CIRCULAR

GUIDING RATES OF SOME MARITIME CHARGES FOR LARGE-TONNAGE SHIPS ARRIVING AT CAI MEP - THI VAI PORT

Pursuant to the Ordinance No.38/2001/PL-UBTVQH10 dated August 28, 2001 on Charges and Fees;

Pursuant to the Decree No.118/2008/ND-CP of the Government dated November 27, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;

Pursuant to the Decree No.24/2006/ND-CP of the Government dated March 03, 2006, amending and supplementing a number of Articles of the Decree No. 57/2002/ND-CP dated June 03, 2002, detailing the implementation of the Ordinance on Charges and Fees;
At the Deputy Prime Minister's opinions in the Official Letter No.2889/VPCP-QHQT of Government Office dated May 05/2010, on port charges for container ships arriving at Vietnamese ports;

At the proposal of the Ministry of Transport in the Official Letter No.499/BGTVT-TC dated January 20, 2012, on continuing the Circular No.164/2010/TT-BTC of the Ministry of Finance, the Ministry of Finance guides rates of some maritime charges for large-tonnage ships arriving at Cai Mep - Thi Vai port as follows:

Article 1. Subjects of application

This Circular applies to cargo carrying ships engaging in international maritime activities of a tonnage of 50.000 GT or more, , arriving at Cai Mep - Thi Vai port.

Article 2. Rates of some maritime charges

cargo carrying ships referred to in Article 1 of this Circular shall, pay some maritime charges at the following rates:

1. Tonnage charge:

- Entering: USD 0.0192/GT

- Leaving: USD 0.0192/GT

2. Maritime security charge:

- Entering: USD 0.06/GT

- Leaving: USD 0.06/GT

3. Pilotage charge:

The minimum charge per time of ship pilotage is 200 USD.

Article 3. Maritime charge and fee rates, principles on charge and fee collection and other issues not provided for in this Circular shall continue complying with the provisions of the Minister of Finance's Decision No.98/2008/QD-BTC dated November 04, 2008, promulgating the Regulation on maritime charges and fees and the tariff of maritime charges and fees.

Article 4. This Circular will be effective from May 01, 2012. From January 01, 2012 to May 01, 2012 the maritime charges are applied according to the Circular No.164/2010/TT-BTC of the Ministry of Finance. During the implementation, any problems arising should be reported by the concerned units to the Ministry of Finance for consideration and settlement./.
