DECISION
RECTIFYING THE CIRCULAR NO. 218/2013/TT-BTC OF THE MINISTRY OF FINANCE ON ADOPTING REGULATIONS ON FINANCIAL MANAGEMENT APPLIED TO PROGRAMS AND PROJECTS FINANCED BY OFFICIAL DEVELOPMENT AID FUNDS (ODA) AND FOREIGN CONCESSIONAL LOANS GRANTED BY DONORS
THE MINISTER OF FINANCE
Pursuant to the Law on promulgating legislative documents No. 17/2008/QH12 dated June 03, 2008;
Pursuant to the Government’s Decree No. 104/2004/ND-CP dated March 23, 2004 on Official Gazette of the Socialist Republic of Vietnam;
Pursuant to the Government's Decree No. 215/2013/ND-CP dated December 23, 2013 defining the functions, tasks, entitlements and organizational structure of the Ministry of Finance;
At the request of the Director of Department of Debt Management and External Finance,
HEREBY DECIDES:
Article 1. Rectifying Clause 1 Article 33 of the Circular No. 218/2013/TT-BTC of the Ministry Of Finance on adopting regulations on financial management applied to programs and projects financed by official development aid funds (ODA) and foreign concessional loans granted by donors as follows:
"1. This Circular shall come into force from February 02, 2014 and replace the Circular No. 108/2007/TT-BTC of the Ministry of Finance dated September 7, 2007 on providing guidance on regulatory financial management for ODA-funded programs or projects; the Circular No. 40/2011/TT-BTC dated March 22, 2011 on amending and supplementing the Circular No. 108/2007/TT-BTC dated September 7, 2007 and the Circular No. 107/2011/TT-BTC dated July 20, 2011 on amending Article 1 of the Circular No. 40/2011/TT-BTC dated March 22, 2011”.
Article 2. This Decision shall take effect as from the signing date and become an integral part of the Circular No. 218/2013/TT-BTC dated December 31, 2013 of the Ministry of Finance.
Article 3. The Director of Department of Debt Management and External Finance, the Secretariat of the Ministry of Finance, Heads of affiliates of the Ministry of Finance and relevant agencies shall be responsible for enforcing this Decision./.
