DECISION

APPROVING THE PROGRAM ON HI-TECH RESEARCH, TRAINING AND INFRASTRUCTURE CONSTRUCTION UNDER THE NATIONAL HI-TECH DEVELOPMENT PROGRAM THROUGH 2020

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government; Pursuant to the November 13, 2008 Law on High Technologies;

Pursuant to the Prime Minister’s Decision No. 2457/QD-TTg of December 31, 2010, approving the National Hi-Tech Development Program through 2020;

At the proposal of the Minister of Science and Technology,

DECIDES:

Article 1. To approve the Program on hi-tech research, training and infrastructure construction under the National Hi-Tech Development Program through 2020 (the Program) with the following principal contents:

I. OBJECTIVES

1. By 2015

- To research and develop some technologies on the list of high technologies prioritized for development investment to ensure the production and provision of around 10 hi-tech products and services up to international level.

- To build and develop around 15 establishments for hi-tech incubation, hi-tech business incubation and support of the production of hi-tech products; 5 establishments for hi-tech research and training of human resources for hi- tech sectors up to the regional advanced level; and 20 strong hi-tech research groups up to the regional advanced level.

2. By 2020

- To research, develop and create around 10 high technologies on the list of high technologies prioritized for development investment up to the regional advanced level.

- To build and develop around 40 establishments for hi-tech incubation, hi- tech business incubation and support of the production of hi-tech products; 20 establishments for hi-tech research and training of human resources for hi-tech sectors up to international level; and 50 strong hi-tech research groups up to the regional advanced level.

II. TASKS

1. To research, master, develop and create high technologies

a/ Developing and carrying out activities

- To research, adapt and master and develop imported technologies to ensure their stable operation, and renovate imported technological lines for making some changes in products and technological processes to suit domestic conditions.

- To research and effectively apply high technologies created from research and development results and from transferred technologies and imported technologies for the production and provision of products and services of high added value.

- To research, master, and develop imported technologies so as to improve them for the creation of hi-tech products and services.

- To research transferred technologies for the purpose of renewing technologies and raising the technological level and competitiveness of enterprises and economic sectors, contributing to stepping up the effective integration into the global and regional economies.

- To research to decode technologies and technology know-how for raising the capacity of importing technologies, designing and producing hi-tech products and creating high technologies.

- To research and create high technologies through exploiting intellectual property rights, patents, utility solutions and technological know-how.

- To develop the services of consultancy and training and activities to support technology research, development and improvement for forming hi-tech businesses and commercializing high technologies and hi-tech products.

- To apply research results for experimental creation of high technologies and hi- tech products; to apply experimental results for conducting small-scale trial production in order to improve high technologies and hi-tech products before applying them to production and life.

- To carry out technical assistance activities for research and development; protection of intellectual property rights and technology transfer; information, consultancy, training, retraining, dissemination and applicationof scientific and technological knowledge and practical experience.

b/ Prioritized technologies

- Information and communication technologies: To research and develop some technologies as a fundament for developing information and communication technologies, especially microelectronic circuit and software technology reaching the regional advanced level; technology for building modern telecommunications infrastructure and new-generation internet; next- generation network technology; technology for embedded systems; technology for identifying and processing Vietnamese texts for information technology and communication devices, automatic multilingual translation systems, development of script, image and sound identification software and devices; technology for information safety and security, software for assuring high network security and safety and information confidentiality; technology for manufacturing terminal equipment, receivers, transmitters and switches in digital terrestrial television, next-generation digital satellite television, laser data transmitters and automatic optical-circuit switches; technology for distributed computing and high performance computing, designing and integrating cloud computing systems; technology for effectively operating Vietnam’s telecommunications satellites to meet national development and integration requirements.

- Biotechnology: To research and develop gene technology to be applied in diagnosis, assessment and treatment of diseases, especially serious diseases; production of recombinant vaccines and proteins; enzyme-protein technology for food and pharmacy industries; stem cells for diagnosis, treatment, and replacement of tissues and body organs; cell and cloned embryo technology

for industrially selecting and creating new plant varieties and aquatic breeds which are resistant to diseases, high-yielding and quality in agriculture, forestry and aquaculture; creation of genetically modified plant varieties and microorganisms of high economic value; international-standard industrial microbiology technology and technology for handling environmental pollution; biofuel production technology and technology for manufacturing diagnosis kits, biochips and biosensors.

- Automation technologies: To research and develop technology for manufacturing numerically controlled machine tools and numerical control systems for machine tools, and industrial and service robots; special-use AC servo engines, multi-axis servo drives, high-precision gearboxes for robots and computerized numerically controlled (CNC) machines; computer-aided design and computer-aided manufacturing technology in industries; micro- electro-mechanical system, nano-electro-mechanical system, production of base software for manufacturing automation devices; integrating systems and manufacturing measuring devices and automatic control devices for power plants, food processing, materia medica production, oil and gas exploitation and agricultural production; high-capacity electronic control devices for electric systems and special-use industrial devices, electric equipment and electricity generation stations using wind energy, solar energy or tide energy, stirling engines, electronic converters for electricity generation stations using renewable energy, smart electricity transmission, special-use engines, and gravity cranes; digital medical equipment, biomedical electronic equipment, medical laser equipment, motors and drills for dental use.

- New material technologies: To research and develop technology for manufacturing alloy materials for the machine manufacturing industry, especially high-quality alloy steel and multifunctional alloys; technology for manufacturing new materials and super-durable and super-light construction materials; technology for manufacturing high-class and environment-friendly special-use paints; technology for manufacturing composites, polymers, electro-photonic and photonic materials and components; and nano technology.

2. To apply high technologies

- In health care: To effectively apply high technologies in disease diagnosis, treatment and prevention; in improving the quality and expanding the scale of production of vaccines, biologicals and medicines for human use; in developing diagnosis kits and medical equipment; in developing and using in a sustainable manner medicine materials and functional food; and in producing medicines from material medica and preparing medicines, especially in producing rare and precious medicines from domestic material medica.

- In environmental protection: To apply high technologies for making timely and accurate weather forecasts; warning and forecasting natural disasters, preventing and mitigating natural disasters, and managing natural disaster risks; treating wastes; and producing microbiological preparations for handling environmental pollution.

- In security and defense: To apply high technologies for manufacturing equipment, building hi-tech crime prevention and combat systems, the national security and defense system, the system for preventing and rapidly responding to information technology, biological and chemical warfare; manufacturing simple and complex substitute details and spare parts which ensure synchrony requirements while reducing the import of parts and striving to localize military equipment in line with current scientific and technological advances; exploiting, renovating, modernizing, mastering and manufacturing electronic warfare and anti-terrorist equipment; designing and manufacturing military equipment with new tactical and technical functions, contributing to increasing combat readiness under hi-tech warfare conditions.

3. To build hi-tech infrastructure

- To build and develop a number of hi-tech research institutions with modern research equipment and facilities in line with the development orientations and priorities of hi-tech parks, hi-tech agricultural zones and centralized information technology zones, aiming to attract human resources with hi-tech qualifications, creating research results which can be commercialized and new high technologies which can be used for industrial-scale production, and new products with high market potential to substitute imports.

- To build and develop some 30 hi-tech incubation and hi-tech business incubation establishments based in large universities and research institutes, hi-tech parks, hi-tech agricultural zones and centralized information technology zones. Such establishments must offer favorable conditions for hi-tech incubation and hi-tech business incubation activities, such as satisfactory technical infrastructure, professional managers and capable consultants, and ability to connect with production, research and training institutions.

- To build, develop and upgrade around 10 hi-tech laboratories with synchronous and modern research equipment and facilities up to the regional advanced level for attracting prestigious and experienced scientists.

- To build some 12 establishments to support the production of hi-tech products in decoding and improving technologies, designing and manufacturing microelectronic circuits and manufacturing precision mechanical details, which will be based in key economic regions and industrial areas accommodating many hi-tech production and service establishments. Such establishments must have modern equipment and facilities and be capable of cooperating with foreign countries in supporting the development of hi-tech products.

- To form technology transfer centers in major cities and key economic regions to support the application and production of hi-tech products and provision of hi-tech services. These centers must have modern infrastructure facilities and information systems and highly professional consultants and technicians, and be capable of cooperating with production, research and training institutions in technology transfer activities in Vietnam.

- To develop and upgrade a magazine specialized in information and communication technology, biotechnology, new material technology and automation technology.

- To build modern information infrastructure systems to support hi-tech research activities, e-libraries and e-science networks nationwide, electronic data centers and high performance computing centers. To build information systems for hi-tech application, production and hi-tech service provision enterprises.

4. To train human resources for hi-tech sectors

- To form around 50 strong hi-tech research groups with members from large universities and research institutes to research, develop and create high technologies and hi-tech products up to the regional advanced level.

- To retrain to improve professional qualifications for around 500 key leaders of hi-tech production projects; 10,000 engineers and researchers to meet the requirements of hi-tech production projects.

- To support around 20,000 students of large universities and research institutes to carry out researches and practice at science and technology institutions, enterprises and hi-tech research, application and production projects; 2,000 Vietnamese students and research students who are studying abroad to cooperate in performing the Program’s tasks and other tasks of the National Hi-Tech Development Program through 2020.

- To mobilize around 500 foreign volunteer experts and 1,000 overseas Vietnamese experts to participate in hi-tech activities at Vietnamese hi-tech training, research and production institutions.

- To form and develop around 20 hi-tech training institutions (faculties, schools or institutes) up to international level.

Article 2. Funds for the Program implementation

Funds for the Program implementation come from state budget allocations for science and technology, science and technology funds, funds of credit institutions and other lawful funding sources.

Annually, the Ministry of Science and Technology shall coordinate with the Ministry of Planning and Investment and the Ministry of Finance in allocating state budget funds for science and technology for performing the Program’s tasks.

Article 3. Responsibilities of related agencies

1. The Ministry of Science and Technology shall:

a/ Formulate a plan for implementing the Program; organize the performance of the Program’s tasks; annually examine the implementation of the Program and report it to the head of the Steering Committee for the National Hi-Tech Development Program through 2020; and review the implementation of the Program;

b/ Assume the prime responsibility for, and coordinate with the Ministry of Health, the Ministry of Natural Resources and Environment, the Ministry of National Defense and the Ministry of Public Security in, performing hi-tech application tasks; summarize human resources demands of ministries, sectors and localities for hi-tech sectors, and coordinate with the Ministry of Education and Training in training human resources for hi-tech sectors;

c/ Coordinate with related ministries, sectors and localities, organizations and enterprises in performing the Program’s tasks.

2. Ministries, sectors, localities, science and technology institutions and enterprises shall coordinate with the Ministry of Science and Technology in performing the Program’s relevant tasks.

Article 4. This Decision takes effect on the date of its signing.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall implement this Decision.-
