To: Task forces Project 30 in provinces and cities under central management
In order to give guidance on implementing pilot inventories as specified in Official document 126/CCTTHC dated 04 November 2008, the Prime Minister’s Special Task Force (STF) requests Task forces in provinces and cities under central management to implement pilot inventories as follows:
1. Selection of commune, district units for pilot inventories is based on local population, area factors and local specific geographical, natural, social and economic factors.
2. Selected communes and districts shall be responsible for conducting inventories of administrative procedures being used at their localities as the instruction in Official documents 126/CCTTHC dated 04 November 2008 issued by STF.
Provincial Task forces shall send their officers to selected communes and districts to give guidance, support and supervise, and take part in inventories by those communes and districts.
3. Upon the receipt of Forms 1 from communes and districts assigned to implement pilot inventory, provincial Task forces shall check the quality of Forms 1 under the guidance of Official document No.88/CCTTHC. If any Forms are not correctly filled in as the guidance attached to Official document No.126/CCTTHC, provincial task forces will return the forms and require for improvements.
4. Upon the receipt of improved Forms 1, provincial task forces shall examine, synthesize to eliminate duplicate administrative procedures being used at selected communes and districts to develop a unified list of administrative procedures being implemented in pilot communes and districts (including the list of APs and completed Forms 1).
5. Provincial Task Forces shall send the unified list of administrative procedures along with all related documents attached to Forms 1 to other communes, districts within their respective localities.
These communes and districts shall be responsible for examining, comparing the contents of administrative procedures being implemented in their localities with the unified list of administrative procedures and documents attached therewith. Comparison results shall be made in writing and sent to respective provincial Task Forces, covering the following contents:
a) A list of administrative procedures implemented in commune and districts which are exactly the same as those in the unified list of administrative procedures.
b) A list of administrative procedures implemented in communes and districts whose names are identical but different contents from those in the unified list of administrative procedures (based on the contents of Form 1)
c) A list of administrative procedures being implemented in communes and districts but not listed in the unified list of administrative procedures.
For each administrative procedure listed in points b and c, communes and districts shall fill in Form 1 under the guidance of Official document 126/CCTTHC and attach all related documents, administrative forms and declaration.
6. Upon the receipt of comparing results from the remaining communes and districts, provincial Task Forces shall check the quality of Forms 1 for administrative procedures listed in point b and c as stated in the inventory process. Provincial Task Forces shall be responsible for inputting all administrative procedures inventoried at commune and district level into the e-Guillotine database.
Provincial task forces are required to organize and implement inventories in accordance with this guidance of the Special Task Force./.
