DECISION
PROMULGATION OF THE LIST OF WASTE PERMITTED FOR IMPORT AS PRODUCTION MATERIALS
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Environment Protection dated June 23, 2014;
At the request of the Minister of Natural Resources and Environment;
The Prime Minister promulgates the list of waste permitted for import as production materials.
Article 1. The list of waste permitted for import as production materials is promulgated together with this Decision.
Article 2. The following kinds of waste may be imported as production materials until the end of December 31, 2021:
1. Recovered (waste and scrap) paper or paperboard: Other, including unsorted waste and scrap (HS code: 4707.90.00);
2. Granulated slag (slag sand) from the manufacture of iron or steel (blast furnace slag includes: granulated slag, slag sand from the manufacture of cast iron, iron, steel) (HS code: 2618.00.00).
Article 3. Transition clauses
Waste that may be imported as production material under certificates of environment safety issued by competent authorities may be imported until those certificates expire.
Article 4. Implementation clauses
1. This Decision comes into force from November 15, 2020 and replaces the Prime Minister’s Decision No. 73/2014/QD-TTg dated December 19, 2014 promulgating the list of waste permitted for import as production materials.
2. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Natural Resources and Environment, which will make proposals to the Prime Minister and is totally responsible to the Prime Minister for the content of the Decision and the list of waste permitted for import as production materials promulgated together with this Decision.
3. Ministers, heads of ministerial-level agencies, heads of governmental agencies, Presidents of the People’s Committees of provinces, relevant organizations and individual are responsible for the implementation of this Decision./.
