DECISION

APPROVING THE SCHEME FOR DEVELOPING ENERGY RESOURCES IN CON DAO DISTRICT, BA RIA - VUNG TAU PROVINCE BY 2020 WITH VISION TO 2030

THE CHAIRMAN OF THE PEOPLE’S COMMITTEE OF BA RIA – VUNG TAU PROVINCE

Pursuant to the Law on Organization of the People’s Council and People’s Committee dated November 26, 2003;

Pursuant to the Law on Electricity dated December 3, 3004; the Law on Amending and Supplementing several articles of the Law on Electricity dated November 20, 2012;

Pursuant to the Decree No. 137/2013/ND-CP dated October 21, 2013 on providing specific provisions on implementation of several articles of the Law on Electricity and the Law on Amending and Supplementing several articles of the Law on Electricity;

Pursuant to the Decision No. 264/2005/QD-TTg of the Prime Minister dated October 25, 2005 on approving the scheme for developing the economy and society in Con Dao district, Ba Ria - Vung Tau province by 2020;

Pursuant to the Decision No. 1518/QD-TTg of the Prime Minister dated September 5, 2011 on approving adjustments to the general development plan of Con Dao district, Ba Ria - Vung Tau province by 2030;

Pursuant to the Circular No. 43/2013/TT-BCT of the Minister of Industry and Trade dated December 31, 2013 on stipulating contents, processes, procedures for establishment, appraisal, approval and modification of the electricity development plan;

Pursuant to the Decision No. 3301/QD-BCT of The Ministry of Industry and Trade dated July 5, 2011 on approving the general plan for electricity development in Ba Ria - Vung Tau province for the period 2011-2015 with vision to 2020;

In view of the request made by the Service of Industry and Trade in the Statement No. 101/TTr-SCT dated December 27, 2014 on approving the scheme for developing energy resources in Con Dao district, Ba Ria - Vung Tau province by 2020 with vision to 2030,

HEREBY DECIDES

Article 1. Approve the scheme for developing energy resources in Con Dao district, Ba Ria - Vung Tau province by 2020 with vision to 2030, including the following contents:

1. Objectives

- Meet the demand for electricity used for the socio-economic development of Con Dao district by 2020 with vision to 2030.

- Invest in development of diesel power sources, LNG thermopower sources as well as renewable energy sources, such as wind and solar energy, in order to ensure that the power supply meets the demand for electrical load development, the urban aesthetics is preserved, the environment is kept clean, the tourism in Con Dao district is developed, and the national defense and security are maintained.

- Promote the power supply with a view to ensuring the reliability, stability and safety during the exploitation and operation process.

- Invest in development of electrical grids in sync with energy resource projects in Con Dao district with a view to improving the capacity of power transmission, distribution and supply to meet the demand for socio-economic development in Con Dao district.

2. Electricity demands

Approve the plan to forecast the electricity demand to meet socio-economic development objectives, guarantee the national security and defence in Con Dao district by 2020 with vision to 2030, including specific electricity demands over planning years:

- By 2015, the maximum power Pmax = 5,170 kW, commercial electricity production = 16.368 million kWh, average commercial electricity consumption per capita per annum = 2,182 kWh.   

- By 2020, the maximum power Pmax = 11,769 kW, commercial electricity production = 47.120 million kWh, average growth rate of commercial electricity per annum for the period 2015-2020 = 23.4%, average commercial electricity consumption per capita per annum = 3,141 kWh. 

- By 2030, the maximum power Pmax = 31,825 kW, commercial electricity production = 140.872 million kWh, average growth rate of commercial electricity per annum for the period 2021-2030 = 11.6%, average commercial electricity consumption per capita per annum = 4,696 kWh.

3. Plan for electricity source development

3.1. Viewpoints and guidelines for electricity source development

Development of electricity sources in Con Dao district must comply with the Decision No. 1518/QD-TTg of the Prime Minister dated September 5, 2011 on approving adjustments to the general development plan of Con Dao district, Ba Ria - Vung Tau province by 2030.

For the period 2015-2020, develop diesel power sources, LNG thermopower sources as well as renewable energy sources, such as wind and solar energy, in order to ensure the sufficient amount of power are supplied in Con Dao district in the upcoming time, the urban aesthetics is preserved, the environment is kept clean, the tourism in Con Dao district is developed, and the national defense and security are maintained.

When renewable energy, LNG thermopower sources are put to use and serve as supplementary sources supplied to Con Dao district, the diesel power generation and base-load capacity shall be reduced to maintain the system stability, cut expenses and extend the duration of investment in supplementary diesel machinery and provide for the power source system used for national security and defence purposes in Con Dao district.

Encourage projects for investment in development of renewable energy sources which are clean energy sources, and ensure that the electricity source will meet the stable quality, is competitive and highly efficient in order to gradually restrict traditional diesel power source supplied to Con Dao district; concurrently, set up the favorable management and investment mechanism to maintain and develop power generation sources in the district.    

4. Plan for electrical grid development

4.1. Viewpoints and standards for electrical grid development design

Equipment to be installed on low and medium voltage grids shall be considered and selected on the basis that they will meet each electrical load requirement during and after the planning period and operate for the period of at least 10 years.

a) Medium voltage grid:

- Distributed voltage level: 22 kV.

- Electrical grid topology: medium voltage grids shall be designed in an open loop operation form.  Loop circuits are powered by two sources or double sectionalized bus bars in power stations. Major transmission lines are designed to convey 60-70% of power supply capacity as backup transmission lines to meet other electrical load requirements in case of emergency.  

- Wire and cable section:

+ Underground cables are XLPE dry insulated ones with the section of 240mm2 for major transmission lines, ≥ 95 mm2 for main transmission branches and ≥ 50 mm2 for transmission sub-branches. Neutral wires are made from underground cable-like fibers with copper layers or attached by one neutral wire running outside;

+ Overhead transmission line: Use electrical wires ACKP ≥ 185 mm2 or coated copper wires CVX ≥ 185 mm2 for major transmission lines; wire section ACKP ≥ 95 mm2, or coated copper wires CVX ≥ 95 mm2 for main transmission branches and wire section ACKP ≥ 70 mm2 or coated copper wires CVX ≥ 50 mm2 for transmission sub-branches.

- Electric poles: Mainly use reinforced concrete poles 14m, 16m, 18m and 20m to meet bearing and sag requirements for high-voltage power grids in accordance with applicable regulations; the span between two electric poles ranges from 55m to 60m.

- Bars: Use bars made from composite or zinc plated steel materials according to the required standard.

- Insulators: Use 24kV or 35 kV insulators preventing sea salt contamination according to the required standards.

b) Distribution transformer stations

- Voltage ratio: 22/0.4 kV (three phase) or 12.7/0.22 kV (single phase).

- Installation types:

+ Outdoors, indoors or inside compact cabinets;

+ Voltage transformer having the capacity equal to or less than 560kVA, and mounted on electric poles or placed on frameworks.    Higher capacity transformers shall be placed on outdoor concrete platforms (platform-type transformer stations), indoor concrete platforms (area-type transformer stations) or inside compact cabinets (compact/ kiosk-type transformer stations).

- Voltage transformer range shall meet current standards, including:

+ In central areas, new urban zones, major residential areas, or locations providing electrical loads for industrial, small industrial and handicraft production, using three-phase transformers with the capacity range from 160 - 630kVA;

+ In other remaining regions, using single-phase three-phase transformers with the capacity range from 50 - 250kVA;

+ Customers’ dedicated transformer station with specifically calculated coefficient ≥ 65% of the rated capacity. 

c) Low-voltage grids

- Design 220/380V three-phase four-wire system having directly grounded neutral conductors. Power supply diameter ≤ 800m, depending on the high or low electrical load density. In central areas, transmission lines shall be placed underground to protect urban aesthetics.

- Conductor section: ≥ 70mm2 for major transmission lines; ≥ 50mm2 for transmission branches; conductor section must be relevant to the electrical load density of each region and conform to the voltage loss requirement which is less than 5%.

d) Transmission sub-branches and electricity meters installed at resident’s homes

- Use covered twisted copper wire and copper – aluminum clamps connected to low-voltage transmission line with proper conductor section. The average length of conductor running to resident's homes is approximately 40m. 

- Use covered Muller pair cables connected to electricity meters. Use composite box-type electricity meters placed indoors or at positions which are aesthetically pleasing and convenient for operation and control.

4.2. Construction workload

Grant approval of the size and progress of power source, transmission line and transformer station construction projects over periods of time, specifically including:

a) Power source investment scale:

- For the period 2015 - 2020:

+ Install more 06 diesel generator compounds with total installed capacity of 13MW at the An Hoi power plant (the available capacity of approximately 10.4 MW); 

+ Put investment in development of wind power source with total installed capacity of 4MW (2x2MW) at the Con Son bay (the available capacity of approximately 1.6 MW);

+ Put investment in development of LNG power source with total installed capacity of 18MW (the first stage - 4x4.5 MW; the available capacity of approximately 14.4 MW);

+ Put investment in development of solar power source with total installed capacity of 8MW (the available capacity of approximately 3.2 MW).

In this planning period, the electricity source of Con Dao district shall be mainly derived from available diesel power source (4.8 MW) and more 13 MW diesel power sources must be added with the available capacity of approximately 10.4 MW) in order to meet electrical load demands for socio-economic development and national security and defence in Con Dao district. When renewable energy projects, such as wind power, solar power and LNG power, are brought into operation, the duration of investment in supplementary diesel generation compounds will be extended. 

- For the period 2021 - 2030:

+ Install more 02 diesel generator compounds with total installed capacity of 5MW (the available capacity of approximately 4 MW);

+ Put investment in development of solar power source at Quang Trung lake with total installed capacity of 3.4 MW (the available capacity of approximately 1.36 MW);

+ Put investment in development of solar power source with total installed capacity of 5MW (the available capacity of approximately 2 MW);

+ Expand the capacity of LNG power plant with total installed capacity of 9MW (2x4.5 MW; the available capacity of approximately 7.2 MW).

b) Electrical grid construction workload:

- For the period 2015 - 2020:

Construction of new electrical grid:

+ 22kV overhead medium-voltage transmission line

approx. 31.8 km.

+ 22kV underground medium-voltage transmission line

approx. 17.4 km.

+ Construction of new 22kV transformer station

approx. 24,950 kVA.

+ Construction of new low-voltage transmission line

approx. 94 km.

+ Installation of electricity meters

approx. 1,900 sets.

Electrical grid renovation:

+ Conversion of 22kV overhead medium-voltage transmission line into 22 kV underground transmission cable

approx. 1.9 km.

+ 22kV medium-voltage transmission line with increased conductor section

approx. 16.6 km.

+ Capacity of transformer station

approx. 1,235 kVA.

+ Improvement of low-voltage transmission line

approx. 13.8 km.

- For the period 2021 - 2030:

Construction of new electrical grid:

+ 22kV overhead medium-voltage transmission line

approx. 25.4 km.

+ 22kV underground medium-voltage transmission line

approx. 13.9 km.

+ Construction of new 22kV transformer station

approx. 39,920 kVA.

+ Construction of new low-voltage transmission line

approx. 75.2 km.

+ Installation of electricity meters

approx. 4,560 sets.

Electrical grid renovation:

+ Conversion of 22kV overhead medium-voltage transmission line into 22 kV underground transmission cable

approx. 3.8 km.

+ 22kV medium-voltage transmission line with increased conductor section

approx. 13.3 km.

+ Capacity of transformer station

approx. 1,976 kVA.

+ Improvement of low-voltage transmission line

approx. 11.0 km.

5. Investment capital:

a) Total investment in electrical grid development in Con Dao district is estimated at VND 2,601.45 billion, including 1,767.9 for the period 2015-2020 and VND 833.55 billion for the period of 2021 – 2030.  The total investment of VND 2,601.45 billion will fund the following projects:

- Power source:

VND 2,400.4 billion.

+ Diesel:

VND 550 billion;

+ LNG, wind and solar power:

VND 1,850.4 billion.

- Medium-voltage electrical grid:

VND 169.979 billion.

- Low-voltage electrical grid:

VND 24.610 billion.

- Installation of electricity meters:

VND 6.460 billion.

b) Funding source:

- Investment fund from the electricity sector plays the key role in the scheme for putting investment in development of diesel power source and electrical grid in accordance with the Law on Electricity. In addition to this fund, it is necessary to call for investments from financial institutions and organizations such as WB, ODA, KfW, etc. as well as mobilize more paid-in capital from investors, electricity consumers (applicable to investments in 22kV/0.4kV dedicated transformer station projects);

- Investment fund from domestic and foreign enterprises shall finance renewable energy projects, such as wind, solar, LNG thermopower sources and other energy resources;

- Investment fund which is derived from the state budget and other legal investment funds.

6. Investment support policies and mechanisms:

Investment support shall be governed under the provisions of the Prime Minister’s Decision No. 32/2013/QD-TTg dated May 22, 2013 on incentive policies for Con Dao district, Ba Ria – Vung Tau province and applicable regulations.

Article 2. Implementation

1. The Department of Industry and Trade shall assume the following responsibilities:

- Put forward the planning, supervise, control, check and encourage the electricity sector community to make their investment according to the approved scheme.

- Preside over, collaborate with the People's Committee of Con Dao district and the Electricity Company of Ba Ria - Vung Tau province to publicly disclose the approved scheme in accordance with applicable regulations;

- Perform its function in managing the scheme in conformity with applicable regulations; monitor, make annual or ad-hoc status reports on implementation of the scheme for submission to the Ministry of Industry and Trade, the provincial People’s Committee and other relevant affiliations to direct their implementation. 

- Preside over, collaborate with the Department of Construction, Planning and Investment, Natural Resources and Environment, Transport, and the People’s Committee of Con Dao district, in providing guidance on and carrying out inspection of investment and construction activities according to the approved scheme; counsel and request the provincial People's Committee to apply measure to deal with electricity projects which are irrelevant or fall outside of the approved scheme.

- Counsel the provincial People’s Committee to request the Ministry of Industry and Trade and the Ministry of Finance to apply for the Prime Minister’s issuing regulations and policies on subsidies on renewable-energy electricity selling price on islands where there is none of national electrical grids so that this can generate profits as a driving force to encourage investments and attract investors in development of renewable energy sources in Con Dao district.

2. Request the EVN Southern Power Corporation to direct the Electricity Company of Ba Ria – Vung Tau province to collaborate with the Department of Industry and trade, Planning and Investment, Finance, and the People’s Committee of Con Dao district, to consider balancing investment funds and integrate them into the annual plan for the purpose of implementing the approved scheme; prepare counseling and proposing reports for submission to the provincial People’s Committee in accordance with applicable regulations.

3. The Electricity Company of Ba Ria – Vung Tau province, investors of small and large-scale power generation projects, and owners of other power projects, shall be responsible for sending the report on implementation of the scheme for developing energy resources to the Department of Industry and Trade and execution of power projects in the district by December 10 every year in order to make the aggregate report to the provincial People’s Committee in accordance with applicable regulations.

4. The People’s Committee of Con Dao district shall assume the following responsibilities:

- Set up the land-use planning for the district in which the land reserve of the district must be used for expansion and development of diesel power generation source; keep updated information about and add land pieces to the land reserve to develop solar, wind power and other energy sources, and establish electrical grid investment and development projects according to the scheme in the district; 

- Collaborate with electricity sector community and relevant departments or industries in site clearance compensation work and guarantee of electricity route corridor safety;

- Closely collaborate with the Department of Industry and Trade and the Electricity Company of Ba Ria – Vung Tau province and other relevant affiliations in implementation of the scheme and execution of power projects in the district in accordance with applicable regulations.

Article 3. The Chief of Office of the provincial People’s Committee, the Director of Departments, such as Industry and Trade, Planning and Investment, Finance, Construction, Transport, Natural Resources and Environment; the Director of the State Treasury of the province, the Chairman of the People’s Committee of Con Dao district, the Management Board of Con Dao Development, the Director of the Electricity Company of Ba Ria – Vung Tau province, and the Head of relevant organizations or agencies, shall be responsible for enforcing this Decision./.
