CIRCULAR
REGULATIONS ON IMPORTATION OF CRUDE WOOD FROM CAMBODIA
Pursuant to the Government’s Decree No. 95/2012/NĐ-CP dated November 12, 2012 defining the functions, tasks, entitlements and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government's Decree No. 12/2006/NĐ-CP dated January 23, 2006, detailing the implementation of the Law on Trade applicable to international goods trade and the activities of agents, trading, processing, and transiting of goods with foreign partners;
In the implementation of the Prime Minister’s directions at Government Office’s Official Dispatch No. 10146/VPCP-KTN dated November 29, 2013 regarding checking, supplementing, amending and completing regulations on management of importation of wood and the Prime Minister’s Official Dispatch No. 17/TTg-KTN dated January 03, 2014 regarding importation of crude wood from Cambodia;
At the request of Director General of the Import and Export Department,
The Minister of Industry and Trade promulgates the Circular regulating importation of crude wood from Cambodia as follows:
Article 1. Regulations on importation of crude wood from Cambodia
Provisions as prescribed in Point 3, Section IV of the Ministry of Industry and Trade's Circular No. 04/2006/TT-BTM dated April 06, 2006 providing guidance on a number of articles of the Government's Decree No. 12/2006/NĐ-CP dated January 23, 2006, detailing the implementation of the Law on Trade applicable to international goods trade and the activities of agents, trading, processing, and transiting of goods with foreign partners are hereby annulled.
Article 2. Import procedures
Importers of crude wood from Cambodia shall carry out procedures at customs authorities without applying for import licenses at the Ministry of Industry and Trade.
Article 3. Checkpoints
1. International checkpoints, main checkpoints, checkpoints and other customs clearance points pertaining to border-gate economic zones established under the decision of the Prime Minister;
2. Auxiliary border gates and border crossings outside border-gate economic zones with Customs, Border Police, Quarantine forces and technical facilities fully present to ensure state administration as prescribed in the Ministry of Industry and Trade’s Circular No. 13/2009/TT-BCT dated June 03, 2009 regulating import and export of goods via auxiliary border gates and border crossings outside border-gate economic zones;
Article 4. Responsibilities of importers
Importers of crude wood from Cambodia must comply with the laws of Cambodia and Vietnam.
Article 5. Effect
This Circular takes effect since the signing date.
Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Industry and Trade for consideration and handling. /.
