DECISION

ON THE MANAGEMENT OF NUMERICAL CODES AND BAR CODES

THE MINISTER OF SCIENCE, TECHNOLOGY AND ENVIRONMENT

Pursuant to the Government’s Decree No. 22/CP of May 22, 1993 on the tasks, powers and organizational structure of the Ministry of Science, Technology and Environment;
Pursuant to conclusions of Deputy Prime Minister Pham Gia Khiem at Notice No. 161/TB-VPCP of November 27, 2000 assigning the task of managing numerical codes and bar codes to the Ministry of Science, Technology and Environment;
At the proposal of the General Director of Standardization, Metrology and Quality Control,

DECIDES:

Article 1.- To assign the General Department of Standardization, Metrology and Quality Control the following tasks:

- To continue granting numerical codes under Vietnamese standards on articles’ numerical codes and bar codes to enterprises which have demands therefor, and register them for monitoring.

- To prepare necessary documents on the issuance of fees for granting numerical codes and bar codes for submission to the Ministry of Finance. Pending the Finance Ministry’s regulations, fees for granting numerical codes and bar codes shall not be collected.

- To organize a network in services of the granting of numerical codes (reception and processing of registration dossiers, statistical monitoring, information provision) in key economic areas (Hanoi, Danang, Ho Chi Minh City).

Article 2.- To assign the General Department of Standardization, Metrology and Quality Control to continue acting as designated office for international relations regarding numerical codes and bar codes; and also as the Vietnamese representative in the International Articles Numerical Codes Organizations (EAN-International), according to the Prime Minister’s directing opinions in Official Dispatch No. 3395/QHQT of June 23, 1995 of the Government Office.

The General Department for Standardization, Metrology and Quality Control shall prepare necessary documents proposing competent agencies to permit the use of State budget for payment of annual membership fee to the International Articles Numerical Codes Organizations. Pending decisions of competent agencies, the General Department for Standardization, Metrology and Quality Control shall pay such annual membership fee with its own funds, and report such to the Ministry of Science, Technology and Environment.

Article 3.- The General Department for Standardization, Metrology and Quality Control shall organize the propagation and dissemination and guide enterprises, technical public-service agencies, and other organizations in the application of numerical codes and bar codes, and perform necessary work to step up such activities.

Article 4.- The General Director of Standardization, Metrology and Quality Control and concerned organizations and individuals shall have to implement this Decision.

Article 5.- This Decision takes effect after its signing.
