DECISION

APPROVING CULTURAL STRATEGY FOR VIETNAM'S FOREIGN RELATIONS UNTIL 2020 WITH A VISION FOR 2030

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Prime Minister’s Decision No. 581/QĐ-TTg dated May 6, 2009 approving "Strategy for culture development untitl 2020";

Pursuant to the Government’s Resolution No. 31/NQ-CP dated May 13, 2014 promulgating the Government’s Action Program implementing Political Bureau's Resolution No. 22-NQ/TW dated April 10, 2013 on international integration;

At the request of the Minister of Culture, Sports and Tourism,

DECIDES:

Article 1. To approve “cultural strategy for Vietnam’s foreign relations until 2020 with a vision for 2030” enclosed with this Decision

Article 2. This Decision takes effect from the date of signing.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, Presidents of People’s Committees of central-affiliated cities and provinces shall be responsible for the implementation of this Decision. /.

STRATEGY

CULTURAL STRATEGY FOR VIETNAM’S FOREIGN RELATIONS UNTIL 2020 WITH A VISION FOR 2030 (Enclosed with the Prime Minister’s Decision No. 210/QĐ-TTg dated February 8, 2015)

INTRODUCTION

In the globalized world today of which mainstream is peace, cooperation, and development, culture plays an important role which is the engine of sustainable development. Communist Party and the State of Vietnam determine culture as a spiritual foundation of society, as an objective and momentum for sustainable development of the country. Culture must be put on a par with economy, politics, society.

Building and developing the culture and people of Vietnam to meet the requirements for sustainable development of the country require the proactive international integration on culture, receipt of quintessence of world culture, enriching national culture, promoting Vietnam’s image, expanding its influence, elevating the nation’s international profile and prestige, enhancing national synergy, contributing to the sustainable development of the country.

culture of foreign relations is determined as all activities of conduct, exchanges and cooperation in culture of a nation with other nations, a community area with other community areas to introduce the quintessence and national cultural values, as well as receipt of quintessence of world cultures, enriching and spreading national cultural values ​​in the international community, active supporting for different types of foreign relations (politics, economy ...) so that the country can strengthen its cooperation and development. Culture of foreign relations is produced by all classes of society, in which the State plays the role of directing, orientating, and support of mechanisms, policies and building national picture messages to achieve the objective of building culture and people of Vietnam with comprehensive development, making culture become important endogenous strength, enhancing national synergy, elevating the nation’s profile and prestige in the international arena, ensuring the sustainable development of the country.

In recent years, cultural activities of foreign relations of Vietnam basically stick to policies and guidelines of communist Party and the State, helping to develop a comprehensive strength in foreign relations of Vietnam in the region and in the world. However, cultural activities of foreign relations has not really been coordinated in a concentrated way on a national scale, there was no overall strategy to maximize the cultural values ​​of Vietnam in the international arena and actively receive the quintessence of human culture, contributing positively to the construction and development of national culture in the process of international integration.

CULTURE FOR FOREIGN RELATIONS IN RECENT YEARS

1. Achievements

The Draft of Culture of communist Party was written in 1943 in which culture is considered as a front along with economy and politics. In the period of 1945 - 1975, the communist Party and State of Vietnam actively implemented cultural activities, external propaganda in order to raise the justice of the resistance of the people of Vietnam, take advantage of the support of revolutionary forces and advanced people in the world, contributing significantly to gradually break the siege of imperialism, serving the struggle for national independence, reunification.

After reunification and almost thirty years of innovation policy implementation, especially in the period from 1998 to now, cultural activities for foreign relations have achieved many notable achievements, demonstrating the growth of both quantity and quality. Along with the expansion of foreign relations in diversification and multilateralisation ways, may cultural activities for foreign relations with different sizes have been organized in all continents.  Many Vietnamese Culture Days / Weeks / Months, Culture - Tourism festivals, art shows, film weeks, exhibitions on the  image of the country, people, seminars, promotion and advertising travel ... have been held in many regions, many countries around the world. The Ministry of Culture, Sports and Tourism Cultural shall be take charge and cooperate Ministries, sectors, localities, organizations of people's external affairs, Embassies of Vietnam in foreign countries to hold activities for foreign relations producing strong effect, leaving a positive imprint in international friends.

Along with the activities held abroad, the Ministry of Culture, Sports and Tourism, the Ministries, branches, localities, Embassies of other countries lolcated in Vietnam shall cooperate to organize many international events, cultural activities goods in Vietnam, gradually creating a diverse current culture face. Vietnam has gradually receives cultural values ​​and modern methods of the world, enriching and deepening the nation's cultural values.

Cultural activities for foreign relations are the effective channel contributing to the overall success of the external activities, gradually raising the prestige, position, and image of the country and people of Vietnam in the world; at the same time, creating conditions for people abroad, especially Vietnamese community abroad to receive information and typical art cultural products from Vietnam and contributing to preserving and promoting the Vietnamese traditional culture in the family, in life of Vietnamses community living far from Vietnam.

2. Limitations

In recent years, especially since Vietnam has implemented open-door policy, integrated with the world community, though great achievements have been gained, but compared to the requirements of the integration and development of the country, cultural activities for foreign relations in Vietnam have not met the requirements of the new situation.

The propaganda to raise awareness and promote the role and responsibilities of all levels, departments, people’s classes in understanding of culture of foreign relations and conducting of culture of foreign relations are still limited.

 The introduction of Vietnam culture to foreign countries fails to meet the demand for development. The number of programs that Vietnam proactive hold abroad annually is still limited due to tight budget. Organizing activities in geographically remote areas is very difficult. Limiting the number of people in many arts groups, exhibition groups ... that are sent abroad in order to save money has a large effect on the quality of the program.

0}There are not many programs that are special and have high quality. The contents of cultural activities for foreign relations are monotonous, repetitive and lack of creativity without using all potential cultural treasure of Vietnam and introducing the development of Vietnamese modern culture, arts. Besides, we must recognize the fact that Vietnam has no cultural products that are competitive in international market.<

The association and cooperation among Ministries, sectors, localities, organizations of people's external affairs, art organizations, freelance artists, and enterprises in cultural work for foreign relations are still weak. Therefore, there are few large-scale program of cultural promotion of foreign relations abroad.

Communications about culture of foreign relations has not been paid adequate attention, as a result, it does not replicate the influence and spread of cultural activities for foreign relations in the era of digital technology nowadays.

3. Causes of the limitations

Guidelines and policies of communist Party and the State have assessed correctly the role of culture and culture of foreign relations in the cause of industrialization and modernization of the country. However, during the implementation, there are many shortcomings, in incomplete awareness of the role, position, importance of culture and culture of foreign relations in the innovation and development of the country.There is no cultural strategy for foreign relations that will orient the exchange, international cooperation in culture, building the image of the country, people, culture and arts of Vietnam the new period.

There is no coordination mechanism at the national level of cultural activities for foreign relations in the whole country. Therefore, the cooperation among Ministries, sectors, localities and between inside and outside of the country(the representative body of Vietnam abroad, Vietnamese community abroad), between public sector and private sector in organizing cultural activities for foreign relations is still ineffective and lack of initiatives.

The cultural industries of Vietnam are still young, cultural enterprises are small and dispersed, not creating products capable of competing on the international market.

Human resources working in the field of culture of foreign relations in Ministries, sectors and localities are not equal different in qualifications, foreign language skills, and understanding of culture, law, and international customs.Studying and orienting cultural activities of foreign relations are still weak.<

Generally, the level of investment for the cultural sector in the total expenditure is relatively low compared with that of other sectors. The socialization capital and foreign capital sources spent on culture sector, especially culture of foreign relation are very small compared with those of other sectors. There are no incentive policies for enterprises involved in culture of foreign relations.

II. CONTEXTS, OPPORTUNITIES, AND CHALLENGES

1. International and domestic contexts

a) International context

In the current international context, the trend of peace, stability, independence, cooperation to develop is the common trend in which the trend of globalization and international integration are ongoing strongly and broadly worldwide. Especially in the field of culture, the process of "globalization" is ongoing strongly with the active support of the mass media and the explosion of creative industries.

Currently, the "soft power" is the basic factor to improve national competitiveness as well as to expand the scope of a country's influence in the region and around the world. Therefore, the increase in "soft power" are seen as key in national development strategies by many countries. "Soft power" is expressed in the appeal, spread from the cultural values ​​of the country

Therefore, culture is increasingly valued, associated with the development, it is regarded as a driving force and a factor facilitating sustainable development. Developing cultural industry, creative industry is the trend of the world economy and a priority in development policies of many countries in the era of knowledge economy.

On the other hand, with their own characteristics of culture, countries increasingly promote national cultural identity, respect the preservation and promotion of traditional cultural values, ​​ fight tendencies of cultural assimilation, and selectively receive the quintessence of cultural values ​​of humanity. National cultural identity is a matter of great importance and survival of a nation. In the context of globalization, culture is a vulnerable sector, in which the cultural identity and traditional culture are more vulnerable. Properly handle the relationship between protection of national cultural identity and selective receiving the quintessence of cultural values ​​of humanity shall enrich the culture of the country and promote cultural and social development.

b) Domestic context

The achievements of the renovation have created a new momentum for our country to enter a new development period. Vietnam’s position which is increasingly strengthened in the international arena is a necessary precondition for the industrialization and modernization of the country. Foreign relations of our country with other countries, international organizations and regions are increasingly expanded.

The communist Party and the State of Vietnam have paid a special attention to culture of foreign relation. The cultural development Strategy until 2020 approved by the Prime Minister in 2009 determining the “Promoted, proactive cooperation and international exchanges in culture" is one of the key tasks. The Poliburo’s Resolution No. 31 / NQ-CP dated May 13, 2014 promulgating the Action Program of the Government to implement the Politburo Resolution No. 22-NQ / TW dated April 10, 2013 on international integration has determined the task of formulation of cultural strategy for foreign relations of Vietnam until 2020, with a vision to 2030. In particular, the Resolution of 9th plenum of XIth Party Central Committee (Resolution No. 33- NQ / TW) on development of culture, and people of Vietnam to meet the requirements of sustainable development of the country indicates: "Culture is the spiritual foundation of society, the goal, the motivation for the sustainable development of the country. Culture must be put on a par with economy, politics, and society "and determined its key tasks in international integration on culture, expand cultural cooperation with other countries and diversifying cultural forms of foreign realtions, making international relations bring practical effects; selective receiving the quintessence of the world’s culture, enriching the national culture

Along with the right policies of communist Party and the State, the cultural developments in the country and the results obtained from cultural activities of foreign relations in recent years are the basis for promoting the culture of foreign relations of Vietnam in the new era to meet the requirements for integration and sustainable development.

2. Opportunities and challenges

a) Opportunities

Vietnam is being opened up great opportunities for culture of foreign relations. Thanks to the enhanced international cultural exchange, our people have more favorable conditions to receive the quintessence of human culture - from the dynamic, creative, independent lifestyle, the sense of respecting the law and the spirit of democracy, justice to the literary and artistic value with modern humanities. Artists and creative people who produce art have chances to contact, exchange, and provide inspiration from the cultural values ​​outside, enrich the creative products.

Vietnam has many favorable conditions to introduce its culture to the world under different ways and forms.

b) Challenges

The process of globalization promotes strongly the trend of cultural exchanges and expanding cultural influences among countries, peoples. Besides the positive side, this trend has been, is and will make cultural life, especially the traditional cultural values of the peoples change quickly, creating huge pressure for maintaining the national cultural identity. Rich diversity of cultures is in danger of being replaced by a culture of "uniform", creating impoverished culture.

In addition to the challenge of losing identity and being "Miscellaneous ", Vietnamess culture is at risk of "falling behind" in the development of cultural industries, losing its markets and missing opportunity to build "soft power" from cultural values.

III. VIEWPOINTS, OBJECTIVES, AND TASKS

1. Viewpoints:

Firstly, culture of foreign relations is a particularly important part of the national culture, expressing endogenous strength of the nation, having an active role in elevating the profile of country, people, and culture of Vietnam on the international arena, creating favorable conditions for the international integration of the country.

Secondly, Vietnamese culture of foreign relations is a culture of peace, friendship, cooperation, mutual development which is advanced with national identity, uniform in diversity

Thirdly, the development of Vietnamese culture of foreign relations is the career all people, of all political system under the leadership of the communist Party and the management of the State, in which the State plays  the role of leading, orientating, supporting in mechanisms, policies, and building national picture message.

Fourthly, the development of culture of foreign relations must be synchronous, comprehensive, associated with the diplomatic task of the country and must be based on the domestic cultural development, to be closely associated with the process of development of culture, and people of Vietnam to meet the requirements for sustainable development of the country.

2. Objectives

Overall objectives

Proactively promote international integration of culture in order to promote the cultural values ​​of Vietnam to the world, receive the quintessence of human culture to build the culture and people of Vietnam and to elevating the nation’s international profile and prestige, contribute to ensuring sustainable development and firm protection of Vietnam.

b) Specific objectives

- Promote the cultural values ​​of the nation to the world, make the world a better understanding of the country, people, culture of Vietnam, build trust and love for Vietnam, contribute to promote the cooperation in other fields.

- Receive the quintessence of human’s cultural, enrich and deepen the traditional culture value, contribute to building the culture and people of Vietnam in comprehensive development, towards the  values of Truth – Goodness and Beauty, being imbued with the national spirit, humanism, democracy and science.

- Develop the cultural industries towards professional and uniform ways, encourage to export cultural products to foreign markets, contribute to introduction of the brand culture of Vietnam to the world, promoting national culture.

3. Main tasks

To 2010:

- Develop and operate the national coordination mechanism for culture of foreign relations.

- Develop types, models, modes of diversified and effective operation of culture of foreign relations in order to introduce the cultural values ​​of Vietnam to the world through art and cultural activities and communications appropriate to each area. To be specific, Vietnamese Culture Days, Vietnamese Cultural Weeks, Culture - Tourism Festivals, activities of promotion and advertising of culture - tourism in foreign countries, increase the presence of Vietnam in the large international art and cultural events such as EXPO, Biennale, famous film festivals ..

- Develop Vietnamese cultural industries, build a national cultural icon and a brand of national cultural products.

- Export Vietnamese culture products and services abroad, build market share for Vietnamese cultural industry in the international market.

- Establish a number of Cultural Centre in some key areas in the world and build centers of translation, promoting Vietnamese culture abroad.

- Establish staff of Cultural Counsellor, Cultural Attaché at the diplomatic representative offices of Vietnam in foreign countries and a system of Cultural Centers of Vietnam abroad.

- Support Vietnamese community abroad to receive cultural information and products from Vietnam; adopt policies to create the community cohesion and promote the intelligence, creative talents, contribute to the task of nation-building.

- Promote the training of human resources for the work of culture of foreign relations. Cooperate with other countries for training the cultural and art talents; train highly qualified professionals.

- Develop a number of international art festivals  that have brand name in Vietnam, enable Vietnam public to access to the cultural and artistic diversity of the world, assert Vietnam’s capacity of organizing international events, elevating the nation’s profile and prestige.

- Create favorable conditions for countries, international organizations, foreign cultural and tourism institutions to introduce their country, people, culture and tourism in Vietnam. Cooperate to implement the Cultural Weeks, the major cultural events of the countries in Vietnam.

- Attract the resources to support art and cultural development, contribute to the implementation of socializing policies. Organize cultural activities of foreign relations under the form of socilalizing with the participation of organizations and individuals at home and abroad.

- Increase the people exchanges, especially border exchanges

In the period to 2020, these tasks shall be given priority to perform in key areas such as: Areas that have long tradition ties and geographical proximity as China, Laos, Campodia, and other Asian countries, which prioritize the development and promotion of ASEAN society culture community; strategic partners in Asia - Pacific, Europe, North America.  Maintain and prepare to strengthen and expand the activities in the areas of South America, the Middle East and Africa.

Vision to 2030:

- Promote international relations of culture that were established in proactive, stable way. Expand relations with the countries, regions, and international cultural organizations, economic groups, cultural institutions in the region and in the world, aim to the implementation of effective cooperation programs.

In the period after 2030, continue to promote activities in the above areas and strengthen operations in South America, Middle East, Africa and other regions with far geographical distance.

- Vietnamese Cultural has new contributions that are recognized in the cultural life of the world and the international community.

- Promote the development of Vietnamese cultural industries, determine culture and creativity as key elements of the big cities, so that these cities may become creavtive economic centers in Asia.

IV. SOLUTION

1. Policies

- Complete policies to raise awareness and consciousness of the people and the political system on the culture work of foreign relations so that people and political system can have comprehensive, proper and positive awareness of the implementation of culture of foreign relations.

- Develop mechanisms and policies on finance, funding for the exchanges and cooperation in culture and art of the art unit and artists of Vietnam .

- Develop and concretize socializing policy for cultural activities of foreign cultures and preferential policies on taxes.

- Develop the policy system enabling Vietnamese intellectual artists abroad to compose works of Vietnam.

- Develop policies to develop human resources for long-term and short-term in the field of arts and culture.

- Develop and implement strategies to develop cultural industries in Vietnam. Gradually establish the international market for types of culture, arts of Vietnam. Create favorable conditions for economic cooperation, promotion of foreign investment in the cultural sector, attract international tourists to Vietnam

2. Solutions to develop products of culture of foreign relations

- Produce excellent, high-quality works of cinema participated in important international film festivals.

- Formulate the plan for organizing the exhibitions to introduce Vietnamese fine arts with high quality abroad. Select the special collections of painting, fine arts of Vietnam to display in countries, associated with organizing seminars to introduce traditional and modern fine arts of Vietnam.

- Design programs of interesting, high-quality art shows which can meet the demand of enjoying at home and introduce effectively Vietnam’s art to the world.

- Encourage co-production with foreign partners in the fields of culture, arts like cinema, television, music, dancing…

- Exchange museum exhibits with prestige museums in n the world countries to introduce the cultural heritage, history and ancient civilization of Vietnam.

- Innovate the organizing of Culture Day, Cultural Week, Vietnam Cultural - Travel Festivals abroad. Co-organize events, programs of arts and culture integrated with introduction program of culinary of Vietnam, promote cooperation in investment, trade, tourism, sports ...in national and international scale to promote international communication, introduction, promotion of culture, country and people of Vietnam.

- Organize artistic exchange programs in border areas and with other ethnic minorities of countries in the region and the world to strengthen and promote the strength and effectiveness of people-to-people foreign affairs.

3. Solutions for advertising, communications

- Develop titles of Cultural Ambassador, Tourism Ambassador of Vietnam in the areas of the world.

- Diversify products and forms of communications in the world in foreign languages (English, French, Chinese, Russian, Spainish, Lao, Cambodian...): produce publications, online newspapers, big media agencies of Vietnam that have specialized pages in foreign languages; design television programs of foreign relations to introduce Vietnamese art and culture, produce CDs, film ... with subtitles in foreign languages; build online library in Vietnamese and foreign languages, apply new forms of communications such as social networking ... to serve Vietnamese community abroad and international friends .

- Promote communication network of foreign relations of the mainstream media organizations to develop culture of foreign relations of Vietnam with all types of information; continue to mobilize the active participation of overseas representative offices of news agencies to cooperate to organize and give information on Vietnamese cultural promotional activities overseas.

- Have effective communication method when organizing cultural activities of foreign relation abroad, attract the participation of prestigious media outlets in home country and major media outlets in the region and in the world.

- Promote cultural activities in culture of people-to-people foreign affairs at enterprises and unions in order to promote the cultural values ​​of Vietnam to people in the world.

- Increase the scope, extent, and quality of activities of promotion of culture and arts of Vietnam to international community and Vietnamese community abroad from these events as Vietnamese Culture Day, Vietnamese Cultural Week, Cultural – Travel Festivals ... with diverse programs.

- Increase the presence of Vietnam in large cultural and artistic events of the world as EXPO, world's art exhibitions, international film festivals ...

4. Solutions for manpower

- Improve the education on preserving and promoting the selected, typical, traditional cultural values to put those values ​​in life, conduct, literary, newspapers, movies, training ... and in programs of international exchange and cooperation with foreign countries ....

- Promote the training and retraining of human resources for the tasks of culture of foreign relations. Improve foreign language skills and knowledge of culture and culture of foreign relations for staff taking charge of foreign affairs, officials working in tenure at representative offices of Vietnam, Cultural Centers, Vietnam's cultural House abroad, Vietnam news agency in foreign countries as well as staff taking charge of foreign affairs and culture of foreign relations at home.

- Train and develop staff of Cultural Counsellor, Cultural Attaché abroad.

- Take advantages of the international cooperation activities to train human resources for cultural activities of foreign relations.

5. Solutions for organization

- Develop a national coordination mechanism for culture of foreign relations, in which the Ministry of Culture, Sports and Tourism takes charge and cooperate with Ministries, departments, localities, enterprises, social unions, artists, organizations, and individuals involved in the organization of the program of national image promotion and Vietnamese cultural and artistic activities abroad.

- Develop a system of Vietnamese Cultural Centres abroad in key areas worldwide. The centers are the "common house" for the promotion of culture, image of country and people of Vietnam, connecting international community and Vietnamese abroad.

To be specific: In 2015:

+ Complete the construction of Vietnamese Cultural Centre in Laos.

+ Complete the renovation of Vietnamese Cultural Centre in France.

From 2015 to 2020:

Construct Vietnamese Cultural Centres in Cambodia, Russian Federation, Japan, USA, China.

From 2020 to 2030: Continue to develop models of the Cultural Center in the key areas in the world at the request of the communist Party and State in the new situation.

6. Solution for financial resources

- The State increases funding for cultural activities of foreign relations to actively implement programs of national image promotion, programs serving political events of foreign affairs overseas.

- Facilitate and encourage non-governmental organizations, associations, enterprises, and freelance artists to participate in the cultural activities of foreign relations in order to diversify material resources for these activities.

7. Solutions for overseas Vietnamese community

- Associate cultural activities of foreign relations with overseas Vietnamese community and overseas Vietnamese student community.

- Promote the talent, dedication of overseas Vietnamese intellectual forces, artists in the development of culture, literature and art of the country.

- Facilitate overseas Vietnamese community and overseas student community to receive information and cultural products from Vietnam; contribute to the building of the country, the preservation and the promotion of Vietnamese traditional culture in family, in life of Vietnamses community living far from Vietnam.

- Implement the program of teaching Vietnamese for oversea Vietnamese community named “preservation of the purity of Vietnamese".

V. IMPLEMENTATION

1. The Ministry of Culture, Sports and Tourism takes charge and cooperate with relevant Ministries, departments and People’s Committees in central-affiliated cities and provinces to implement the cultural strategy for foreign relations of Vietnam to 2020 and a vision to 2030; formulate and implement annual cultural plan for foreign relations associated with the plan for external information and the cultural diplomacy Plan; direct the activities of the cultural Centers, the culture Houses of Vietnam in foreign countries under long-term plans and annual plans. Every year, report to the Prime Minister on the implementation of this strategy.

2. The Ministry of Foreign Affairs directs of representative offices of Vietnam abroad and the related units to coordinate with the Ministry of Culture, Sports and Tourism and Ministries, departments involved in the organization and development cultural activities of foreign relations; take charge and cooperate to implement the system of cultural Counselor, cultural Attaché at the representative offices and Vietnamese Cultural Centres abroad.

3. the Ministry of Finance takes charge and cooperate with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and other relevant Ministries, departments to distribute funding for building Vietnamese Cultural Centers abroad under the direction of the Prime Minister; ensure the annual budget for cultural activities of foreign relations, developing policies to encourage all socio-economic sectors - social to invest in cultural activities of foreign relations.

4. The Ministry of Home Affairs cooperates with the Ministry of Culture, Sports and Tourism, the  to determine staff, formulate policies for cadres taking charge of culture of foreign relations in Vietnam and in representative offices of Vietnam abroad, cultural centers, cultural houses of Vietnam abroad.

5. the Ministry of Information and Communications shall take charge and cooperate with the Ministry of Culture, Sports and Tourism, the Ministry of of Foreign Affairs, and relevant Ministries, departments to develop mechanisms and policies to develop and manage the publication and dissemination of publications promoting culture and image of Vietnam abroad and coordinate to implement propaganda activities of culture of foreign relations.

6. Vietnam Television, Voice of Vietnam, Vietnam News Agency shall cooperate with the Ministry of Culture, Sports and Tourism, The Ministry of Foreign Affairs, the Ministry of Information and Communications, and relevant Ministries, departments to develop programs, products of communications, promotion of culture, country and people of Vietnam broadcasted abroad and cooperate and exchange to develop the international channels /media.

7. Ministries, ministerial-level agencies, Governmental agencies, organizations of foreign affairs according to function and tasks of cultural strategy for foreign relations of Vietnam to 2020 and a vision to 2030 within their competence coordinate with the Ministry of Culture, Sports and Tourism and other relevant ministries, branches to implement the tasks of culture of foreign relations nationally and internationally.

8. People’s Committees in central-affiliated cities and provinces shall be responsible for the implementation of cultural activities of foreign relations in the area within their competence; formulate plans for culture of foreign relations and direct their implementation in accordance with the cultural strategy for foreign relations of Vietnam to 2020 and a vision to 2030 and plans for socio-economic development of localities in the same period. Every year, report to the Ministry of Culture, Sports and Tourism for aggregate and reporting to the Prime Minister.
