DECISION

ON APPROVING THE ACTION PROGRAM FOR IMPLEMENTING THE RESOLUTION NO. 13-NQ/TW, 4TH CONVENTION OF 10TH CENTRAL EXECUTIVE COMMITTEE OF COMMUNIST PARTY ON CONSTRUCTION OF SYNCHRONOUS INFRASTRUCTURE TO TURN VIETNAM INTO A MODERN INDUSTRIALIZED COUNTRY BY 2020 - COMMUNICATIONS INFRASTRUCTURE

MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to the Government's Decree No. 187/2007/ND-CP dated December 25th 2007, defining the functions, tasks, entitlements and organizational structure of the Ministry of Information and Communications; Pursuant to the Government's Decree No. 50/2011/ND-CP dated June 24, 2011 on amendments to the Government's Decree No. 187/2007/ND-CP;

Pursuant to the Resolution No. 13-NQ/TW, 4^th Convention of 10^th Central Executive Committee of Communist Party on construction of synchronous infrastructure to turn Vietnam into a modern industrial country by 2020;

Pursuant to the Government’s Resolution No. 16/NQ-CP dated June 16, 2012 promulgating the Action Program for implementing the Resolution No. 13-NQ/TW, 4^th Convention of 10^th Central Executive Committee of Communist Party on construction of synchronous infrastructure to turn Vietnam into a modern industrialized country by 2020;

Pursuant to the Prime Minister’s Decision No. 1605/QD-TTg dated August 27, 2010 on approving the National Program about application of information technology to the operation of state agencies 2011 - 2015;

Pursuant to the Prime Minister’s Decision No. 1755/QD-TTg dated September 22, 2010 on approving the Project “Turning Vietnam into a nation with developed communications and IT infrastructure”;

At the request of the Drafting Board of the Action Program for implementing the Resolution No. 13-NQ/TW, 4th Convention of 10th Central Executive Committee of Communist Party;

At the request of the Director of Applied Information Technology Administration,

DECIDES:

Article 1. To the Action Program for implementing the Resolution No. 13-NQ/TW, 4th Convention of 10th Central Executive Committee of Communist Party on construction of synchronous infrastructure to turn Vietnam into a modern industrial country by 2020 - Communications infrastructure (promulgated together with this Decision)

Article 2. This Decision takes effect from the day on which it is signed.

Article 3. Chief of Office, heads of relevant units are responsible for the implementation of this Decision./.

ACTION PROGRAM

FOR IMPLEMENTATION OF THE RESOLUTION NO. 13-NQ/TW, 4TH CONVENTION OF 10TH CENTRAL EXECUTIVE COMMITTEE OF COMMUNIST PARTY ON CONSTRUCTION OF SYNCHRONOUS INFRASTRUCTURE TO TURN VIETNAM INTO A MODERN INDUSTRIAL COUNTRY BY 2020 - COMMUNICATIONS INFRASTRUCTURE
(promulgated together with this the Decision No. 1293/QD-BTTTT dated July 19, 2012 of the Minister of Information and Communications)

Thoroughly grasping the spirit of the Resolution No. 13-NQ/TW, 4^thConvention of 10^th Central Executive Committee of Communist Party; for the implementation of the Resolution No. 16/NQ-CP on the Action Program for implementation of the Resolution No. 13-NQ/TW, 4^thConvention of 10^th Central Executive Committee of Communist Party on construction of synchronous infrastructure to turn Vietnam into a modern industrial country by 2020, the Ministry of Information and Communications promulgates an Action program with the following details:

I. TARGETS

The Action Program for implementation of the Resolution No. 13-NQ/TW, 4^th Convention of 10^th Central Executive Committee of Communist Party written by the Ministry of Information and Communications is to specify the policies of Communist Party, aiming for the success of the Government’s Action Program for implementation of the Resolution, speed up the development of information technology and communications infrastructure, turn Vietnam into a nation with developed information technology infrastructure and a modern industrialized country in 2020.

II. VIEWPOINTS

1. Speed up the development of communications infrastructure by combining existing achievements with breakthroughs, aiming for greater targets and higher speed.

2. Boost the application of IT to management and operation of the social and economic systems and the entire economy. Consider the development and application of information technology the principal objective during the industrialization and modernization of each field and each industry.

3. Develop the IT and communications industry with high value added, actively join the global supply chain to meet domestic demands and export.

III. PRIMARY OBJECTIVES

The Ministry of Information and Communications shall organize and expedite the accomplishment of the following objectives:

1. General objectives:

a) Review, adjust the strategies and plans for development of communications infrastructure, meet the demands for nationwide industrialization and modernization; ensure synchrony, interdisciplinary and interregional connections.

b) Implement the solutions and policies to mobilize resources for investment in construction of communications infrastructure Consider suggesting feasible financial policies for attracting investments in development of communications infrastructure by 2020.

c) Complete the laws and policies to provide a favorable legal environment for application and development of communications and information technology (hereinafter referred to as ITC); boost the development of communications infrastructure.

d) Provide resources to increase skilled manpower for IT and communications; enhance training in application of ITC; raise people’s awareness.

dd) Improve the capacity for controlling technologies, researching and producing pivotal ITC products; favor investments in research, purchase or transfer of new technologies to create Vietnamese products and services that are competitive.

e) Raise the capacity and effect of the management of communications infrastructure system serving the operation of the Communist party and the Government; develop the national IT capacity to meet the society’s demands for exchange of information, stimulate the socio-economic development, ensure national defense and security, information security, and national sovereignty over network space.

g) Enhance the propagation on the media to raise the society’s awareness of the policies, targets and objectives of communications infrastructure development of the Government.

h) Intensify the management of information on the Internet, social networks, and personal blogs.

2. Specific objectives

a) Developing postal and telecommunication infrastructure

- Enhance the development of broadband access based on the development of wired access (fiber optic cables and copper cables). Expand the coverage and efficiency of Third generation of mobile telecommunications technology (3G).

- Provide public Internet access in remote areas and impoverished areas by utilizing the infrastructure of local post offices.

- Raise the capacity of domestic and international long-distance transmission systems by utilizing existing terrestrial and satellite transmission systems; invest in new terrestrial and domestic fiber optic cable lines with high capacities; cooperate in constructing international submarine fiber optic lines and launching telecommunication satellites serving domestic and regional markets.

- Initiate the digitization of terrestrial television broadcasting in accordance with the Scheme for digitizing terrestrial analog television broadcasting by 2020.

- Construct and develop passive telecommunications infrastructure in accordance with planning and technical regulations. Enhance the share of telecommunications infrastructure among telecommunication companies and interdisciplinary infrastructure to establish networks and provide telecommunications services efficiently, conveniently, and quickly.

- Develop private telecommunications networks of organizations by utilizing the public telecommunications network infrastructure, especially domestic transmission networks of telecommunication companies. Separate profitable telecommunications services from public telecommunications services to raise the effect of public telecommunications network, ensure security of information within private telecommunications network of state agencies, national defense and security.

- Build a uniform communication system serving natural disaster recovery. Boost the development and modernization of the submarine telecommunications network, ensure the security of information serving National defense, national security, and safety of life at sea.

- Initiate the construction of Network Security center; develop and establish systems for assessing national information security, detecting and preventing online crimes, certifying and protecting the Government’s communications systems; intensify training for information security experts of the Government and communications systems of national importance.

- Enhance the construction of synchronous public postal network infrastructure to ensure effectiveness, safety, and convenience for the public.

b) Effectively applying information technology to state agencies, economic and social sectors; developing electronic government

- Develop the databases being the foundation for development of deductible expenses, first of all the databases about: administrative procedures, officials and civil servants, economics, industry, and trading, natural resources and environment, finance, companies, projects, and border,

- Develop specialized information systems serving socio-economic development. Focus on developing specialized information systems serving socio-economic development such as taxation, customs, education, health, population management, land, natural resources and environment.

- Apply information technology to operations of state agencies towards improving productivity and reducing operating cost. Focus on upgrading and completing the system for managing documents and operations at various levels of authorities; develop an overall information management system; develop, upgrade and complete other information technology applications to satisfy demands of state agencies; upgrade and complete other information technology application systems for internal management towards higher efficiency and wider connection.

- Apply information technology to serve people and companies. Focus on intensive and extensive provision of online information and services for people and companies, make the operation of state agencies more open and more effective in serving people and company; apply information technology efficiently and comprehensively to single-window tasks; develop essential information systems serving the application of information technology to serve people and companies; encourage the involvement of people and companies in the operation of state agencies by raising the effectiveness of the opinion-seeking system online.

- Speed up the provision of digital ID cards and ASEAN agreements.

c) Developing information technology

- Provide resources for implementing the programs for development of the software industry, digital contents, hardware-electronic industry, and IT services.

- Increase sources of investment in information technology; allocate budget for annual investment promotion programs to attract foreign investments and investments of multinational corporations in communications and information technology.

- Focus on investment in raising the capacity and competitiveness of IT and communications companies of Vietnam.

- Enhance investment in development the network of IT zones, focus on establishing national IT zones and centers that provide IT services for domestic and international market.

- Major telecommunication companies are encouraged to enhance investment in IT development.

IV. IMPLEMENTATION

1. The units affiliated to the Ministry shall punctually and efficiently implement this Action Program (the sheet of specific objectives and projects are enclosed with this Decision) in accordance with the Resolution No. 13-NQ/TW, the 16/NQ-CP and primary objectives of this Action Program.

2. Services of Information and Communications shall advise People’s Committees of central-affiliated cities and provinces on formulation of programs and projects for implementing this Program locally.

3. Providers of postal, telecommunications, Internet, and IT services shall formulate their own Schemes for implementing this Program that suit their operations.

4. Relevant organizations shall closely cooperate with the Ministry of Information and Communications in synchronously implement this Program.

5. The Vietnam Telecommunications Authority shall take charge and cooperate with relevant units in developing telecommunications infrastructure.

6. Applied Information Technology Administration shall take charge and cooperate with relevant units in developing information technology application; suggest solutions for urging other Ministries, governing bodies and local governments in performing their tasks in IT application mentioned in the Resolution.

7. Information Technology Department shall take charge and cooperate with relevant units in developing information technology.

8. Vietnam Computer Emergency Response Team shall take charge and cooperate with relevant units in ensuring safety information security.

9. The Administration of Journalism, Administration of radio, television and electronic information shall cooperate with relevant units in planning the propagation on the media as the basis for various levels of authorities and the whole society to grasp the Resolution No. 13-NQ/TW and the objectives established by the Program.

10. The Planning and Finance Department shall allocate budget for the Program.

11. Ministry Office shall assist the Minister in monitoring and reporting the implementation of this Program.

12. If adjustments to the Action Program must be made during the implementation, the agencies and units shall request competent persons of the Ministry to consider./.
