Continued from Official Dispatch No. 6889/TCHQ-GSQL dated November 23, 2019 and Official Dispatch No. 7126/TCHQ-GSQL dated December 04, 2018 of the General Department of Customs on e-manifest declaration and inspection, below are opinions of the General Department of Customs:
1. Regarding imported and exported waste: Customs Departments shall instruct shipping companies, shipping agents and forwarders to implement Official Dispatch No. 6889/TCHQ-GSQL and Official Dispatch No. 7126/TCHQ-GSQL .
2. Regarding exports and imports other than waste:
a) The General Department of Customs will reach an agreement with the shipping companies, shipping agents and forwarders on the manifest content and changes to the National Single-window Information Portal relevant to manifest declaration and receipt of information on the manifests.
b) Shipping companies, shipping agents and forwarders shall follow instructions in Circular No. 50/2018/TT-BTC dated May 23, 2018 providing set forms for entry, exit and transit of air, sea, rail, road and river vehicles according to Decree No. 59/2018/ND-CP dated April 20, 2018, according to which the agreement with customs authorities on manifest declaration shall be reached.
c) After such an agreement is concluded and the National Single-window Information Portal is completed, customs authorities will announce the official date of implementation.
Customs Departments, shipping companies, shipping agents and forwarders shall comply with the instructions above./.
