The Vietnam General Confederation of Labor hereby makes a number of amendments to the Trade Union financial regulations dated March 7, 2014 as follows:

1- Basis for Decisions of Presidential Council of Vietnam General Confederation

The Vietnam Trade Union charter dated 2014 is applied rather than the charter dated 2013.

2- Guidance No.258/HD-TLDD on trade union dues:

“The maximum monthly union dues shall be 10% of the basic salary” stipulated in clause 1.1.4, Section I shall be amended as follows:

“Every unionist of non-state enterprises (including joint-stock companies whose controlling interest is not held by the State); non-public service providers that do not follow the State’s salary schedule or rankings; cooperative federations, foreign organizations and international organizations operating in Vietnam, executive offices of foreign parties under business cooperation agreements  located in Vietnam shall monthly pay a union due of 1% of their salary on which the social insurance is calculated under the Law on Social Insurance but not exceed 10% of the basic salary under the State’s regulations.”

3- Collection, spending and management of enterprises' labor union budgets issued together with the Decision No.272/QDD-TLDD

In clause 3.3.7, Article 6 (page 6, line 12 from the bottom upwards), the phrase "đảm việc nước giỏi việc nhà" shall be adjusted into "giỏi việc nước đảm việc nhà".

4- The competence to allocate trade union proceedings issued together with the Decision No.270/QDD-TLDD

The year "2013” mentioned in Article 5, page 3, line 10 in descending order shall be amended into "2014".
