center in Thanh Hoa Province to provide labor to the countries in the Middle East and one labor export, vocational training center in Hanoi City to provide labor to Japan, South Korea.

- Expenditure: Total capital for the implementation of the project is VND 1,064.5 billion expected to be mobilized from sources;

+ Central budget: VND 1,004.5 billion;

+ Local budget, foreign aid and other legal mobilization: VND 60 billion

- Assignments: the Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with relevant ministries, sectors and localities in the implementation of the project.

dd) Project 5: Support development of labor market

- Objectives: Complete and modernize labor market information system; complete national database about labor market; increasing proportion of people looking for jobs via job centers by approximately 30%; modernize and standardize job transaction activities, making them become daily activities in 30-40 job centers in 2015.

- Key tasks:

+ Invest in capability of job centers in collecting, handling and supplying market information; enhance capability in job counseling; construct four job centers in four different key economic regions;

+ Invest in model career counseling and vocational training centers owned by youth union;

+ Support organization of job transaction;

+ Invest in the development of labor market information system; labor analysis and forecasting system.

- Expenditure: Total capital for the implementation of the project is VND 1,508.6 billion expected to be mobilized from sources;

+ Central budget: VND 1,058.6 billion;

+ Local budget, foreign aid and other legal mobilization: VND 450 billion

- Assignments: the Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with relevant ministries, sectors and localities in the implementation of the project.

e) Project 6: Enhance capability, communications, supervision and evaluation of the implementation of the Program

- Objectives: Ensure effective development of the Program

- Key tasks:

+ Organize training to improve capabilities in labor and job tasks for approximately 20 thousand turns of staff;

+ Ensure 100% of communes and wards are educated on labor market, vocational training, job and labor export policies by means of communication;

+ Oversee and evaluate activities and projects within scope of the Program

- Expenditure: Total capital for the implementation of the project is VND 382.4 billion expected to be mobilized from sources;

+ Central budget: VND 282.4 billion;

+ Local budget, foreign aid and other legal mobilization: VND 100 billion

- Assignments: the Ministry of Labor, Invalids and Social Affairs shall preside over and cooperate with relevant ministries, sectors and localities in the implementation of the project.

7. Implementation:

a) The Ministry of Labor, Invalids and Social Affairs shall:

- Preside over and cooperate with relevant ministries, departments and People’s Committees of central-affiliated cities and provinces in the implementation of the Program according to the law provisions;

- Cooperate with the Ministry of Planning and Investment, Ministry of Finance and relevant Ministries and departments in appraising and approving the component projects of the Program according to the law provisions. Organize the implementation of the component projects of the Program after they are approved.

b) Responsibilities of the ministries and departments:

- Carry out state management by authority

- Take part in the development of the Program within scope, content and duties related to the area under management.

c) People’s Committees of central-affiliated cities and provinces:

Organize the implementation of the Program in the administrative division and take the initiative in mobilizing resources for the component projects of the Program. Carry out regular reports on the implementation of the Program Take responsibility for intended and effective use of capital sources.

Article 2. Program management mechanism

Management mechanism of the National Target Program on Jobs and Vocational Training for the period of 2012-2015 shall conform to the regulations on management and implementation of the National Target Program.

Article 3. This Decision takes effect since the signing date.

Article 4. The ministers, heads of ministerial-level agencies, heads of governmental agencies, presidents of the People’s Committees of central-affiliated cities and provinces shall be responsible for executing this Decision.
