DECREE
ADDING A NUMBER OF SUBSTANCES TO THE LIST OF NARCOTICS AND PRE-SUBSTANCES, ISSUED TOGETHER WITH THE GOVERNMENTS DECREE NO. 67/2001/ND-CP OF OCTOBER 1, 2001
THE GOVERNMENT
Pursuant to December 25, 2001 Law on Organization of the Government;
Pursuant to December 9, 2000 Law on Drug Prevention and Combat;
At the proposals of the Minister of Public Security; the Minister of Health; the Minister of Industry and the Minister of Science and Technology,
DECREES:
Article 1.- To add ketamine substance to List III Toxic narcotic pharmaceuticals which are permitted for use in analysis, test, scientific research and criminal investigation or in medical field according to therapeutic requirements, issued together with the Governments Decree No. 67/2001/ND-CP of October 1, 2001.
2. To add the following substances to List IV Chemicals which are indispensable in the process of narcotic production and preparation, issued together with the Governments Decree No. 67/2001/ND-CP of October 1, 2001:

Article 2.- The research into, expertise, production, transportation, preservation, storage, sale, purchase, distribution, use, handling, exchange, importation, exportation and transit of, substances prescribed in Article 1 of this Decree must comply with the provisions of the Law on Drug Prevention and Combat as well as other relevant law provisions.
Article 3.- The Ministry of Industry, the Ministry of Health and the Ministry of Public Security shall, within the scope of their functions and tasks, have to specify and organize the management of substances prescribed in Article 1 of this Decree in accordance with healthcare, production and business requirements.
Article 4.- This Decree takes effect 15 days after its publication in the Official Gazette.
The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the provincial/municipal Peoples Committees shall have to implement this Decree.
