DECISION
PROMULGATING THE LIST OF RAW MATERIALS, MATERIALS AND SEMI-FINISHED PRODUCTS THAT CAN BE PRODUCED AT HOME
THE MINISTER OF PLANNING AND INVESTMENT
Pursuant to the Government’s
Decree No.75/CP of November 1st, 1995 stipulating the functions, tasks and
powers of the Ministry of Planning and Investment;
Pursuant to the Prime Minister’s Decision No.176/QD-TTg of August 26,
1999 assigning the Ministry of Planning and Investment to promulgate the list
of raw materials, materials and semi-finished products that can be produced at
home;
After consulting the concerned ministries and branches,
DECIDES:
Article 1.- To promulgate together with this Decision the list of raw materials, materials and semi-finished products that can be produced at home to serve as basis for effecting the import duty exemption for raw materials, materials and semi-finished products that cannot be produced at home as specified in Article 1 of the Prime Minister’s Decision No.176/1999/QD-TTg of August 26, 1999.
Article 2.- Raw materials, materials and semi-finished products shall be referred collectively to as input raw materials and materials of technological lines for manufacturing products of each enterprise.
Article 3.- In the course of referring to the list, if any divergence of opinions between the customs office and enterprises emerges, the former shall coordinate with the provincial/municipal Planning and Investment Services in considering and devising solutions thereto. In cases where the problems continue to remain, the General Department of Customs shall propose the Ministry of Planning and Investment to consider and decide solutions thereto, or make amendments and/or supplements to the list.
Article 4.- This Decision takes effect 15 days after its signing and shall apply to written declarations of imported raw materials, materials and semi-finished products subject to this Decision’s regulation as from the effective date of Decision No.176/1999/QD-TTg.
