DECISION

TO APPROVE THE SCHEME FOR INTERNATIONAL INTEGRATION WITH RESPECT TO EDUCATION AND VOCATIONAL TRAINING BY 2020

PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on Education dated June 14, 2005; the Law on the amendments to the Law on Education dated November 25, 2009;

Pursuant to the Law on Vocational training dated November 29, 2006;

Pursuant to the Law on Higher education dated June 18, 2012;

At the request of the Minister of Education and Training and the Minister of Labor, War Invalids and Social Affairs,

DECIDES:

Article 1. Approving the scheme for international integration with respect to education and vocational training by 2020

I. VIEWPOINTS

1. Engage in international integration to selectively accumulate experience of education and vocational training, ensure the independence, sovereignty, equitability, and mutually beneficial cooperation.

2. Diversify the cooperation with foreign countries in investment in education and vocational training at home and overseas. Take opportunities to attract resources, increase the quantity and quality of manpower.

3. Seek international cooperation in education and vocational training to boost socio-economic development, expand the labor market, develop science and technology, enhance cultural and academic exchange.

II. TARGETS

1. General targets

By 2020: develop some institutions of higher education and vocational training institutions to reach the regional and international standards; Innovate education and vocational training programs to come closer to advanced educations of other countries; plan the recognition, conversions of qualifications among Vietnam, other ASEAN countries, and then other countries in the world; increase the quantity of overseas students; attract foreign students to study in Vietnam; provide training in international integration for teachers, lecturers and education managers.

2. Specific targets

a) 2014 - 2015

- Develop 03 excellent universities; select 3,000 lecturers for master’s training and doctorate training overseas; receive about 300 international students and 300 international lecturers to Vietnam; about 50 training programs are inspected by reputable international organizations by 2015.

- Develop 05 vocational schools that meet international standards; adopt 49 vocational training programs that meet ASEAN standards, 26 vocational training program that meet international standards.

- Provide training in integration for 4,500 lecturers in universities, colleges and junior colleges, 60,000 primary and secondary teachers, 25,000 kindergarten teachers, and 4,100 vocational teachers and managers.

- Students, especially the students of 03 excellent universities and 05 vocational schools that meet international standards, must be able to learn further or to work in every country.

b) 2016 - 2020

- Increase the number of excellent universities to 05; select 7,000 lecturers for master’s training and doctorate training overseas; receive about 500 international students and 400 international lecturers to Vietnam; about 150 training programs are inspected by reputable international organizations by 2020.

- Increase the number of vocational schools that meet international standards to 10; adopt 70 vocational training programs that meet ASEAN standards, 35 vocational training program that meet international standards.

- Provide training in integration for 22,500 lecturers in universities, colleges and junior colleges, 300,000 primary and secondary teachers, 130,000 kindergarten teachers, and 5,500 vocational teachers and managers.

- Students, especially the students of 05 excellent universities and 10 vocational schools that meet international standards, must be able to learn further or to work in every country.

III. ACTIVITIES OF THE SCHEME

1. Formulate and promulgate legislative documents on international integration with respect to education and vocational training.

2. Make investment in facilities of institution of higher education towards regional and international standards. Focus on building and developing Vietnamese - German University, University of Science and Technology of Hanoi, and Vietnam - Russia University of Technology in the short term.

3. Formulate an education system that conforms with the world’s tendency and suits Vietnam’s conditions; adopt training programs, textbooks, teaching materials, teaching and learning methods from institutions of higher education in developed countries; use them in a way that suit Vietnam’s conditions.

4. Provide training for teachers and lecturers under national standards, in association with socio-economic development and international integration; provide training in international cooperation and integration for education managers under international standards.

5. Enhance cooperation in training with reputable institutions of higher education of other countries; increase the participation of companies and research institutes in education and vocational training to raise the capability of domestic educational institutions and vocational training institutions; encourage lecturer and student exchange. Enhance inspection of education quality and vocational training quality according to regional and international standards.

6. Enhance Vietnamese teaching to Vietnamese people overseas and foreigners by establishing faculties of Vietnamese and Vietnamese training centers in some countries in Asia-Pacific (Laos, Cambodia, Thailand, Indonesia, Korea, Japan, Australia, and some Eastern Europe countries in the short term); formulate a framework of reference for Vietnamese language, methods for testing and assessing Vietnamese skills based on frameworks of reference of APEC, ASEAN and EU countries.

7. Develop vocational training to meet international integration requirements by raising the capability of international integration of students, teachers, and managers; enhance international cooperation in vocational training quality assurance.

8. Send delegations to some countries to learn about international cooperation in education and vocational training, sign agreements on international cooperation in education and vocational training.

IV. OBJECTIVES AND SOLUTIONS

1. Complete the policies on education and vocational training

- Sign agreements on recognition of qualifications and conversion of certificates between Vietnam and other countries;

- Encourage the expansion of bilateral cooperation, educational association, lecturer and student exchange between Vietnamese institutions of higher education, colleges and vocational training institutions and foreign educational institutions and research institutes; attract foreign lecturers, foreign teachers, and Vietnamese citizen teaching abroad to training programs in Vietnam; introduce polices on attracting investment; expand the autonomy to the institutions;

- Introduce appropriate policies to attract and employ the intellectuals trained overseas to boost international cooperation in education and vocational training;

- Introduce policies on boosting the involvement of private sector in education and vocational training in order to meet international integration requirements; encourage companies and organizations to participate in training manpower that meet international standards;

- Complete the planning for institutions of higher education and vocational training institutions that engage in international integration and cooperation.

2. Intensify international cooperation in education and vocational training with other countries

- Expand international cooperation in education and vocational training with other countries, especially the countries that are strategic partners;

- Enhance international cooperation in education and vocational training using appropriate methods; expand educational association and cooperation in scientific research with foreign reputable educational institutions and vocational training institutions; encourage the establishment of Vietnam’s educational institutions overseas, the establishment of foreign educational and research institutions in Vietnam;

- Enhance the cooperation between Vietnamese and foreign educational institutions and vocational training institution in transferring programs, textbooks, teaching materials and teaching methods, admitting foreign students and sending Vietnamese students to abroad; increase the number of students selected to study in developed countries funded by government budget and other sources.

- Invite foreign lecturers and Vietnamese overseas to participate in training, research, technology application and technology transfer in Vietnam; send Vietnamese lecturers to work, teach, do research and participate in academic activities overseas; enhance cultural and academic exchange;

- Formulate national framework of reference for education based on international experience and the development of Vietnam;

- Enter into and implement agreements on cooperation with state-owned companies in Vietnam in supporting educational institutions and students in improving their professional skills;

- Promote the establishment and development of the certificate conversion system among ASEAN countries; recognize qualifications and convert certificates of other countries; expand the programs for international student exchange.

3. Ensure the quality of education and vocational training; come closer to regional and international standards

- Focus on raising the conditions on quality assurance, innovate the management and teaching to meet international integration requirements;

- Enhance inspection of education quality and vocational training quality according to regional and international standards; encourage educational institutions and vocational training institutions to carry out have their institutions and programs inspected by reputable international organizations;

- Intensify foreign language education, application of information technology and telecommunication to the management, teaching, learning, and research. Ensure the effectiveness of the National Scheme for Foreign Language Education by 2020.

- Mobilize financial resources to meet international integration requirements with regard to education and vocational training.

- Combine government budget and other sources of capital to provide equipment for excellent universities and the vocational schools that meet international standards;

- Provide sufficient funding from government budget for sending students, lecturers and managers abroad for training according to the National Scheme for Foreign Language Education by 2020 (Decision No. 1400/QD-TTg dated September 30, 2008), Scheme 911 (Decision No. 911/QD-TTg dated June 17, 2010), Scheme 599 (Decision No. 599/QD-TTg dated April 17, 2013), Scheme 371 (Decision No. 371/QD-TTg dated February 28, 2013), which are approved by the Prime Minister;

- Combine government budget and other sources of capital to enhance the teaching of Vietnamese language for Vietnamese overseas and foreigners; encourage overseas Vietnamese to teach in Vietnam; engage in other activities of the schemes;

- Mobilize financial resources from other countries and international organizations to accomplish the improvement of manpower quality, supply equipment for educational and vocational training institutions, exchange Vietnamese teachers, lecturers, and students with other countries;

- Mobilize resources from both Vietnamese and foreign organizations/individuals for training skilled manpower.

Article 2. Implementation

1. The Ministry of Education and Training shall:

- Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs, relevant Ministries and agencies in directing the implementation of this Scheme; provide guidance, inspect, supervise and periodically report the implementation of this Scheme to the Prime Minister. Summarize the implementation of this Scheme after 3 years and in 2020;

- Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs, other Ministries, governing bodies and local governments in promoting cooperation in education and vocational training (bilateral, multilateral, regional, etc.)

2. The Ministry of Labor, War Invalids and Social Affairs shall:

Take charge and cooperate with the Ministry of Education and Training, relevant Ministries and agencies international integration with regard to vocational training in accordance with the Scheme; provide guidance, inspect, supervise and periodically report the implementation of this Scheme to the Prime Minister.

3. The Ministry of Finance shall:

- Take charge and cooperate with the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs, relevant Ministries and agencies in providing guidance on financial policies and allocation of budget for international integration with regard to education and vocational training;

- Cooperate with the Ministry of Education and Training in estimating budget for primary activities of the Scheme;

- Balance resources and provide capital serving the accomplishment the objectives of the Scheme.

4. The Ministry of Planning and Investment shall:

- Take charge and cooperate with the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs in attracting investment in education and vocational training serving international integration;

- Balance and provide capital serving the development of infrastructure of institutions of higher education and vocational training institution.

5. The Ministry of Foreign Affairs shall:

- Cooperate with the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs in instructing Vietnam’s diplomatic missions overseas to study and boost investment stimulation, expand international integration and cooperation in education and vocational training with foreign training institutions.

6. Other Ministries, agencies and local governments shall:

- Cooperate in accomplishing relevant objectives of the programs and projects of the Scheme.

- Summarize and report the result of international integration with regard to education and vocational training to the Ministry of Education and Training.

Article 3. This Decision takes effect from the day on which it is signed.

Article 4. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People’s Committees of central-affiliated cities and provinces are responsible for the implementation of this Decision./.
