RESOLUTION

PROMULGATING THE ACTION PROGRAM FOR IMPLEMENTATION OF THE RESOLUTION NO.13/NQ-T.U, OF JANUARY 16, 2012, OF THE PARTY CENTRAL COMMITTEE ON SYNCHRONOUS INFRASTRUCTURE CONSTRUCTION AIMING TO MAKE VIETNAM TO BASICALLY BECOME A MODERNITY-ORIENTED INDUSTRIAL COUNTRY BY 2020

THE GOVERNMENT

Pursuant to the Law on Organization of the Government, of December 25, 2001;

Pursuant to the Resolution No. 13/NQ-TU of January 16, 2012, of 4^th Congress of the XI^th Party Central Committee;

At the proposal of the Minister of Planning and Investment,

RESOLVES:

Article 1. To promulgate together with this Resolution the Government's action program for implementation of the Resolution No. 13/NQ-TU of January 16, 2012, of the XI^th Party Central Committee on synchronous infrastructure construction aiming to make Vietnam to basically become  a modernity-oriented industrial country by 2020.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of People's Committees of centrally-affiliated cities and provinces shall implement this Resolution.

ACTION PROGRAM

FOR IMPLEMENTATION OF THE RESOLUTION NO.13/NQ-T.U OF JANUARY 16, 2012, OF THE PARTY CENTRAL COMMITTEE ON SYNCHRONOUS INFRASTRUCTURE CONSTRUCTION AIMING TO MAKE VIETNAM TO BASICALLY BECOME A MODERNITY-ORIENTED INDUSTRIAL COUNTRY BY 2020
(Promulgated together with the Government's Resolution No. 16/NQ-CP of June 08, 2012)

In order to successfully implement the Resolution No. 13/NQ-TU of January 16, 2012, on synchronous infrastructure construction aiming to make Vietnam to basically become a modernity-oriented industrial country by 2020 (hereinafter referred to as the Resolution No.13), the Government promulgates an action program (hereinafter referred to as the Program) with the following main contents:

I. THE OBJECTIVES AND REQUIREMENTS OF PROGRAM

1. The program identifies the main, general and overall tasks of Government in order to direct and perform successfully the objective of constructing a synchronous infrastructure system aiming to make Vietnam to basically become a modernity-oriented industrial country by 2020.

2. The program has a general and long-term vision with specific tasks of constructing a synchronous infrastructure system, concentrating on development of key technical infrastructure sectors satisfying requirements of national industrialization and modernization, has investment divergence and priority for important projects creating a breakthrough for development and big pervasive impact.

3. The program serves as a basis for Ministries, Central agencies and localities to make action plans within their functions, and tasks in order to direct and organize the drastic implementation of the objectives and tasks set down in the Resolution No.13. Tasks set down in the program must be balanced with resources may mobilize for perform successfully the objectives of the Resolution No.13. And concurrently, it serves as a basis for inspection, supervision and preliminary and final review of the program’s performance.

II. MAIN TASKS

1. General tasks

- To concentrate on review and completion of institutions in order to enhance the quality of infrastructure development planning; to elaborate the Planning Law and the Irrigation Law; to amend and supplement the Land Law, the Investment Law, the Law on Public Investment, the Urban Law, and other related laws and legal documents aiming to create a favorable legal framework and environment to attract and use effectively all resources for investment in infrastructure and concurrently, ensure harmonious interests for investors, including foreign investors.

- To review, adjust or supplement the economic and social infrastructure development planning of branches, zones and localities, ensuring synchrony and connectivity in internal branch, inter-branches and inter-zones in whole country scope and satisfying the industrialization and modernization requirements.

- To perform solutions, mechanisms and policies aiming to exploit and mobilize maximally all resources for the investment in construction of infrastructure systems. To concentrate on amending laws on land recovery, compensation and resettlement support upon land recovery and ground clearance under direction of shortening the time as soonest, facilitating for construction of infrastructure works, in especially for key works.

2. Specific tasks

a/ For transport infrastructure

- To make a feasible scheme on raising capital to invest in synchronous development of the transport infrastructure system by 2020.

- To review, adjust or supplement the transport development strategy till to 2030, and the national railway transport development strategy till to 2020, with a 2050 vision.

- To review, amend or supplement the Vietnam road transport development planning till to 2020, and oriented to 2030, the Vietnam railway transport development planning till to 2020, and oriented to 2030.

- To concentrate on improving and expanding national highway 1A to 4 lanes, striving to complete Hanoi-Can Tho route by 2016. To prioritize investment in construction of some expressway sections of the North-South route; roads linking Hanoi and Ho Chi Minh City to important ports and transport hubs. To raise capital to invest in interconnecting of Ho Chi Minh road and in upgrading its section running through the Central Highlands. To selectively invest in sections with poor- weak infrastructure on the coastal roads associated with sea dikes. To interconnect the northern, western and southwestern border roads. To upgrade some the East-West economic corridor roads.

- To concentrate on and prioritize for upgrading and modernizing the existing North-South railway; to continue studying feasibility projects on a high-speed railway in order to have appropriate construction investment plans; to study investment in construction of 1,435 m-gauge railway routes linking Ho Chi Minh City to Vung Tau and Ho Chi Minh City to Can Tho; to develop urban railways and inner-city and suburban railway systems in Hanoi and Ho Chi Minh City.

- To concentrate on and prioritize for investment in construction of Lach Huyen international seaport (Hai Phong) and Cai Mep-Thi Vai port (Ba Ria-Vung Tau); to encourage foreign investors to invest in development of Van Phong international transshipment port (Khanh Hoa).

- To upgrade main inland waterway routes; to upgrade and newly build some centre ports, cargo and passengers stations in the Mekong River and Red River deltas.

- To concentrate on investment in upgrading 5 airports of Noi Bai, Tan Son Nhat, Da Nang, Can Tho and Cam Ranh. To raise capital resources to invest in the early construction of Long Thanh international airport.

- To perform synchronous and drastic solutions in order to solve traffic congestion in big urban centers in Hanoi and Ho Chi Minh City.

- To elaborate mechanisms and policies on investment in development of main transport types and transport works under BOT, BT and PPP forms.

b/ For electricity supply infrastructure

- To elaborate a feasible scheme on raising capital to invest for electricity supply infrastructure development by 2020.

- To elaborate a scheme on information technology application in the management, exploitation and operation of the national electricity system and smart electricity network system in big urban areas.

- To concentrate on investment in performance of hydropower and thermo power plants schedule under Electricity Planning 7, and prioritize to power plants with output of over 1,000 MW.

- To elaborate an overall scheme on “Electricity supply for hamlets, villages having not yet had electricity in the 2011-2020 period”, ensuring the target that by 2020, basically all rural households will have electricity.

- To concentrate on investment in renovating and upgrading rural electricity grids, expanding electricity grids to rural, border and island areas, and concurrently, ensuring safety and reducing electricity loss.

- To accelerate the construction of Ninh Thuan nuclear power plants I and II in order to by 2020 put one nuclear generating set into operation.

c/ For irrigation and climate change response infrastructure

- To elaborate a feasible scheme on raising capital for irrigation and climate change response infrastructure development till to 2020.

- To review, adjust or supplement irrigation planning of the Mekong River delta, Red River delta and Central areas in the condition of climate change and rising of sea level; and anti-inundation irrigation planning for big cities; to adjust the planning on the sea dam system running from Quang Ninh province to Quang Nam province, considered together with climate change and traffic; to adjust planning on flood prevention and control and the dike of the Red River- Thai Binh river system.

- To elaborate and perfect the system of standards and technical regulations on irrigation works construction and exploitation in the climate change condition.

- To continue to perform the investment program on consolidation, protection and upgrading of sea dikes and river dikes, including:

+ For sea dikes, to implement the program on consolidation, protection and upgrading of sea dike system from Quang Ninh province to Quang Nam province; and the program on consolidation and upgrading of sea dikes from Quang Ngai province to Kien Giang province ensuring the proactive prevention and combat of flood, storm and rising of sea level and restraining damages caused by natural disasters, in combination with the coastal road system.

+ For river dikes, to implement the program on upgrading the system of river dikes till to 2020, to concentrate on the consolidation and upgrading of dike routes aiming to ensure safety of flood prevention as designed and strive to prevent from higher flood; to combine the river dike system with roads.

- To concentrate on investment in upgrading and modernizing irrigation systems: To completely investment in each system, upgrade and modernize key works, canals and operation control equipment in order to promote designed capacity and raise servicing capacity.

- To continue performance of the program on ensuring safety of reservoirs, upgrading key works of reservoirs ensuring according to the high safety standard, especially big reservoirs in the Central area and the Central Highlands.

- To continue performance of the program on investment in storm shelters for fishing ships, aiming to ensure safety of humans and fishing ships and restrain damages caused by storms at the lowest degree.

- To invest in construction of the multi-purpose and priority irrigation works, projects serving economic development, proactive prevention from and control of natural disaster and climate change response.

- To continue performance of anti-inundation solutions in big cities such as Hanoi, Ho Chi Minh City and Can Tho.

To concentrate on investment in construction of irrigations works which serve agricultural restructuring; to build small-scale irrigation works in mountainous and island areas to create water sources for daily-life and production activities of people in deep-lying, remote, border and island areas in association with the programs on hunger eradication and poverty reduction, population stabilization and security and national defense assurance.

- To perform investment in construction in order to early perfect system warning natural disaster, flood, storm, landslide, earthquake and tsunami in whole country.

- To elaborate a program on survey and search for underground water sources in order to supply water for daily-life activities in high mountain areas and areas where water source is scarce.

d/ For urban infrastructure

- To review and adjust construction planning, planning on water supply, drainage and solid waste treatment in big urban areas, Hanoi city, Ho Chi Minh City and key economic regions.

- To elaborate schemes on raising capital to invest in urban infrastructure development in Hanoi and Ho Chi Minh City through 2020 according to approved master plans.

- To concentrate on performance of social housing development programs in Hanoi, Ho Chi Minh City and some urban centers in other regions in whole country.

- To formulate a scheme on mobilizing resources for the investment in construction of water supply and drainage systems and solid waste treatment systems in scope of whole country.

- To concentrate on performance of the program against clean water and water charge losses.

- To concentrate on performance of the program on solid waste treatment investment.

- To concentrate on investment in the upgrading, renovation, expansion and newly construction of main entry and exit roads, centripetal roads, stereoscopic intersection at big crossovers, urban detour and belt roads and big bridges in Hanoi and Ho Chi Minh City.

e/ For industrial park and economic zone infrastructure development

- To review, supplement and adjust planning of economic zone and industrial park development in association with planning of residential areas in conformity with the new situation.

- To concentrate on directing and organizing economic zone and industrial park infrastructure development, ensuring to basically settle the shortage of houses and essential social infrastructure (crèches, kindergartens, schools, medical examination and treatment services, etc.) for laborers in industrial park.

f/ For commercial infrastructure

- To elaborate an investment scheme on development of commercial infrastructure, supermarkets, commercial centers, shopping centers in big goods production and consumption centers such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Dak Lak, and urban areas with gateway ports, economic zones, border-gate economic zones and other regional centers.

- To elaborate a scheme on investment in development of farm product wholesale markets, large-scale distribution centers and wholesale centers for each group of agricultural products and convenience stores in rural areas; specialty stores, supermarkets, commercial centers and shopping centers in cities and towns.

- To elaborate a scheme on investment in development of the e-commercial system.

g/ For information infrastructure

- To elaborate a feasible scheme on raising capital to invest on information infrastructure development through 2020.

- To review, urge and supervise performance of projects on investment in development of post and telecommunications system. To concentrate on investment in building in information technology and communication infrastructure system linked with international, forming an information superhighway in the country and linked with international.

- To elaborate a scheme on investment in information technology application into the management, exploitation and operation of economic and social infrastructure systems and the whole economy.

- To elaborate a scheme on investment in information technology application into education and training, development of e-textbooks and online training, etc. aiming to satisfy the requirements of renovation of teaching and learning methods, examination and education quality assessment.

- To elaborate a scheme on investment in development of an intelligent health system aiming to raise the quality of health services, contribute to save costs and restrain overload in hospitals.

- To elaborate an program on investment in enhancing capacity to develop information technology human resources reaching international standards; to increase technology mastering capacity, research and development capacity and ability to master source technologies, manufacture core and key information technology products; to raise capacity, effect and effectiveness in the management of the information infrastructure system and information contents serving the leadership, direction and administration of the Party and State; to develop the national information technology capacity to satisfy the demand of social information provision and exchange, boost socio-economic development, and ensure national defense and security and information safety and security and national sovereignty in the cyberspace.

- To concentrate on investment in the development of the information technology industry, boosting the fast growth of the software industry. To build national key information technology zones.

- To elaborate national databases on citizens, land, houses and enterprises. To perform the projects on e-identity card and e-government in scope of whole country.

h/ For education and training, science and technology infrastructure

- To elaborate a feasible scheme on raising capital to invest in education and training infrastructure development till to 2020.

- To review and adjust planning on development of a network of universities, colleges and professional secondary schools.

- To elaborate a scheme on investment in development of setting up high-quality vocational training schools in regional centers.

- To concentrate on performance of projects to develop a network of universities, colleges and professional secondary schools under planning in big urban centers, especially in Hanoi and Ho Chi Minh City.

- To concentrate in investment in setting up some high-quality universities up to international standards, and step by step form international-standard universities in Hanoi, Ho Chi Minh City and big regional urban areas.

- To continue performance of the program on solidification of schools, classrooms and public-duty houses for teachers in special-difficulty communes, border and island areas; and schemes on upgrading facilities and raising training capacity for universities of regional level and whole country.

- To concentrate on development of science and technology to directly serve for production, attaching special importance to science and technology human resources and infrastructure systems directly servicing for production; to promote potential of basic sciences and research and development to serve for production.

- To elaborate mechanisms and policies to encourage all economic sectors and foreign investors to develop science and technology human resources and technical infrastructure to directly serve for production, encouraging technological renovation and use of modern technologies. To study and propose policies and mechanisms to associate national key laboratories with technological parks.

i/ For health infrastructure

- To elaborate a feasible scheme on raising capital to develop health infrastructure till to 2020.

- To review, adjust or supplement the planning on health system development of Vietnam, clearly identifying functions of the hospital system to have effective investment plans.

- To elaborate a scheme on investment in remedying overload in central hospitals and final general hospitals in association with setting up a medical examination and treatment network according to technical lines from low to high, ensuring its continuity in professional level; to concentrate on investment in the additional development of final-level hospitals in Hanoi and Ho Chi Minh City.

- To elaborate a scheme on investment in upgrading the system of traditional medicine hospitals nationwide.

- To concentrate on completion of the construction, renovation and upgrading of provincial-level and district-level hospitals and tuberculosis, mental, tumor and pediatric hospitals in mountainous and difficult provinces.

- To elaborate a scheme on investment in development of the synchronous preventive medicine establishment system; a scheme on upgrading system of medical and pharmaceutical institutes and medical technique institutes in whole country. To prioritize key institutions (Hanoi Medical University, Ho Chi Minh City Medical and Pharmaceutical University, Hanoi Pharmaceutical University Hue Medical and Pharmaceutical University and Can Tho Medical and Pharmaceutical University) and key research institutes.

- To perform the pilot scheme on some mechanisms and policies for on-demand treatment centers applying advanced therapy techniques and developing intensive healthcare; to invest in some high-quality medical examination and treatment establishments in Hanoi, Ho Chi Minh City and regional-level urban centers.

k/ For development of cultural, sports and tourism infrastructure

- To elaborate a scheme on synchronous investment in cultural and sports institution systems at all levels and recreation and entertainment centers for children in scope of whole country.

- To elaborate a scheme on construction of some large and modern cultural and sports works in Hanoi, Ho Chi Minh City and some other big cities.

- To elaborate a scheme on investment in tourism infrastructure development in order to promote the strengths and effectively exploit the potential of each locality.

III. ORGANIZATION OF IMPLEMENTATION

- On the basis of thoroughly grasping and closely following the 2011-2020 socio­-economic development strategy, national development direction, tasks for the 2011-2015 five-year period, under the Resolution of the XI^th Party Congress, the Resolution No.13, bases on principal tasks of the program and their assigned functions and tasks, Ministries, Ministerial-level agencies, Government-attached agencies, provincial-level People's Committees and relevant agencies shall details and promptly and effectively perform  the program (the task assignment table enclosed herewith).

- Ministers, heads of Ministerial-level agencies, heads of Government-attached agencies, chairpersons of provincial-level People's Committees shall direct, inspect and urge the program performance. Ministries, branches and localities shall send annual reports on the program performance to the Prime Minister and the Ministry of Planning and Investment for monitoring and summarization.

- The Minister of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, branches and localities in, monitoring and urging the program performance and periodically report and propose to the Prime Minister for necessary measures to ensure the effective performance of the program.

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, elaborating plans on allocation of funding sources, guiding the estimation and use of funds for the performance of tasks assigned in the program and related jobs in order to successfully perform the Resolution No.13.

- The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Central Commission for Propagation and Education, the Vietnam Fatherland Front Central Committee and other ministries, branches and localities to organize public information and communication as well as widely disseminate the program to organizations, agencies and people in scope of whole country.

- In the course of implementation, if it is necessary to supplement or adjust the program, ministries, ministerial-level agencies, government-attached agencies, provincial-level People's Committees, central agencies and social unions shall actively send proposals to the Ministry of Planning and Investment for summarization and reporting to the Prime Minister for consideration and decision.-
