DIRECTIVE

ON SPEEDING UP THE CONSTRUCTION TEMPO OF HOA LAC HI-TECH PARK

On October 12, 1998, the Prime Minister issued Decision No. 198/1998/QD-TTg on the establishment of Hoa Lac Hi-Tech Park. However, so far, the construction of Hoa Lac Hi-Tech Park has been proceeded very slowly, and one of the reasons therefor is that the concerned agencies have not paid due attention to the work of ground clearance. In order to step up the construction tempo of Hoa Lac Hi-Tech Park, the Prime Minister instructs the below agencies to quickly fulfill the following tasks:

1. The People’s Committee of Ha Tay province:

To assume the prime responsibility and closely coordinate with Hoa Lac Hi-Tech Park Management Board in completing the procedures and making the compensation for ground clearance of the whole area of 200 hectares of Step 1, Stage I, so as to complete the ground clearance of this site before June 30, 2002; to prepare conditions for the implementation of the next step, definitely clearing the ground of the remaining land area of Stage 1, then the whole remaining land area under the overall planning on Hoa Lac Hi-Tech Park already approved by the Prime Minister.

To implement the provisions in Article 6 of the Prime Minister�s Decision No. 98/2001/QD-TTg of June 26, 2001 to hand over the remaining land area (of the total acreage of 1,650 hectares) to Hoa Lac Hi-Tech Park Management Board before April 30, 2002.

To widely announce, propagate and educate people to strictly observe the Prime Minister�s Decision on the overall planning on Hoa Lac Hi-Tech Park; timely and strictly prevent and handle organizations and individuals that commit acts of illegal land transfer, sale and purchase, as well as illegal construction in the area planned for Hoa Lac Hi-Tech Park according to current regulations on land management and use.

2. The Ministry of Construction:

To expediously approve the detailed planning on Dong Xuan new urban center (including Dong Xuan re-settlement quarters) and report the implementation results to the Prime Minister before March 30, 2002.

3. The Ministry of Defense:

To expeditiously the prime responsibility and coordinate with Hoa Lac Hi-Tech Park Management Board, the People�s Committee of Ha Tay province and the General Department of Land Administration in completing in the first quarter of 2002 the procedures for submission to the Prime Minister for issuance of, a decision on recovering the land in the area planned for Hoa Lac Hi-Tech Park, which is managed by the Ministry of Defense, for handing over to Hoa Lac Hi-Tech Park Management Board.

To appoint one unit having functions, experiences and capability to carry out the project on sweeping bombs, mines and explosives on the remaining land area of Hoa Lac Hi-Tech Park Planning (outside the acreage of 200 hectares of Step 1, Stage 1).

4. Hoa Lac Hi-Tech Park Management Board:

To assume the prime responsibility and coordinate with the People’s Committee of Ha Tay province and the concerned agencies in working out the plan on ground clearance of the whole remaining land area planned for Hoa Lac Hi-Tech Park (outside the acreage of 200 hectares of Step 1, Stage 1) and submitting it to competent authorities for the latter to have grounds for the allocation of fundings for compensation and ground clearance.

5. Vietnam Electricity Corporation:

To build a high-voltage and low-voltage electricity supply system, meeting the electricity demand in Hoa Lac Hi-Tech Park in accordance with the construction tempo.

6. Post and Telecommunications Corporation:

To build, and organize the exploitation of, the telecommunications infrastructure, meeting the use demand in accordance with the construction tempo and operation of Hoa Lac Hi-Tech Park.

7. The Ministry of Planning and Investment and the Ministry of Finance:

To timely allocate budget capital for the deployment of projects on building Hoa Lac Hi-Tech Park once they are approved by competent authorities.

8. The Ministry of Science, Technology and Environment:

To quickly compile legal documents on the organization and operation of the Hi-Tech Park as well as preferential policies for investors in the Park, and submit them to the Government for promulgation in the second quarter of 2002 so as to create favorable conditions for the attraction of investment in Hoa Lac Hi-tech Park.

9. The Steering Committee for ground clearance for projects in Hoa Lac area:

To focus on directing and urging agencies to complete their assigned tasks related to the relocation and re-settlement of local people, as well as the ground clearance of the area planned for Hoa Lac Hi-Tech Park strictly according to the schedule prescribed in this Directive.

10. In principle, to agree on the assignment of the responsibility to act as the main coordinator for the implementation of investment projects on building infrastructure in Hoa Lac Hi-Tech Park to a capable and prestigious State enterprise; Hoa Lac Hi-Tech Park Management Board shall reach agreement with the Ministry of Construction and carry out the work according to current regulations.

The Ministers of Construction; Defense; Planning and Investment; Finance; Science, Technology and Environment; the President of the People’s Committee of Ha Tay province, the General Director of Vietnam Electricity Corporation; the General Director of Post and Telecommunications Corporation; the Head of the Steering Committee for Ground Clearance for Hoa Lac projects and the Head of Hoa Lac Hi-tech Park Management Board shall have to organize the implementation of this Directive.
