The Master Plan for AP Simplification in the fields of state management for the period 2007-2010 (hereinafter called Project 30) is considered by the Government and Prime Minister as a core mission, a breakthrough to the administrative reform up to 2010. A successful Project 30 means significant political and economic achievements, higher economic growth, improved relations between state administrative agencies and citizens, businesses; ensuring transparent handling of people’s business and contributing to effective anti- corruption. However, given its broad scale and applicability, Project 30 requires proper attention and decisive direction from Ministers, Heads of ministerial level agencies, Chairmen of People’s Committees of provinces and cities under central management to achieve set objectives.
Project 30 will be implemented in 3 phases: Phase 1- Inventory of administrative procedures (APs); Phase 2- Review of APs; Phase 3-
Recommendation to simplify APs and publication of the national database of
APs on the internet, of which the inventory phase plays a decisive role to the success of the Project. Towards good implementation of the Project, the Prime Minister asks Ministers, Heads of ministerial level agencies, Chairmen of People’s Committees of provinces and cities under central management to:
1. Inventory in proper manner all APs as required and guided by the STF in Official Document 125/CCTTHC (for ministries and ministerial level agencies), and Official Document 126/CCTTHC (for provincial People’s Committees) dated 04 November, 2008. For ministries and ministerial level agencies, inventory of APs must be completed by 1 February 2009; for People’s Committees of provinces and cities under central management, the deadline is by 1 May 2009.
At the end of the inventory phase, ministries, ministerial level agencies and provincial People’s Committees shall be responsible for inventory of missing, newly promulgated or amended APs so that to be supplemented under the STF guidance.
2. Closely direct the inventory of APs in their respective agencies/provinces; report on a monthly basis to the Prime Minister on the progress, using the STF report form; mainstream the Project 30 implementation within their respective agencies/provinces into the award/discipline and promotion action of their agencies.
3. Finalize the organization of, ensure working conditions and staffing for their respective TFs as directed by the Prime Minister in Official Document 3335/VPCP-TCCV dated 22 May 2008 and Official Document 6279/VPCP- TCCV dated 23 September 2008; provide appropriate staffing for officers assigned to work full time in TFs after the termination of Project 30 in late 2010.
4. The Minister of Home Affairs shall take lead and coordinate with the Minister, Chairman of the Office of Government in December 2008 in providing guidance documents to ministries and provinces on how to attach the Project 30 implementation with award/discipline and promotion./.
