To agree the implementation of Notice No.197/TB-BCT dated May 06, 2011 on the import of liquor, cosmetics, mobile phones and Circular No.20/2011/TT-BCT dated May 12, 2011 stipulating addition of procedures of importing passenger cars of 09 seats or less of the Ministry of Industry and Trade, Ministry of Industry and Trade proposes the General Department of Customs to guide the inferior customs units a number of contents related to written authorization, appointment of importers, distributors as follows:

The written authorization is an agreement between the concerned parties. However, the contents of the written authorization should include some basic contents as follows:

- Name and address of authorizing traders.

- Name and address of authorized traders.

- Scope of authorization (import, distribution of goods in Vietnam).

- Names of goods, the trademark to be authorized.

- Duration of authorization.

The language of the written authorization is Vietnamese, English, or bilingual one in Vietnamese and English. Authorizing traders must be the manufacturers, the firms owning lawfully the trademarks or foreign traders having the right to distribute such goods in Vietnam in the case the manufacturers, firms owning lawfully such trademark do not directly authorize.
