CIRCULAR

PROMULGATING THE TEMPORARY LIST OF CATTLE AND POULTRY LIVESTOCK FEEDS PERMITTED TO CIRCULATE IN VIETNAM

Pursuant to the Government’s Decree No. 01/2008/ND-CP of January 03, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development; the Government’s Decree No.75 /2009/ND-CP, of September 10, 2009, on amending Article 3 of the Decree No. 01/2008/ND-CP of January 03, 2008;   

Pursuant to the Government’s Decree No. 08/2010/ND-CP of February 05, 2010 on management of livestock feeds;   

At the proposal of the Director of livestock department,

The Ministry of Agriculture and Rural Development promulgates the temporary list of cattle and poultry livestock feeds permitted to circulate in Vietnam as follows:

Article 1. To promulgate together with this Circular:  

The temporary list of cattle and poultry livestock feeds permitted to circulate in Vietnam, including:

1. List of cattle and poultry livestock feeds that are produced domestic;

2. List of cattle and poultry livestock feeds that are improted, including:

a) Livestock feeds that have had technical regulations;

b) Livestock feeds that have not yet had technical regulations, including:

- Livestock feeds that are imported according to the origin;

- Livestock feeds that are imported irrespective of the origin.

Article 2. The import cattle and poultry livestock feeds must be examined quality as prescribed in Article 15 of the Circular No. 66/2011/TT-BNNPTNT of October 10, 2011, of the Ministry of Agriculture and Rural Development, detailing a number of articles of the Government’s Decree No. 08/2010/ND-CP dated 05/02/2010 on management of livestock feeds and article 2 of the Circular No. 50/2009/TT-BNNPTNT of August 18, 2009, promulgating the list of likely unsafe products and goods under the management of the Ministry of Agriculture and Rural Development. 

Article 3. Effect

This Circular takes effect 45 days after its signing day. To annul the Decision No. 90/2006/QD-BNN of October 02, 2003 of the Minister of Agriculture and Rural development, promulgating the List of livestock feeds and raw materials of livestock feeds permitted to import in Vietnam; the Decision No. 65/2007/QD-BNN of July 03, 2007, of the Minister of Agriculture and Rural development, promulgating the additional List of livestock feeds and raw materials of livestock feeds permitted to import in Vietnam; the Decision No. 88/2008/QD-BNN of August 22, 2008 of the Minister of Agriculture and Rural development, promulgating List of livestock feeds and raw materials of livestock feeds permitted to import in Vietnam according to HS code.    

Article 4. The Chief of Ministerial office, Director of livestock Department, heads of agencies, units, relevant organizations and individuals shall implement this Circular.
