DECISION

AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE DECISION NO. 2406/QD-TTG DATED DECEMBER 18, 2011 OF THE PRIME MINISTER PROMULGATING LIST OF NATIONAL TARGET PROGRAMS DURING 2012 – 2015 AND DECISIONS PROMULGATING THE NATIONAL TARGET PROGRAMS DURING 2012 – 2015  

THE PRIME MINISTER

Pursuant to Government Organization dated December 25, 2001;

Pursuant to the December 16, 2002 Law on State budget;

Pursuant to the opinion of the Standing Committee of National Assembly at the documents No. 258/UBTVQH13-TCNS dated October 29, 2012 on targets, tasks, implementation duration and specific sources of component projects of each national target program during 2011 – 2015; 

At the proposal of the Minister of Planning and Investment,

DECIDES:

Article 1. To amend and supplement a number of Article of the Decision No. 2406/QD-TTg dated December 18, 2011 of the Prime Minister promulgating list of national target Programs (NT Programs) during 2012 – 2015 and Decisions promulgating the NT Programs during 2012 – 2015 as follows:

1. To amend name of Project 1 and Project 2 point a clause 2 Article 1 of Decision No. 2406/QD-TTg dated December 18, 2011 of the Prime Minister as follows:

 “- Project 1: Program 30a, including contents and tasks of Program 30a performing and supporting investment in infrastructures of the special-difficult communes at coastal plains and islands;

- Program 2: Program 135, including support for investment in infrastructure, support for production development to special-difficult communes, border communes, safe-zonal communes, special-difficult villages and hamlets;” 

2. To amend name of point a clause 6 Article 1 of Decision No. 1489/QD-TTg dated October 08, 2012 of the Prime Minister approving the national target Program on sustainable poverty reduction during 2012 – 2015 (hereinafter referred to as Decision No. 1489/QD-TTg) as follows:

 “a) Program 1: Program 30a, including contents and tasks of Program 30a implementing and supporting for investment in infrastructure of special-difficult communes at coastal plains and islands.”

3. To supplement Sub-project 3 to point a, clause 6 Article 1 of the Decision No. 1489/QD-TTg as follows:

 “- Sub-project 3: Support for development of production, education, training and vocational teaching at poor rural districts

+ Target: Support for development of sustainable agricultural and forestry production, initial production development toward small and medium-size goods production; raising people’s cultural standards; creating jobs and raising income for people in poor rural districts; implementing targets under the Resolution 30a till 2015.

+ Subjects: poor rural districts

+ Principal tasks:

• Support for the contractual assignment to care, protect forests, assignment of forest and land to plant production forests;

• Production support;

• Support for poor households in villages, hamlets of border regions in time when people have not yet had self-supply food;

• Support for officials in charge of the agricultural, forestry and fishery encouragement, service of plant protection, veterinary, food hygiene and safety to poor households so as to build centers of agricultural, forestry and fishery encouragement becoming centers of  technology and science, technical transfer and service promoting development of production in localities;

• Support for enterprises, cooperatives, farms to invest in business production, processing;

• Support for activities of commercial promotion, product introduction and advertisement; supplying market information to farmers;

• Having incentive policies to attract organizations, scientists in directly studying, applying and transferring scientific and technological advances in localities;

• Support for labor export;

• Support for education, training and vocational teaching to poor rural districts, including policies as: education and training to raise the plan of people’s cultural standards; increasing vocational teaching in association with creating jobs; training, improving capability of officials on the spot and officials at the grassroots level;

+ To assign implementation: the Ministry of Labor – Invalids and Social Affairs shall assume the prime responsibility for and coordinate with relevant Ministries and sectors in directing and organizing implementation of project.”

4. To amend name of point b clause 6 Article 1 of Decision No. 1489/QD-TTg as follows:

 “b) Project 2: Program 135, including support for investment in infrastructure, support for production development of special-difficult communes, border communes, safe zonal communes, special-difficult villages and hamlets.”

5. To amend targets and supplement operations and principal tasks in point b, clause 6 Article 1 of Decision No. 1489/QD-TTg as follows:

 “- Targets: To strengthen the key infrastructure and support for production development with the aim to increase the production qualification for people serving production, business and living activities of people in special-difficult communes, border communes, safe zonal communes, special-difficult villages and hamlets, to contribute in promoting eco-social development, improving life of people, fast and sustainable poverty reduction. 

- Principal tasks:

+ Support for production development:

• Support for activities of agricultural, forestry and fishery encouragement helping the poor to get access in services and application of scientific and technical advances to production;

• Support for building and propagate development of new production models, including: Model of transferring scientific and technical advances to plantation, livestock, processing, preservation, consumption of agricultural products; Model of restructuring the economy of communes; 

• Support for breeds, seeds, plants with high productivity; raw materials for producing veterinary drugs, pesticide;

• Support for procurement of equipment, machines, instruments used in agricultural product production, processing, preservation.”

6. To amend operational content of Project 5 in point dd and Project 6 in point e clause 8 Article 1 of the Decision No. 1228/QD-TTg dated September 07, 2012 of the Prime Minister approving the national key Program on food hygiene and safety during 2012 – 2015 as follows:

 “dd) Project 5: To ensure food hygiene and safety in agricultural, forestry and fishery production.

The operational contents of project:

- Specialized examination and inspection, inter-sector examination and inspection on agricultural, forestry and fishery food safety; original examination at countries exporting agricultural, forestry and fishery products into Vietnam as prescribed in circulars of the Ministry of Agriculture and Rural Development;

- Support for construction and application of some of models on production, models on chain linkage, advanced management programs (VietGAP, HACCP, ISO 22000...) so as to create agricultural products, fishery products as safe foods;

- Implement the national supervision programs on food safety in agriculture, forestry and fishery; assess risk, elaborate database for propagation on risk and risk management for food safety in agriculture, forestry and fishery;

- Invest in building head offices for working and supply principal equipment for Sub-Departments for quality control of agricultural, forestry and fishery products.

e) Project 6: To ensure food hygiene and safety in food production and business of industry and trade sector.

The operational contents of project:

- To apply models of advanced food hygiene and safety control such as HACCP, ISO in large area to food production and business establishments under decentralization. To guide, support implementation of conditions on food hygiene and safety, support application of system of advanced quality control to food production and business of industry and trade sector;

- To organize examination, control of handling violations in implementing regulations on ensuring food hygiene and safety on the market;

- To build and develop model of marketplaces ensured of food safety;

- To study and promote application of advanced science, technique and technology serving application of GMP, GHP and HACCP control systems for groups of processing food, in line with conditions of small and medium-size enterprises in Vietnam;

- To equip devices, means, instruments serving examination, control under management of the Ministry.”

7. The Ministry of Planning and Investment, the Ministry of Finance shall:

a) Chop VND 1,500 billion from central budget during 2013 – 2015 of component projects about media, supervision of assessment and raising capability of national target programs already been approved at Decisions No. 1489/QD-TTg dated October 08, 2012 of the Prime Minister approving the NT program on sustainable poverty reduction during 2012 – 2015; Decision No. 1228/QD-TTg dated September 07, 2012 of the Prime Minister approving the NT program on food hygiene and safety during 2012 – 2015; Decision No. 1199/QD-TTg dated August 31, 2012 of the Prime Minister approving the NT program on population and family planning during 2012 – 2015; Decision No. 1183/QD-TTg dated August 30, 2012 of the Prime Minister approving the NT program on responding to the climate change during 2012 – 2015; Decision No. 1217/QD-TTg dated September 06, 2012 of the Prime Minister approving the NT program on crime prevention and combat during 2012 – 2015; Decision No. 1203/QD-TTg dated August 31, 2012 of the Prime Minister approving the NT program on drugs prevention and combat during 2012 – 2015; Decision No. 1201/QD-TTg dated August 31, 2012 of the Prime Minister approving the NT program on employments and vocational teaching during 2012 – 2015; Decision No.  1208/QD-TTg dated September 04, 2012 of the Prime Minister approving the NT program on medical health during 2012 - 2015; Decision No. 1211/QD-TTg dated September 05, 2012 of the Prime Minister approving the NT program on Culture during 2012 - 2015; Decision No. 1210/QD-TTg dated September 05, 2012 of the Prime Minister approving the NT program on Education and Training during 2012 - 2015; Decision No. 1202/QD-TTg dated August 31, 2012 of the Prime Minister approving the NT program on HIV/AIDS prevention and combat during 2012 - 2015; Decision No. 1427/QD-TTg dated October 02, 2012 of the Prime Minister approving the NT program on using energy thriftily and effectively during 2012 - 2015 and Decision No. 366/QD-TTg dated March 31, 2012 of the Prime Minister approving the NT program on rural clean water and environmental hygiene during 2012 - 2015, transfer supplementations to 02 component projects of NT program on sustainable property reduction during 2012 – 2015 are “Program 135, including support for investment in infrastructure, support for production development to special-difficult communes, border communes, safe-zonal communes, special-difficult villages and hamlets” and “Program 30a, including contents and tasks of Program 30a performing and supporting investment in infrastructures of the special-difficult communes at coastal plains and islands”, concurrently balance fund resource in the remaining time to ensure in reaching targets of the NT program on sustainable property reduction during 2012 - 2015;

b) Balance fund corresponding to the operational contents of project 5 on “Ensuring food hygiene and safety in agricultural, forestry and fishery production” and project 6 on “Ensuring food hygiene and safety in food production and business of industry and trade sector” of the NT program on sustainable property reduction during 2012 – 2015 amended at clause 6 Article 1 of this Decision.

Article 2. Effect

This Decision takes effect on the day of its signing.

Article 3. Responsibility for implementation

Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, Heads of other agencies at Central level, the Presidents of the People’s Committees of central-affiliated cities and provinces shall implement this Decision.
