To: Departments of Customs of provinces, cities.
In reply to inquiry about declaration of transportation (OLA) regarding letters, parcels of exported, imported goods sent via postal services of appointed enterprises, the General Department of Customs hereby gives the guidance as follows:
1. Customs procedures applied to postal items which have been exported or imported under customs transit as prescribed in Article 51 of Circular No. 38/2015/TT-BTC dated March 25, 2015 and the Official Dispatch No. 10169/BTC-TCHQ dated July 27, 2015 on guidelines for customs procedures applied to goods under customs supervision. Regarding the list enclosed with declaration of transportation (OLA), the form No. 01 (enclosed with the Official Dispatch) shall be used.
2. Regarding entry “Ref No. of goods (Ref No. of B/L/AWB)” in declaration of transportation (OLA) of the imported postal item:
a) Use Serial No. on the form No. CN37/CN38 (Delivery Bill) to declare the item “Ref No. (No. B/L/AWB)" on the declaration of transportation (OLA).
b) If CN37/CN38 form has no number or is lost, the enterprise shall make a declaration according to the principle as follows: 06 first digits is the code of outward post office of exchange, 02 following digits is the code of inward post office of exchange, and subsequent digits of the serial number is given and tracked by the enterprise.
3. Regarding entry “Description” on declaration of transportation (OLA), specify it “postal items”.
4. The postal enterprise shall send to dispatching Sub-department of Customs and receiving Sub-department of Customs a list of personnel who are authorized to sign the delivery bill CN37/CN38/export declaration (Form 01).
5. If any problem arises during the transport of goods, the Department of Customs of province/city shall require the postal enterprise to communicate with the original post office to take information about the goods, parcels.
