DECISION
TO SET UP THE WEBSITE OF GOVERNMENT OF THE OF
THE PRIME MINISTER
Pursuant to the Law on Organisation of Government dated 25 December 2001;
Pursuant to Decree 23/2003/NĐ-CP dated 12 March 203 by Government issuing the Code of Practice for Government;
Pursuant to Decree 55/2001/NĐ-CP dated 23 August 2001 by Government on the management, delivery and use of Internet services;
Pursuant to Decree 18/2003/NĐ-CP dated 20 February 2003 stipulating functions, duties, authority and organisational structure of the Government Office;
Considering the request of the Minister and Chairman of the Government Office,
DECIDES:
Article 1. Set up the website of Government of the Socialist Republic of Vietnam (underneath called the Government website).
Article 2. The Government website is an information agency of Government, providing members of the public in and out of the country and foreigners with formal online information on the Party's lines, State policy and legislation; the instruction and performance of the Prime Minister and Deputy Prime Ministers; the status of socio-economic development and other areas of the nation. The Government website is a focal point coordinating online information by administrative agencies at all levels, working towards delivery of information-related public services and establishing online relations between Government and members of the public.
Article 3. The website steering board is headed by the Minister and Chairman of the Government Office and manned by a Vice Chairman of the Government Office as the board's standing deputy director; a deputy minister of Post and Telecommunications and a deputy minister of Culture and Information as other deputy directors. Other board members include leaders from the following ministries: the ministries of Planning and Investment, Finance, Industry, Internal Affairs, Agriculture and Rural Development, Education and Training, and the National Statistics Office. The website editorial board is made up of an editor-in-chief, some deputy editors and members of the board who are also members of the Government Office and ministries concerned.
The board director agrees with the ministries concerned the list of members of the board and reports to the Prime Minister.
The Minister and Chairman of the Government Office is assigned to issue decisions to set up the editorial board and appoint the board leadership.
Article 4. The Goverment website is based at the Government Office. The website steering board and editorial board account to the Prime Minister for all activities of the website. The Government Office is tasked to build, manage and run the website. Ministries, ministry-level, Government departments, according to their function, authority and assignment from the steering board, work with the Government Office to ensure the smooth run of the website. The ministries of Planning and Investment, and Finance are to provide funding for the set-up and run of the website.
Article 5. This decision takes effect 15 days after its publication on the Official Gazette.
Article 6. The Minister and Chairman of the Government Office, ministers, heads of ministry-level agencies, directors of Governmental departments, and chairpeople of People's Committees of provinces and central cities are responsible for executing this decision./.
