DECISION
APPROVAL FOR LIME INDUSTRY DEVELOPMENT PLANNING TO 2020 AND A VISION TO 2030
THE MINISTER OF CONSTRUCTION
Pursuant to the Law on Construction No. 50/2014/QH13 dated June 18, 2014;
Pursuant to the Law on Mineral No. 60/2010/QH12 dated November 17, 2010;
Pursuant to the Decree No. 62/2013/NĐ-CP dated June 25, 2013 by the Government defining the functions, tasks, entitlements and organizational structure of the Ministry of Construction;
Pursuant to the Government’s Decree No. 15/2012/NĐ-CP dated March 09, 2012 detailing the implementation of a number of articles of the Law on Mineral;
Pursuant to the Government’s Decree No. 124/2007/NĐ-CP dated July 31, 2007 on management of building materials;
Pursuant to the Prime Minister’s Decision No. 1469/QĐ-TTg dated August 22, 2014 on approval for general building materials development planning in Vietnam to 2020 and a vision to 2030;
Pursuant to the Prime Minister’s Directive No. 03/CT-TTg dated March 30, 2015 reinforcing the exercise of policies and laws on mineral;
Pursuant to the Prime Minister’s empowerment at the Official Dispatch No. 284/VPCP-KTN dated January 13, 2015 on approval for lime industry development planning in Vietnam to 2020 and a vision to 2030;
At the request of Director General of the Department of building materials;
HEREBY DECIDE
Article 1: Approve lime industry development planning in Vietnam to 2020 and a vision to 2030 as follows:
1. Viewpoints:
a) Develop production of lime products of high value, stability and sustainability on the basis of effective use of natural resources; use replacement raw materials in the direction of green technology and environmental protection;
b) Invest in the development of lime production facilities with state-of-the-art technology, high level of mechanization and automation to enhance product quality; diversify categories to meet demands of sectors, areas of industrial, agricultural production, construction and exportation; move toward removal of lime production facilities spontaneously and manually grown, causing environmental pollution and not in accordance with the planning;
c) Encourage economic sectors to take part in investment and production of lime with environmentally friendly state-of-the-art technology;
2. Targets:
a) Calculate demands for lime of each sector, area of industrial and agricultural production, construction and exportation; define projects, zones of raw materials for lime production projects, and construct an implementation itinerary to meet demand-supply balance in each stage;
b) Define appropriate scale and capacity, state-of-the-art technology and equipment saving raw materials, fuel and meeting environmental standards;
c) To 2016, remove at least 50% of discontinued manual kilns across the country; to 2020, removal all of discontinued and continued kilns across the country;

b) Requirements for capacity scale and equipment technology:
- Capacity scale:
Only new lines with capacity ≥ 200 ton/day (60,000 ton/year) are considered for investment.
- Technology, equipment:
* Lime production facilities to be invested must go for environmentally friendly advanced technology with green technology, mechanization and automation being highly encouraged to meet some specific criteria as follows:
+ Loss of energy: < 900 kcal/kg;
+ Loss of electrical energy: < 30 kWh/ton;
+ Dust emission: < 30 mg/Nm3
* Use of alternatives to fossil fuel must be studied to save natural resources and reduce environmental pollution.
c) Planning for zones of raw materials:
+ Add 18 limestone quarries as prescribed in Appendix II enclosed with the Prime Minister’s Decision No. 45/QĐ-TTg dated January 09, 2012 approving the planning for survey, exploitation, processing and use of mineral as building materials in Vietnam to 2020 to the list of quarries of raw materials for lime production (Part 1, Appendix III enclosed herewith);
+ Revise and add some limestone quarries reserved for cement industries as prescribed the Prime Minister’s Decision No. 105/2008/QĐ-TTg dated July 21, 2008 and Decision No. 1065/QĐ-TTg dated July 09, 2010 to the list of quarries of raw materials for lime production (Part 2, Appendix III enclosed herewith);
+ Define quarries of raw materials for production facilities, investment projects as prescribed in the planning;
+ Issuance of permits for new investment projects must be closely associated with sources of limestone raw materials; capacity scale to be invested must be in conformity with permissible deposits.
d) Itinerary of implementation to 2015:
- Total design capacity in 2015 achieves approximately 5.8 million ton/year, specifically:
+ Mechanized kilns: 4.3 million ton/year;
+ Manual kilns (continued and discontinued): 1.5 million ton/year;
- Investment orientation:
+ Invest in technological innovation, improvement of product quality, reduction of loss of fuel to achieve standards of technology and environment at existing production facilities (Appendix I enclosed herewith);
+ Carry out 22 new investment projects with investors identified (Appendix I enclosed herewith) with total design capacity of 2.85 million ton/year and plan to carry out another four projects with investors unidentified (Appendix II enclosed herewith) with total design capacity of 350,000 ton/year;
+ No permission shall be issued to continued and discontinued manual kilns across the country;
+ Up to 2016, at least 50% of discontinued manual kilns across the country shall be removed and approximately 500,000 ton of lime products per year produced by discontinued manual kilns are maintained;
+ Maintain approximately 1 million ton of lime products per year produced by continued manual kilns;
dd) Itinerary of implementation from 2016 - 2020:
- Total design capacity in 2020 expected to achieve approximately 8.96 million ton/year
- Investment orientation:
+ Maintain and promote capacity of mechanized lime production facilities already invested to achieve approximately 4.3 million ton/year;
- Up to 2020, all discontinued manual kilns across the country shall be removed;
+ Invest in expansion of capacity of 17 projects with investors identified (Appendix I enclosed herewith) with total design capacity of 3.46 million ton/year and 17 projects with investors unidentified (Appendix II enclosed herewith) with total design capacity of 1.2 million ton/year;
4. A vision for lime industry development to 2030:
- Demand for lime in 2030 is expected to reach from nine to ten million ton, of which:
+ Domestic consumption: Seven million ton
+ Exportation: Three ton
Investment in production development must be carried out to meet approximately 10 million ton of lime product in demand as expected in 2030;
Article 2. Implementation
1. The Ministry of Construction
Organize announcement and dissemination of the lime industry development planning to 2020 and a vision to 2030 as prescribed to localities, sectors, levels and businesses for understanding and execution;
Instruct localities to carry out management of lime production according to the planning; supervise and inspect the implementation of the content of the planning; impose strict punishments for violations;
Provide advice on investment projects of lime production based on the orientation of lime production investment and development to ensure the implementation is in compliance with the planning;
Carry out the checks on the implementation of the planning annually; make revisions to the list of projects, investors and zones of lime raw materials based on specific conditions;
Preside over and cooperate with the Ministry of Science and Technology in providing guidance and conducting research to build and promulgate National technical regulations, national standards on industrial lime to suit the Law on Technical regulations and standards;
Carry out regular inspection and monitoring of exploitation and processing of limestone mineral to ensure sources of raw materials for lime production; reinforce management to ensure balance of supply and demand for domestic use and exportation of lime;
2. The Ministry of Natural Resources and Environment
Preside over and cooperate with relevant agencies in organizing survey and research for additional sources of lime raw materials; continue to carry out survey and research to add more limestone quarries that satisfy requirements for supply of sources of raw materials for lime production;
Preside over and cooperate with relevant agencies in conducting the inspection of environmental criteria in lime production and quarry exploitation to minimize negative effects on landscape and environment;
Provide guidance to quarry exploitation units on application and compliance with advanced exploitation technology saving natural resources, ensuring safety, environmental protection and landscape;
3. The Ministry of Industry and Trade
Preside over designing and manufacturing equipment, spare parts for mechanized lime production lines;
Conduct research and promulgate policies supporting trade promotion and creating conditions for businesses to carry out exportation of lime with high outcomes.
4. The Ministry of Science and Technology:
Organize activities of science and technology in lime production development, introduce and disseminate state-of-the-art technologies in the world;
Conduct the assessment of technical regulations and standards on lime production and make announcement of national standards as prescribed;
5. People’s committees of central-affiliated cities and provinces:
Organize the implementation of lime production investment projects in the localities according to the approved planning; collect suggestions on lime planning before granting approval for new projects; make annual reports on performance to the Ministry of Construction;
Stop granting permits to projects of continued or discontinued manual kilns; build an itinerary, promulgate regulations and carry out removal of continued and discontinued manual kilns according to the planning;
Reinforce the inspection and investigation into the activities of investment and production of lime in the administrative division;
Article 3. Effect
This Decision takes effect since the signing date.
Article 4. Agencies responsible
Ministers, heads of ministerial-level agencies, Governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces and relevant agencies shall be responsible for executing this Decision./.
