CIRCULAR
ON THE NATIONAL TECHNICAL REGULATION ON ANIMAL FEED
Pursuant to the Law of Technical Standards and Regulations dated June 29, 2006;
Pursuant to the Ordinance on Livestock breeds dated March 24, 2004;
Pursuant to the Government’s Decree No. 199/2013/ND-CP dated November 26, 2013 on the regulations on functions, missions, authority and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government’s Decree No. 08/2010/ND-CP dated February 05, 2010 on the management of animal feed;
At the requests of the Head of Department of Science, Technology and Environment and the Head of Department of Livestock Production,
Minister of Agriculture and Rural development promulgates the national technical regulation on animal feed.
Article 1. This Circular is enclosed with 01 national technical regulation on animal feed:
National technical regulation on: Animal feed - Maximum level of mycotoxins, heavy metals and microorganisms in compound feeds for livestock.

Article 2. Effect
1. This Circular takes effect as of January 26, 2017.
2. This Circular replaces the Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 by the Minister of Agriculture and Rural development on the national technical regulation on animal feed and the Circular No. 23/2012/TT-BNNPTNT dated June 18, 2012 by the Minister of Agriculture and Rural development on amendments to the national technical regulation on animal feed under the Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 by the Minister of Agriculture and Rural development.
Article 3. Transition
The conformity of animal feeds as announced according to the national technical regulation under the Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 by the Minister of Agriculture and Rural development prior to the effective date of this Circular shall remain valid in 03 years from the date that the relevant Department of Agriculture and Rural development notifies of its admission of the conformity announcement.
Article 4. Implementation
Chief of Office of the Ministry; Head of Department of Science, Technology and Environment; Head of Department of Livestock Production, heads of organizations and individuals concerned shall be responsible for implementing the Circular.
Difficulties ensuing during the progress of implementation shall be reported to the Ministry of Agriculture and Rural development for revision./.

NATIONAL TECHNICAL REGULATION ON ANIMAL FEED - MAXIMUM LEVEL OF MYCOTOXINS, HEAVY METALS AND MICROORGANISMS IN COMPOUND FEEDS FOR LIVESTOCK
Preamble
QCVN 01 - 183:2016/BNNPTNT is compiled by the Department of Livestock Production, presented by Department of Science, Technology and Environment for approval and promulgated under the Circular No. 27/2016/TT-BNNPTNT dated July 26, 2016 by the Minister of Agriculture and Rural development.
NATIONAL TECHNICAL REGULATION ON ANIMAL FEED - MAXIMUM LEVEL OF MYCOTOXINS, HEAVY METALS AND MICROORGANISMS IN COMPOUND FEEDS FOR LIVESTOCK
1. GENERAL
1.1. Scope
This Regulation defines the maximum level of mycotoxins, heavy metals and microorganisms in compound feeds for livestock, including the total mixed ration and concentrated feeds for pig, chicken, quail and duck and the concentrate mix for calf and beef cattle.
1.2. Regulated entities
This Regulation applies to organizations and individuals engaged in the trade in feeds for livestock in Vietnam.

1.4. Terminology
In this Regulation, the following phrases are construed as follows:
1.4.1. Total mixed ration is a formula-based mixture of various feed ingredients providing adequate nutrients to sustain the life and productivity of domestic animals by growth stage or production cycle without the addition of any other feeds but drinking water.
1.4.2. Concentrated feed is a blend of feed ingredients in which the content of nutrients exceeds that required by domestic animals and is mixed with other ingredients to compose the total mixed ration.
1.4.3. Concentrate mix for calf and beef cattle is a formula-based mixture of various feed ingredients and is combined with dry feed to provide adequate nutrients that sustain the life and productivity of calf and beef cattle.
1.4.4. Total aflatoxin content refers to the total content of aflatoxins B1, B2 and G1, G2.
1.4.5. Immature livestock refers to:
- Baby pig: from 01 to 45 days of age or from birth to 15 kg.
- Chick, baby quail and duck: from 01 to 28 days of age.
- Calf: Under 06 months of age.
2. TECHNICAL PRESCRIPTION
2.1. Maximum level of mycotoxins
The maximum level of total aflatoxins in total mixed ration and concentrated feed for pig, chicken, quail and duck and in concentrate mix for calf and beef cattle is specified in Table 1.

2.2. Maximum level of heavy metals
2.2.1. Total mixed ration and concentrate mix for calf and beef cattle
The maximum level of heavy metals in total mixed ration for pig, chicken, quail and duck and in concentrate mix for calf and beef cattle is specified in Table 2.

2.2.2. Concentrated feed
The maximum level of heavy metals in concentrated feed for pig, chicken, quail and duck is determined via the following equation:
A = (B x 100)/C, where:
A is the maximum level of a heavy metal in concentrated feed (mg/kg or ppm);
B is the maximum level of such heavy metal in total mixed ration as specified in this technical Regulation (mg/kg or ppm);
C is the maximum proportion (%) of concentrated feed to a mixture as officially guided or shown on label.
2.3. Maximum level of microorganisms
The maximum level of microorganisms in total mixed ration and concentrated feed for pig, chicken, quail and duck and in concentrate mix for calf and beef cattle is specified in Table 3.

2.4. Sampling, sample preparation and assay
2.4.1. Sampling
Pursuant to TCVN 4325:2007 (ISO 06497:2002) or equivalent method.
2.4.2. Sample preparation
Pursuant to TCVN 6952:2001 (ISO 14718:1998) or equivalent method.

* If a method of assay specified in this Regulation is:
- - revised, supplemented or replaced, the new method shall prevail.
- confirmed by competent authorities to be equivalent to another method, the other equivalent method shall be also applicable.
3. MANAGEMENT REGULATION
3.1. Announcement of conformity
Total mixed ration and concentrated feed for pig, chicken, quail and duck and concentrate mix for calf and beef cattle from the organizations and individuals specified in Clause 1.2 of this Regulation have to meet technical requirements defined in this Regulation.
Feed vendors specified in Clause 1.2 of this Regulation, before selling feed in the market, have to fulfill the procedure of conformity announcement with the Department of Agriculture and Rural development of the province where such vendors have registered their business activities as per regulations.
3.2. Assessment of conformity
3.2.1. Method for assessment of conformity
Assessments shall incorporate method 5 or method 7 defined in the Circular No. 55/2012/TT-BNNPTNT dated October 31. 2012 by the Minister of Agriculture and Rural development on guidelines for the designation of organizations certifying and announcing conformity under the management of the Ministry of Agriculture and Rural development.
3.2.2. Evaluation for conformity announcement
Each product announced in conformity shall be subject to conformity evaluation assay in regard to all norms prescribed in this technical Regulation.
3.2.3. Supervision assessment
During the validity period of the conclusion on conformity, each product announced in conformity shall be sampled for supervision assessment at least once every 12 months and shall be tested in regard to all norms defined in this technical Regulation at least once every 3 years for each norm.
4. IMPLEMENTATION AND RESPONSIBILITIES
Feed vendors specified in Clause 1.2 shall be responsible for conforming to this technical Regulation.
Ministry of Agriculture and Rural development shall assign the Department of Livestock Production to propagate and guide the implementation of this Regulation.
Ministry of Agriculture and Rural development shall assign the Department of Livestock Production or competent government authorities to designate conformity certifying organizations.
Department of Livestock Production and competent government authorities shall be responsible for inspecting the implementation of this Regulation. The inspection and settlement of violations shall be subject to current laws.
If stipulations in this Regulation are amended or replaced, the written amendment or replacement shall prevail.
