CIRCULAR
ON THE PROMULGATION OF NATIONAL TECHNICAL REGULATIONS ON ANIMAL FEEDS
Pursuant to the Law on Technical regulations and standards dated June 29, 2006;
Pursuant to the Ordinance on Livestock breeds dated March 24, 2004;
Pursuant to the Government's Decree No. 15/NĐ-CP on the management of animal feeds;
Pursuant to the Government's Decree No. 01/2008/NĐ-CP dated January 03, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural development; the Government's Decree No. 75/2009/NĐ-CP dated September 10, 2009, amending Article 3 of the Government's Decree No. 01/2008/NĐ-CP dated January 03, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture;

Article 2. This Circular takes effect after 06 months from the date on which it is signed.
Article 3. The Director of the Department of Livestock Production, heads of relevant organizations and individual are responsible for the implementation of this Circular.
Organizations and individuals are recommended to report the difficulties arising during the implementation to the Ministry of Agriculture and Rural Development for consideration and amendments./.

QCVN 01 - 12: 2009/BNNPTNT is compiled by the Department of Livestock production, the Department of Science and Technology, and the Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 of the Ministry of Agriculture and Rural Development.

Animal feeding stuffs - Maximum level of antibiotics, drugs, microorganism and heavy metals in completed feeds for pigs
1. GENERAL PROVISIONS
1.1. Scope of regulation
This Regulation provides for the maximum level of antibiotics, drugs, microorganism and heavy metals in completed feeds for pigs (breeding pigs and meat pigs).
1.2. Subjects of application
This Regulation is applicable to the organizations and individuals engaged in the production and trading of animal feeds within Vietnam’s territory.

3. MANAGEMENT
3.1. Certificate of conformity
3.1.1. Completed feeds for pigs must have Certificates of conformity according to this Regulation.
3.1.2. The method of conformity assessment and certification shall comply with the guidance of the Ministry of Agriculture and Rural Development.
3.2. Declaration of conformity
3.2.1. The organizations and individuals in Section 1.2 of this Regulation shall make and register the declaration of conformity at the local Services of Agriculture and Rural development.
3.2.2. Products of producers and traders of completed feeds for pigs that are sold on the market must bear the conformity marking, which are noticeably fixed on the products, their packages, or labels, and printed in technical documents enclosed.
3.2.3. The declaration of conformity must meet the requirements of declaration of conformity imposed by the Ministry of Agriculture and Rural Development.
3.3. Supervisions and penalties
3.3.1. The Department of Livestock production and provincial Services of Agriculture and Rural development shall inspect the implementation of this Regulation under the assignment of the Ministry of Agriculture and Rural Development.
3.3.2. The inspection and penalties for violations must comply with current law.
3.4. Implementation
3.4.1. Owners of the establishments that produce and trade in completed feeds for pigs mentioned in Point 1.2 are responsible for complying with this Regulation.
3.4.2. The Ministry of Agriculture and Rural Development shall assign the Department of Livestock production to propagate, provide guidance, and inspect the implementation of this Regulation.
3.4.3. When the provisions in this Regulation are changed, supplemented, or replaced, the provisions in the new documents promulgated by the Ministry of Agriculture and Rural Development shall apply.
