DECREE
ON THE ORGANIZATION OF THE VIETNAM STATE BANK
THE GOVERNMENT
Pursuant to the Law on Organization of the Government on
the 30th of September, 1992;
To enable the State Bank to perform its tasks as stipulated in the Banking
Ordinance on the 23rd of May, 1990, and the Ordinance on Banks, Credit
Cooperatives and Financial Companies on the 23rd of May, 1990, and the tasks, powers
and responsibilities of a Ministry or ministerial-level agency in State
management as stipulated in Decree No.15-CP on the 2nd of March, 1993 of the
Government;
At the proposal of the Governor of the State Bank, and the Minister-Chairman of
the Government Commission on Organization and Personnel,
DECREES:
Article 1.- To stipulate the apparatus of the State Bank as follows:
1.- The units assisting the Governor of the State Bank in exercising the function of State and Central Bank management of the Banks:
1. The Economic Research Department,
2. The International Relations Department,
3. The Foreign Currencies Management Department,
4. The Financial Regulations Department,
5. The Department for Management of People's Credit Organizations.
6. The Accounting-Finance Department,
7. The Credit Department,
8. The Exchange Service,
9. The Personnel Organization and Training Department,
10. The Issue - Storage - Fund Department,
11. The General Control Department,
12. The Economic Information and Banking Department,
13. The Governor's Office,
14. The Legislation Department,
15. The Bank Inspectorate,
16. The Management Department,
17. The Banking Informatic Center.
2.- The branches of the State Bank in the provinces and cities directly under the Central Government are the representatives of the Governor of the State Bank in exercising the State and Central Bank managerial function of the Banks in the provinces and cities under the Central Government.
3.- The Representative Offices of the Vietnam State Bank in foreign countries (operating as stipulated by the Government).
4.- The Banking Training and Research Center (which is a public service unit).
5.- Specialized enterprises and companies.
The tasks, powers, organizational structure and staff of the above-mentioned units shall be decided by the Governor of the State Bank, according to the common regulations of the Government.
Article 2.- This Decree takes effect from the date of its promulgation. Decree No.138-HDBT on the 8th of May 1990 of the Council of Ministers on the function, tasks and organization on the State Bank, and other stipulations made earlier on the organization of banks which are contrary to this Decree are now annulled.
Article 3.- The Governor of the State Bank, the Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, and the Presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to implement this Decree.
